COMRIE REIGNS

Allan Comrie, East Ward Councillor, has


been elected as the new Mayor of Moorabool.
Mayor Comrie was voted in at the
Wednesday 28 October special meeting of
council, winning a three-way contest.
Cr Comrie was nominated by fellow East
Ward Councillor Dave Edwards, seconded
by East Ward Councillor John Spain; Central
Ward Councillor Paul Tatchell nominated
East Ward Councillor Tonia Dudzik; and
Woodlands Ward Councillor Pat Toohey

nominated West Ward Councillor Tom


Sullivan.
Outgoing Mayor Paul Tatchell was voted in
as Deputy Mayor.
On the night, Mayor Comrie said he has
big shoes to fill following the footsteps of Cr
Tatchell.
I would like to thank my fellow councillors,
great honour to be elected mayor, he said.
If I can be half as good I will do a great job.
Its not a new position to Mayor Comrie,
however; he previously served a term as

Mayor in his 25-years as a councillor in


2002/03 (Pentland Riding).
And in terms of Bacchus Marsh, they dont
come any more local a fourth-generation
resident, Mayor Comrie and his wife
Beverley, who have two daughters and three
grandchildren, still live in the town.
As his day job, Mayor Comrie is a school
bus driver with no plans to retire any time
soon.
Im still young I dont feel old, he said
of retirement.
He will also be a Mayor with no secrets,

facing 57 charges including
alleged rape and indecent
assault appeared in Ballarat Magistrates Court last
Thursday morning.
The accused, Ronald Van
Dorp, is a local business
owner of The Vitality Centre, a privately owned massage business, and is now
alleged to have sexually
assaulted up to 26 different
clients.
Mr Van Dorp previously
appeared in Bacchus Marsh
Magistrates Court on November 1 after he allegedly assaulted two women,
one aged 21 and the other
25-years-old (as reported in
The Moorabool News, Nov
4).
Magistrate Cynthia Toose
said the case was a complicated and intensive matter and agreed to adjourn

The Darley masseur who


sexually assaulted 24 different women has been jailed
for at least five years.
Ronald Van Dorp, 54, appeared in the Melbourne
County Court on Friday (October 31), where he pleaded
guilty to multiple charges
of indecent assault and two
charges of digital rape.
Van Dorp was arrested in
October 2013 after a number
of victims aged between
16 and 60 were sexually
assaulted whilst receiving a
massage at his Vitality Centre in Darley.

Maryanne Mullen, who has
taken out second place in the
Royal Melbourne Show yoyo competition.
The Bacchus Marsh resident
entered her yo-yo biscuits
into the Open Section cookery competition against 19
other contestants.
Maryanne said she was
thrilled to have received a
ribbon, especially considering she hadnt held any
expectations.
I was really excited about
entering into such an auspicious competition, but I was
only really in it for the experience. My mum has always
encouraged me, saying that
I should enter into the show
and so I did but I wasnt expecting to receive a place

inquiries from families affected by the Bacchus Marsh
and Melton Regional Hospital crisis.
Slater and Gordon Medical Lawyer Anne Shortall
said the firm had been approached by a number of
families after a review by
the Victorian Health Department, into the newborn
deaths, found a series of
key failings at the hospital.
There have been a number
of families, we arent putting
a figure on it at the moment,
but they have approached
us on various issues regarding both Doctor Parhar as a
private practitioner and the
hospital, she said.
The families that have approached us are very, very
traumatised, especially with
the claims relating to the
stillbirths. You have people
who have to overcome real
issues in regards to a major
incident that has happened

in their life and they are now


realising that this happened
as a result of negligence.
It is just re-traumatising
these families all over again
and it is hugely devastating
for all of them, they are really just not in a good way.
Ms Shortall said whilst the
incident was incredibly concerning, the chances for successful compensation claims
were good.
There has been a great
deal of recognition from the
Department of Health in regards to the doctors standard of care being well below
what is reasonable and after
realising that there has been
issues they are now being
quite open, she said.
I would hope that the
hospitals insurer is being
reasonable in entering into
negotiations for claims.

Lovers of fruit have been offered a sneak peak into the regions ninth annual Strawberries and Cherries Weekend.

Fruits hosted the annual festival launch on Thursday (October 29), which offered everything from cakes and wines to

strawberries.

Three men have been charged over the death of

Kenneth Handford.
Mr Handfords body was found tied up in his
bedroom on the afternoon of Tuesday September 15,
which was his 90th birthday.

Adam Williamson, 39, and Jonathon Cooper, 28,


were arrested at their Ballarat homes at about 7am
on Tuesday (October 27) and were each charged with
one count of murder and one count of aggravated
burglary.

The weekend (21-22 Nov) celebrates the start of the strawberry and cherry season, with
local fresh produce available
to purchase alongside strawberry and cherry inspired
menus and pick-your-own
activities.

which saw more than 17,000
visitors in 2014, would offer a
number of special highlights
including a petting zoo, kids
activities, fireworks and a
buskers quest.

see a festival that continued to
grow throughout the region.

bool Shire Council had contributed $27,000 over the last

three years to both the Strawberries and Cherries Festival


and the Harvest Festival.

Although some of the medals were recovered, police


said a World War II 1939-1945 Star and a Pacific Star
were still missing.

Detectives have also appealed for public assistance to


identify a vehicle, a 1997 green Subaru station wagon
with registration 1FH 8KE.

The three men have been remanded in custody to


appear before Ballarat Magistrates Court in January.

Djerriwarrh Heath Services responded to


questions from The Moorabool News and issued
the following statement:

Hundreds of babies are delivered at Djerriwarrh Heath Services each year, and
birthing numbers fluctuate from month to month. The hospital has delivered 27
babies since 16 October 2015.
It is not unusual for women to transfer to another health service during their
antenatal care. Since 16 October 2015, 32 women have transferred their future
care to other health services due to their individual circumstances, and in
consultation with their obstetrician or midwife, the statement read.

Andrew Freeman, who has been acting in the role in an interim capacity
since August this year, was last week officially appointed as CEO.
Mr Freeman replaced David Grace, who in turn replaced Bruce Marshall.
Mr Freeman comes to the role after leading Benalla Health Services since
2011.
He has forged a successful career in health administration and leadership
at organisations like Northeast Health Wangaratta, Yarrawonga District
Health Service and Southern Health, said Dr John Ballard, Administrator of
Djerriwarrh Health Services.
Dr Ballard said that the appointment provides certainty and continuity for
Djerriwarrh as work continues to enhance the standards of care, safety and
systems of clinical governance.
It follows an investigation into the deaths of 11 babies at the hospital which
found that seven of the deaths were likely avoidable.
The cornerstone of any health service is strong and focused leadership,
Dr Ballard said.
I am confident that Andrew will provide this, as he transitions from the
interim role of Chief Executive that he has held since August of this year.
Mr Freeman said he looks forward to working with the staff and people of
the City of Melton and the Shire of Moorabool.
I understand Djerriwarrh Health Services has had its challenges. I will work
with our dedicated staff to provide excellent care and I am committed to
rebuilding the trust and confidence of the community, he said.

Although he nominated Cr Comrie as Mayor, East Ward Councillor Dave Edwards offered thanks to outgoing Mayor Paul Tatchell.
During the traditional vote of thanks to the outgoing Mayor, Cr Edwards said that on behalf of the shire he wanted to personally thank Cr Tatchell
for what he believed had been a terrific time.
A couple of words about his style commitment and sacrifice. Theres not many people who would do 16 hours a day, he attends absolutely
everything theres no task to big or small, Cr Edwards said.
Ive never seen an advocate that wants to sell Moorabool like he does - sell, sell, sell, tell people how good Moorabool is. He handles difficult
situations very well, works tirelessly to keep jobs in Moorabool (Fiskville); he got the Eastern interchange back, and attracted significant funding.
In his report as outgoing Mayor, Cr Tatchell said there are few privileges that can surpass the opportunity to serve and represent in ones own
community, and for that he is extremely grateful.
He said the appointment of Rob Croxford as CEO for another five years provides stable management in an unstable financial environment.
The Eastern end of the Shire is suffocating by the inaction of successive governments over decades, and the Western region by Governments
failure to acknowledge the potential on the East side of Ballarat.
Its a sad indictment on the political landscape, when regional investment takes a back seat to the myopic world of election cycles.
Cr Tatchell also pointed out that council has reduced operating costs by $3 million in four years, has just handed down the best audit report in
decades, yet neither is deemed to be worthy of performance based reward.
The residents of Moorabool deserve better.
With compounding infrastructure gaps, reductions in Federal assisted grants and the implementation of rate capping; the shortfalls in Government
investment our fiscal exposure will determine our future and illustrate the contemptible nature of populous politics.
Cr Tatchell said the greatest asset in the Shire is its people.
And its a humbling process in the role as Mayor to visit each and every community group across the shire.
This Shire was built on the goodwill and community spirit of the people that live within it. Projects are driven and completed by the unsung
dedication of people taking positive steps towards a community lifestyle.
You dont have to look very far to see community handprints on infrastructural investment throughout the length and breadth of the Moorabool
community.
This is what regional living was founded on, and we owe these unsung heroes an enormous gratitude for their selflessness and commitment.
Cr Tatchell said he is uncomfortable with nominating achievements during a Mayoral term.
The reality is that anything that has been achieved has been done over a number of Council cycles.
We often cut ribbons on behalf of those that have come before us and will continue to do so. The Council Chambers belongs to the people, and it
is they that should take credit where credit is due.
But he did thank council staff for the brilliant job they do, as well as mentioning the good work of departments led by Satwinder Sandhu, Phil
Jeffrey, Danny Colgan, Peter Forbes as well as Di Elshaug.
Cr Tatchell also praised the work of the Youth Action Group, among others, as well as thanking his fellow councillors and finally, his wife, for her
unconditional support.

Blackwood will come alive


this weekend during the
towns second annual music
festival.
The Blackwood Festival for
Music and Culture is a threeday event that will feature
more than two-dozen acts
ranging from Country and
Blues to Irish and Rockabilly.
The diverse line-up will see
musicians from across the
globe, including Canadian trio
Andrew Collins and American
artists Tommy Chandler and

the Orpheus Supertones.


Organised by a group of volunteers, the family-friendly
festival will also include a
number of stalls featuring jam
sessions, traditional harmony
singing, dance instructions,
tipi makers and local artisans.
Following the pilot event in
2014, the festival committee,
led but its secretary Janet Dear,
were allocated $7,500 every
year for three years under
the Moorabool Shire Council
New Tourism Event Grants
program.
The initiative, combined with

the Existing Major Tourism


Event Grant Program represents a $112,200 direct investment by Council to organisers
of local tourism events over a
period of three financial years.
Held at the Blackwood Recreation Reserve, the festival
will run from Friday to Sunday (November 6-8), with
ticket sales and entry times

DRAFT GORDON RECREATION RESERVE MASTERPLAN
At the October Ordinary Meeting of Council, Council endorsed the Draft Gordon Recreation

POOL SAFETY: KNOW YOUR OBLIGATIONS
Moorabool Shire Council is reminding property owners that every private swimming pool or
spa capable of containing a depth of water exceeding 300mm requires a building permit prior
to its installation.
The building permit will specify that a childproof safety fence and gate must be built and approved
before the swimming pool or spa can be used. The importance of adequate and compliant
fencing around home pools and spas cannot be underestimated.
Drowning is the most common cause of preventable death for children under 5 years of age in
Victoria. Pool fencing signicantly reduces the risk of drowning with research showing that the
risk of drowning in a fenced pool is about one quarter of that of drowning in an unfenced pool.
Our children need to be protected from such accidental drowning.
Safety Fence Tips
Maintain gates and fences regularly to ensure they comply with the Building Regulations.
Fit correct safety measures to gates, doors and windows.
Make sure no tree branches, pool pumps or pot plants etc are near the safety fence and be
sure that anything able to be climbed is not placed in a position where children could climb
to gain access to the pool or spa.
A safety fence is required if you have an inatable pool lled with water which is deeper than
300mm.
Position any chairs, boxes, pool pumps etc so that they cannot be used to climb the fence to
access the pool or spa.
Pool and Spa Regulations
It is law that swimming pools or spas on private residential properties in Victoria are provided
with safety fences to restrict access to the pool or spa.
Swimming pools that require safety fences: in-ground pools, above ground pools, hot tubs,
Jacuzzis and spas.
Any pool or spa fence, gate or door must be maintained in good working order.
All gates and doors providing access to a pool or spa must have self-closing and self-latching
devices and open away from the pool even pools and spas built before laws were introduced in
1991 to make fencing compulsory.
It is an offence to prop open any gate or door providing access to a pool or spa.
A building permit must be obtained prior to the installation of all pools and spas with a depth
greater than 300mm and for the safety barrier.
FINES
The Building Act 1993 contains penalties for pool owners who install a pool
or spa and fail to carry out work in accordance with the Act.
PUBLIC ART DISPLAY
At the Rotary Art Show held in Bacchus Marsh in June, the Mayor Cr Paul Tatchell purchased
two pieces of artwork for the Councils art collection. The rst piece, a painting is called Evening
Light, Taradale by John Walsh. The second piece is called Grahams Dam, by Lisa Palmer and is in
the photographic medium.
Both pieces of art will be on public display in Councils Ballan ofce until 17 November, 2015.
The art will then be displayed in Council Ofces at Darley until 15 December for all residents
to enjoy.

the Southern section tender
documents went out on the
weekend and well be going to council to approve
the tender before Christmas
to construct that section

Before the money disappeared for the ramps, VicRoads had already gone to
tender for the on/off ramps
on Halletts Way that had
been designed and costed
- so other than the missing
money, theres no reason it
cant go ahead.
All the planets are lined
up we just need all the dollars to line up.

Mr Croxford is hoping that


the dollars will be put forward and hes working on
it with the Mayor.
Well continue to lobby the
government, the new Mayor
and I will go back to the
Minister for Transport, well
go back to our local member
Don Nardella, and well continue to try and get a time
with Warren Truss.

Nardella, said that the State


Labor Government has been
working with the Federal
Government to release money for the project - and that
they are still waiting for the
money to be released.
I call on the Federal Government to release this money so this important project
can be started quickly, Mr
Nardella said.

Meanwhile, state opposition leader Matthew Guy


confirmed that the $1.5 billion promised for the EastWest Link, along with other
projects including Halletts
Way, will be released and
his press release is in-line
with Mr Croxfords case
for putting forward Halletts Way as a shovel-ready
project.

In my discussions to date
with the Turnbull Government it is clear that these
funds are not a gift voucher
for the Andrews Labor Government to waste on bad
projects and blow-outs, Mr
Guy said.
Mr Guy did say that the
money should be used for
a congestion-busting road
but no mention of one in
Bacchus Marsh.
It is also clear that the
community still wants the
construction of the East West
Link and the thousands of
jobs that comes with it and I
am pleased that the Turnbull
Government still supports
this critical congestion-busting road.
The Moorabool News has
asked Deputy Prime Minister Warren Truss office for
comment but none has yet
been received.

This week is Fire Action Week, a


time for all Victorians to begin
preparing for the summer ahead.
Fire Action Week is your opportunity to better understand the fire
risk in your area, so talk to your
family, friends and neighbours
about your plans, and get prepared.

Last summer we saw fire conditions ease slightly in some areas


of the state. While this was a welcome reprieve for many Victorians, the challenge now is to put
fire planning back on the agenda.
This is particularly important
given summer forecasts indicate

above normal fire potential in


many parts of the state.

Stay informed about warnings


and updates

You dont have to live in the


country to be at risk. Fires can
occur where suburbs meet the
bush, or in urban areas where
houses have grassland, bushland,
or parkland around them.

Know where you will go, what


route to take, and have a back up if
theres already a fire in the area.

This week is your opportunity to


revisit your fire planning with the
following actions:
Know where to check Fire Danger Ratings daily over summer
Have your emergency kit ready
to go, and make sure you have a
plan for pets or livestock

If you have recently moved into a


high-risk area, make sure you understand how to prepare yourself
and your property. Talk to your
local community and CFA brigade
to make sure you are equipped
with the information you need.
Remember, it is up to you to understand your risk and keep informed. Leaving a high-risk bushfire area early remains the safest
option.

about what to do before a fire
started was vital to stay safe
during the summer.

a fire starts.
This week, talk to your
family, friends and to your

neighbours about the fire

make plans for what youll
do on hot, dry, windy days.
Make sure you know
where to check Fire Danger
Ratings. Over summer,
youll need to check the
ratings daily to understand
your fire risk. Remember
that as ratings increase, so
does your risk of fire.
This summer, on hot, dry,
windy days, fires will start
and spread quickly. The best
way to protect yourself and
your family is to leave early.
If the Fire Danger Rating is
Severe, Extreme or Code
Red, youre risking your life
if dont take action, he said.

state are getting out and
about in their community
to talk about preparing

With much drier conditions this year compared to
last, fire prevention work
throughout Moorabool Shire
has started early.

Council recently sent 700


advisory letters to residents
who were issued with fire
prevention notices last year,
asking in advance to ensure
their properties are cleared
and as low-risk of bushfire
as possible.
Councils fire prevention
officer is now in the process
of inspecting properties in
high risk areas and have so
far issued 120 fire prevention

notices, advising residents of


the work that needs doing to
reduce the risk of fire to their
property or neighbouring
properties.

Comrie said it was in the interest of those residents who
received a fire prevention
notice to act on the advice
given.
We want to ensure all
properties present as low
a risk of fire as possible, on
top of the fact those who
dont clear their land to a
satisfactory standard will be

$1500 plus the cost of cutting the owners block and
administration costs, Cr
Tatchell said.

Last year, one property


owner was fined about $5000
for failing to comply with a
number of fire prevention
notice, so as well as creating
a safe space for yourself and
your neighbours, avoiding a
fine is a good reason to ensure your land is clear.
Cr Comrie said Fire Action
Week, November 1 to 8, is
the best time to prepare, not
when a fire starts.

brought forward due to the
recent warmer, drier weather conditions.

Tips to survive the heat

Drink plenty of water - even if you dont feel thirsty,
and take a bottle with you when you are out and
about.
Hot cars kill. Dont leave kids, pets or anyone in
hot cars. The temperature inside a parked car can
double within minutes.
Keep cool. Seek out air-conditioned buildings. At
home, draw your blinds, use a fan or air-conditioner,
take cool showers and dress in light and loose
clothing made from natural fabrics.
Plan your day. Avoid going out or exercising in the
heat. If you must go out wear a hat, take an umbrella
for shade and a bottle of water.
Help others. Look after those most at risk in the heat
your neighbour living alone, the sick, the elderly,
the young, and dont forget your pets.

most problematic bushfires
this season will be caused by
ordinary people going about
their business.
Activities such as anglegrinding, operating farming machinery, disposing of
cigarette butts, and leaving
campfires unattended have
the potential to become out
of control fires that destroy
lives and communities.
Detective Inspector Michael
Roberts said many people
dont realise that during
high fire danger periods
these activities could easily
spark a fire.
These activities can be
considered criminal offences

which we take very seriously and carry severe penalties, Detective Inspector
Roberts said.
Well pursue anyone who,
through their own reckless
behaviour, starts a fire that
gets out of control.
The reality is that a fire,
whether recklessly or accidentally lit, has the very real
potential to damage property, to injure and to kill.
This season, were asking people to be mindful of
the consequences of their
actions.

First birthday present


for community groups

Bacchus Marsh Community Bank Branch awarded over


$16,000 to local Community groups at their first birthday
celebration and AGM last week.
Community Bank Chair, Claire Sutherland said in the first
year of operation the Bacchus Marsh Community Bank
Branch has been overwhelmed with the support from the
local community.
This is truly a community-spirited company, locally owned
and locally operated, looking after the banking needs of our
community and creating a source of income to return to the
community.
Ms Sutherland said the Branch that is owned by 267 local
shareholders, has grown substantially since October 2014.

I write in response to the article Hospital Board Scapegoats
For Government (MN 27 Oct, 2015).
As a longtime resident of this town and volunteer at Grant
Lodge, I would like to commend your paper on about the
only example of responsible reporting I have read during
the sad and sorry saga of press hype and hysteria about
infant mortality rates at our local hospital.
Your in-depth interview with Mayor Paul Tatchell
demonstrates the type of responsible government at a local
level that his State Government colleagues would do well
to emulate. Im not surprised that Minister Hennessey has
not responded to questions by The Moorabool News in regard
to the sacking of the board. Your agenda highlights how her
handling of the situation may have serious implications
to the role of the volunteer in Victoria. The Victorian
Minister for Healths inexperience in the role of a minister

I have noticed some discussion and opinion in our regional media in past weeks
about the China-Australia
Free
Trade
Agreement.
Some of this has included
reference to and in some
cases criticism of Labors
position.
As negotiations were proceeding at the time, I resisted making a contribution.
Now that issues around the
Agreement have been settled, I would appreciate an
opportunity to outline Labors position.
In negotiations with the
Government, Labor secured
a comprehensive package
of safeguards for Australian jobs. These safeguards
are complementary to the
China-Australia Free Trade
Agreement (ChAFTA). This
was always our intention.
Labor successfully argued
for safeguards in three specific areas: requiring labour
market testing, protecting Australian wages and
conditions, and upholding
workplace skills and safety
standards.
Through our efforts, Labor has delivered new legal
safeguards in each of these
areas.
Having secured these outcomes, Labor supported the
ChAFTA enabling legislation in Parliament, ensuring
Australian exporters including the rural sector so

vital to our region can gain


improved access to the Chinese market at the earliest
opportunity.
Labor was never opposed to
a China-Australia Free Trade
Agreement. However, we
were unwavering in our determination to stand up for
local jobs and deliver a safety net of decent wages and
conditions for all workers.
Im really glad Labor has
delivered this outcome. Its
good for our economy and
its good for Australian jobs.

The Opposition has not been long enough in opposition
to comment about our Mayors point a neglect to regional
hospitals in terms of funding.
It is not surprising that our Federal Member of Parliaments
response was, naturally, supportive of her Victorian Labor
Colleague. I am disappointed though - I expected a wiser
and more measured response from Catherine King, an
experienced and ethical politician who worked hard to
acquire outstanding health services for her base town of
Ballarat. As current Shadow Minister for Health, I envisaged
her as a role model for her naive state counterpart. I am
disappointed.
The Moorabool News is a beacon in a murky climate
of the scare mongering and salacious selection of detail
evidenced by The Age and The Sun-Herald. Mayor Tatchell

tropical Pacific Ocean to create
a natural short-term climate
change event. This warm condition, known as El Nio, affects
the local aquatic environment,
but also spurs extreme weather
patterns around the world,
from flooding in California to
droughts in Australia. (My

You would think that we
could take some money
away from the many billions
of dollars spent on climate
models and scare studies
built on them and help us
prepare for real problems,
such as this:
NASA scientists have just in
the last few weeks detected a
previously unknown Asteroid,
a quarter of a mile across,
approaching at an unusually
high speed of 35km / second,
which is due to narrowly miss
the Earth on 31st October this
year. The asteroid will only
approach within 1.3 lunar
distances (about 490,000Km)
of Earth.
So this particular body
poses no threat although in
space terms it is a near miss.
You would think we should
have been better warned
than the last few weeks.

Staughton Vale. Those who

session came away with

proposed campus would be

In 2015, almost 2016, schools
have the unique challenge
of preparing students for a
planet undergoing Climate
Change. Children will need
wisdom beyond their years,
compassion, practical skills,
and an understanding of the
natural environment. They
will need support in discovering more harmonious
ways of living on this planet
The long term stages of the
Bacchus Marsh Grammar
proposal, currently with
Geelong Council, indicate
expansion to a campus for
1300 students. A new school
with concerns for sustainability has the opportunity
to prioritise footprint and
aim for a carbon neutral operation. This would involve
locating as near as possible
to the client catchment, regulating permissible traffic to

New leaders to benefit


communities

A tenacious group of locals
is learning how to lead.
The 17 members of this
years Moorabool Community Leadership Program
are community group representatives and volunteers
being trained as leaders.
The program seeks to involve participants from
a range of demographic
groups with a focus on developing leadership skills,
promoting connection, inclusion and wellbeing.
Just two weeks into the program, participants are starting to develop small community initiatives aimed
at enhancing inclusion,
connectedness, health and
wellbeing.
Leadership styles, selfawareness, team building,
project management, case
studies of successful local
community programs, site
visits within the region, and
social capital will all be explored during the program
days, and nights.
Its the second year of the
two-year pilot program,
with the first year having
focussed on developing program content and embed-

said. And its a terrific
atmosphere.
Mr De La Cruz said he is

already working on his proposals for projects and, being a primary school teacher, he is looking to help local
young people.
Here in Ballan, we have
seen an increase in vandalism; what I would like to
propose is to set up a forum
for young people to discuss
their concerns because for instance, we adults think there

for young people here but
rather than us adults talking
about what young people
need, Id like to consult and
find out exactly what it is the
young people would like.
Mr De La Cruz said he
would also like to explore
other health and wellbeing
issues facing the community, including the controversial $23 GP co-payment that

patients.
If they cant afford it, then
they cant go, and I dont
think thats fair.
If we dont do things for
the whole community, then
we start having this fragmented society, and thats
terrible, when the gap becomes so wide that people
cannot even pay for their
health care.
Its not about wanting to
change the world, its about
what we can do to change
our community.
Having completed the program last year, Tania Marion
said that it is a fabulous
opportunity to meet and
network with other volunteers from across the large,
diverse shire.

giving that the opportunity
to build our skills both in
leadership and personally is
so valuable. To be able to set
goals, challenge ourselves,
to discover what our leadership style is and how to improve on how we work with
others in a supportive environment is beneficial to us
personally and to our whole
community.
I use what I have learned
in the program every day, it
has changed my approach
to people and given me the
strength to challenge myself.
This program is professional development for volunteers and shows that our
Shire values and wants to
support its volunteers I hope
that this program can continue. That the graduating
groups will have opportunities to meet with each other
and continue to strengthen
our volunteer force that
will in turn build stronger
communities.
Moorabool Shire Council is
currently looking at funding options to extend the
program beyond the initial
two-year pilot.

Softly, softly approach to withdrawn funding

Quietly, and without any


fanfare, the Australian government has withdrawn the
$4 million tax-payer-funded
research project linked to climate contrarian Bjorn Lomborg and his Copenhagenbased institute that was to
happen at the Flinders University in Adelaide. Quietly,
that is, except for The Australian which had it on page
one, albeit at the bottom, of
its edition on October 22. In
this report in The Australian,
the institute of Public affairs
accused the government
of hoisting the white flag
of academic freedom. (The
Australian Oct 22) I thought
it worth examining this issue and the impact of this
phenomenon Bjorn Lomborg. You cannot credit one
person for singlehandedly
slowing action on climate
change but Lomborg cer-

tainly has, with the support


of vested interests, given it
his best shot. I have just finished reading The Lomborg
Deception by Howard Friel,
(2010, Yale University Press,
USA), more on this later.
When Lomborgs book The
Sceptical
Environmentalist
was published he became
an overnight hit and when
he followed this book up
with Cool It: The Sceptical
Environmentalists Guide to
Global Warming his star only
rose higher. He was seen by
those with vested interests
in slowing any action on
climate change as their hero.
In book reviews and in the
conservative media he was
painted as a moderate and
realist on climate action.
For example; the practical
middle (Wall Street Journal),
the pragmatic center (New
York Times) He was referred

to as providing facts as being centralist and calm


in New York Times. He was
often seen as a moderate
between the two extremes;
the IPCC and the climate
deniers. Perhaps this quotation from Foreign Affairs by a
Harvard University international economics professor
best sums up this approach
that sees Lomborg view
and research as the balanced view. This reviewer
of Lomborgs book Cool It
says, The title of this highly
readable book has a double
meaning: steps should be
taken against global warming, but unsupported claims
that climate change will
lead to global catastrophe
and human calamity should
be avoided. This review
simply conveys Lomborgs
analysis as if it were a wellsupported dissent from the

scientific consensus. And


herein lies the problem. The
IPCC is far from extreme
and indeed most of its worst
climate predictions have
been surpassed. Not only
that but we have one person,
in some detail, disagreeing
with most of the key findings of the IPCC.
And yet this one person
was invited and funded
by the Australian government to promote his agenda
against that of the IPCC; not
to mention the worlds scientific community.
In The Lomborg Deception,
Howard Friel meticulously
deconstructs the Danish
statisticians
claim
that
global warming is no catastrophe by exposing the
systematic misrepresentations and partial accounting
that are at the core of climate
scepticism. The book con-

centrates on what is called


Lomborgs theorem, viz.
the claim that man-made
global warming is no serious
problem. It explicitly avoids
discussing what is called
Lomborgs corollary, that
is the economic and political
conclusions drawn by Lomborg on the basis of the theorem. Thus, the book mainly
deals with data and facts
provided by the natural sciences, and does not discuss
economic issues. And it does
this with a thoroughness
and academic research that
is lacking in Lomborgs writing. If you have any doubts
about this I suggest you try
and get a copy of The Lomborg Deception you will
not be disappointed, unless
of course you have been
taken in by the spin of Lomborg. I have to admit myself
when I first read some of his

work it seemed reasonable.


Not so any more, for me.
Howard Friel concluded
his very well argued book
with the comment that the
success of Lomborgs books,
in a cultural sense, was one
manifestation of a broader
assault on reason. I agree
with this comment and it
reflects very badly on our
federal government that it
actually promoted Lomborg,
and that such groups as the
Institute of Public Affairs,
often seen and heard on
the ABC, claim Lomborgs
spin and bad science is academic. It is many things but
academic it is not.

Regional towns that bring top dollar

regional Victoria, new REIV data shows.
House prices in Barwon Heads reached a
median of $777,000 in the three months to
30 September, up from $690,000 for the same
period last year a 12.6 per cent annual
increase.
The latest REIV data in the year to
September 30 also shows capital growth was
widespread, with many regional Victorian
towns experiencing solid price increases and
high median house prices.
Barwon Heads was followed by the Geelong

suburb of Newtown, where the median


house price of $628,750 was the second
highest for regional Victoria, up from
$605,000 in September 2014.
With a median house price of $627,500,
Lake Wendouree in Ballarat was another
town with a median price to rival its city
counterparts.
Meanwhile, the Surf Coast Shire continues
to be a highly sought after location for
buyers with Anglesea, Jan Juc and Torquay
all making the list of most expensive towns
with median house prices above $600,000.
House prices in the municipality rose 5 per
cent in the 12 months to 30 September to a
median of $635,000, increasing from $605,000

for the same period last year.


Gisborne ($587,500), Woodend ($587,500),
Geelong ($577,500) and New Gisborne
($577.500) round out the top 10 highest priced
regional centres.
New Gisborne and Gisborne, with annual
median house price growth of 14.4 and
13.2 per cent respectively, have assisted in
making the Macedon Ranges the second
highest priced Victorian municipality.
Solid median house prices were also
recorded in the City of Greater Geelong,
Murrindindi, Mount Alexander and Alpine
municipalities.
Mildura in the far north of the state
experienced the highest turnover of houses

sold in regional Victoria with 557 sales,


followed by Traralgon (376 sales), Ocean
Grove (261 sales), Warragul (261 sales),
Wodonga (239 sales) and Highton (238 sales).
The data shows the Moira Shire was the
fastest growing regional area. The median
house price there increased more than 20
per cent over the year to $247,500, up from
$198,500 for the same period last year.
Other municipalities recording double-digit
growth in the 12 months to September 30
include Horsham, South Gippsland, ColacOtway and Hepburn.
