A BILL
To provide five dollars per pupil each year to states who provide drug and alcohol education programs to all students
in grades 8th through 12th grade.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Drug Education Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) In 2013 there were 19.8 percent current users of marijuana that were twelve years of age and older.
2) Long term use of marijuana can lower IQs and cause brain damage that will not allow the brain to fully develop.
3) The rate for heroin-related drug-poisoning deaths was highest among adults aged 2544 from 2000 through 2013.
4) In states with more than ten fatally injured drivers, the proportion of male fatally injured drivers who tested
positive for drugs was similar to the proportion reported for females.
5) 9.4 percent of kids from ages twelve and up have been involved in illicit drug use in the past month in 2013.
6) Abusing alcohol increases chances of developing cancer in areas that include your mouth, esophagus, liver, and
breast.
7) Among all fatally injured drivers, eighteen percent tested positive for drugs in 2009.
8) In 2005, thirteenth percent tested positive for being under the influence of drugs.
9) Mental health problems, including depression and anxiety, can form from long term drinking.
10) Excessive alcohol use has led to approximately 88,000 deaths.
11) Combining painkillers with alcohol has proven to lead to breathing problems and possible death.
12) Abusing DXM, which is cough syrup, can cause impaired motor function, numbness, nausea or vomiting,
increased heart rate and increase blood pressure.
SECTION 3. STATUTORY LANGUAGE
A) The Drug Education Act shall provide five dollars per pupil each year to states who provide drug and alcohol
education programs to all students in grades ninth through twelfth grade. Most teenagers have never been educated
on drugs before with parents that dont teach them properly on illegal drugs and alcohol. Teenagers that have been
introduced to marijuana and alcohol at a young age, have most likely not been educated in how unhealthy it is for
their bodies. A study was created to see how drugs affected the body, when using marijuana for a long period of time.
It is shown that it starts to lower IQs and may make the brain not be able to develop fully and cause damage.
B) The Drug Education Act will give the students the education that they need. Each student will be given five dollars
by the government to the state. Once the state is given this amount of money the state will then need to start a
program where schools will need to teach students properly on drug and alcohol addictions/abusing. Alcohol has
been a way that teenagers come clueless about. Alcohol has been a deadly thing for drivers on the road. 88,000 deaths
have occurred from drunk driving. With Alcohol being an issue to every public High School the state can educate the
students by having a drunk driving reenactment, where they show a car accident of students that are well liked
throughout the high school and see how it is to watch someone pass away just by drinking and going behind the
wheel. With Alcohol being such a popular weekend activity for most students it can show what really happens when
you legally and illegally drink. With abusing alcohol it can create problems for the body and cause health problems.
Cancer can occur later on in life that includes your mouth, esophagus, liver, breast and mouth. Teens drinking alcohol
can also create depression and anxiety as well.
C) Some teenagers in high school may not think that this act should be passed and should not have to sit through a
class period to learn why its unhealthy for your well being to not use drugs.Throughout the years this subject has
been growing bigger and bigger. During the year 2013 9.4 percent of kids twelve and older have tried or used illicit
drugs from their friends. These kids dont know what is going on and what this is doing to there body. with educating
kids when they are freshmen and throughout their high school years it can prevent many deaths.

Enforcing Drug Education Throughout the United States


During high school, many students may find themselves thinking about the weekends. The second that Monday

hits, they are thinking of what theyre going to do on Friday or Saturday night. Another thought on Monday is trying to
think back on what they did over the weekend and trying to put together parts of the weekend. Almost all teeangers
cannot remember what they have done over the weekend because they might have been blacked or lit(under the
influence). Most students think that drugs and alcohol are the new popular thing to do. They might be peer pressured into
doing something that they believe is fun or that they might regret until consequences start to fall into place, even if they
happen now or some time in the future. Teenagers in the United States school system should be properly educated on
illegal or illicit drugs and alcohol because they do not realize how unhealthy these substances are for their health, how
they perhaps can come to harm loved ones that you have and how addictive they can become.
Students dont know how unhealthy drugs/alcohol is because in 2013 there were 19.8 current users of marijuana
that were 12 and older (DrugFacts). In middle school and high school students hear about what variety of drugs there
are, how to use them, and who uses them. Every student has been exposed to drugs, even if you never have participated
in it. Some high school students might have done, passed or even sold drugs in a school setting. Every year, the growth
of the problem of students using illegal drugs/alcohol increases. When participating with illegal drugs, NIDA for Teens
states that long term use of marijuana can lower your IQ and cause brain damage that will not allow the brain to fully
develop. Students also believe that when drinking underage can be a cool thing to do. Centers for Disease Control and
Prevention say that mental health problems, including depression and anxiety from long term drinking can start taking
into play with drinking at an early age. This can start hurting not only you but even your family and loved ones.
With many family members and loved ones students can think, that when using illegal drugs and underage
drinking, will not affect other people but it will be able to. Even if it hasnt started to affecting the family unit now it can
and will later in the future when theres a spouse and family involved. Many people keep saying to live in the moment
and dont regret anything that happens but many students dont understand their actions will affect what will happen in
the future. Abusing alcohol increases developing cancer that includes your mouth,esophagus, liver, breast and mouth
(Alcohol's Effects on the Body) this can affect families with money, testing/straining relationships and even death in the
family. Many family and loved ones can also go into distraught on how to help with their children and how to cope with
it. When testing the limits and abusing drugs and alcohol it will soon affect families and will be the center of the family
to figure out to understand why there children are abusing drugs and alcohol.
Being addicted to drugs and alcohol can become so addictive that it can and will over take somebodys life. Centers for
Disease Control and Prevention have said that 9.4 percent of kids from twelve and up use any illicit drug in the past
month in 2013. Most students will start using drugs at such a young age that it then will soon become a lifestyle when
growing up. Once using drugs at such a young age it can become more likely that students will be addicted to the drug or
alcohol for the rest of their life. Once people become addictive to drugs, they will need the drugs or alcohol all the time,
that because of this it, people will go through periods of times in their life where all the money they have earned either
goes to getting the substances. Becoming a addicted to drugs and alcohol it can be a very sad and scary thing. One
important thing that people dont realize while they drink underage is that excessive alcohol use led to approximately
88,000 deaths (Centers for Disease Control and Prevention) in the past year.
