Jason Collins, Stephanie D'Alessio and Yvonne Clark were all charge with one count each of Interfering, 53a-167a and Hindering'Prosecution,' "

53a-166 All were advised of thier rights and acknowledged them by signing the Notice of Rights form JO-CR-S Collins, D'Alessio and Clark were processed in the usual manner Bond for each was set at $100,000 None of these individuals were able to make bond and were held at Troop L pending a court appearance set for Wednesday April 7,2010

Brody J Whitaker was charged with one count of being a Futigive from Justice, 54-169. During personal property inventory a multi-colored glass pipe containing a burnt residue believed to be marijuana was found on whitaker As a result of this finding the additional charge of Possession of Drug Paraphernalia, 21a-267a was added to his case, Whitaker was advised of his rights but refused to sign the Notice of Rights

commenting on the green van sought after by the police and his concern that the van was hers She has further communication with Ethan telling him if he is asked, he doesn't know nothing, he doesn't know her or anyone with the van

On April 7, 2010 detectives Fitzsimons #443 and Covello #376 interviewed Nathan P Artruc, date of birth, September 24, 1981, who told them that he was formally in a dating relationship with Stephanie D'Alessio. Artrucc said that D'Alessio was currently residing with an individual named Jason Collins who resides at 339 Roosevelt Trail in the town of Winsted Artruc told police that he had contacted D'Alessio approximately one week ago and that she expressed concern about two individuals who were living at the house D'Alessio told Artruc that a man and woman who were wanted by the FBI in Florida were hiding out at the residence and that she was concerned Artruc said that he personally saw the man and woman at the home on or about April 2,2010 and that there was a black Ford Econoline van with MI plates in the yard A copy of Artruc's statement is attached to this report.

On Wednesday April 7, 2010 information was obtained that suggested Whitaker was possibly at the residence of Jason A Collins located at 339 Roosevelt Trail in the town of Winsted A search and siezure warrant for 339 Roosevelt Trail, naming Brody Whitaker as the item to be slezed, was prepared and later signed by Judge Gill

At approximately 0610 hours, members of the Connecticut State Police, ESU and Winsted Police Department executed this warrant on the named property As ESU's vehicle was approaching the residence, Tfc Reif, who was manning a post on the perimeter of the property, observed a white male open a window on the buildings second floor, look around, and then jump from the window to the ground about one and half stories below He then began running toward the woodline as Tfc Reif issued verbal commands to stop, The male reportedly then fell, got up and continued to move toward the woodline After being given a second commnand to stop, the male quickly got on the ground, spreading his arms out and was heard to say, "Don't shoot, Don't shoot I'm not armed" This male was later possitively identified as Brody James Whitaker. A search of his person incident to his arrest, found a handcuff key in the waistband of the inner, two pairs of pants he was wearing at the time.

Whitaker was taken into custody and charged with one count of being a Futigive from Justice, 54-169 and transported to Troop L for Processlnq.

Upon entering the residence, police personnel found the residence to be occupied by one mom white male identified as Francis (Butch) Collins, DOB121l1/55 of 16 Brown Road Sutton New Hampshire Francis Collins is the faher of Jason Collins Francis Collins was taken into custody and

Tfc Roy, #518, took custody of O'Alessio and transported her to Troopl. in Litchfield for processing Det Colasanto and Oet. Narkewicz took custody of Clark and transported her to Troop L for processing ~. In a statement, written in her own hand, O'Alessio states in summary that a person stating his name was Sebastian showed up at her friend

Jason's home on Monday March 29 or Tuesday March 30th and that there was a girl there in a dark colored van with Michigan plates. This girl identified herself as Sarah D'Alessio stated that Sebastian told Jason that he needed a place to stay for- a few days and that he had to get away from some trouble. She went on to state that Sebastian and Jason made contact with a guy and a girl known to her as Torak and Dizzy These

two came to Jason's house to meet with Sebastian to make plans to get him out of state On 4f06!1 0 at around 6:00 or 6:30 PM she received a text message from Ethan who works at the Cumberland Farms in Winsted who asked if her van was stolen because he heard a descri '

van on the police radio She states that she r-eceived glr go pulled over in a van and that the police thought

r.. essio states that she shared the texts with Jason and Sebastian and both said that "we" meaning her and Sarah should leave and

they would stay and work on getting Sebastian out of state, D'Alessio goes on to state that she then got in her van and drove toward the "Twin Stop" to get gas with Sarah folloWing her in her own van When she saw a cop near the Twin Stop she turned back around and went around the back side of the lake to avoid the police About fifteen minutes later she states they were both pulled over and arrested D'Alessio states that she now knows that Sarah is Yvonne Clark and Sebastian is actually James Brady Whitaker She further states that during the week Sebastian talked about a "blowout" with the government He was taking about an incident in Florida and that he had a 9mm gun but got rid of it while there He made some comment about four different colored bullets and the meaning of each colored bullet In addition she reports that Sebastian showed her a handcuff key and reportedly told her that he always keeps it on him in case he gets arrested A copy of D'Alessio's statement is attached to this report

At the time of D'Alesslo's arrest she was in possession of a Blackberry style phone D'Alessio gave permission for detectives to search and examine her phone, signing the attached Consent to Search and Examine Evidence form DPS-167-C

An examination of the this phone and its contents was performed by Senior Inspector Anthony Iaquinto (US Marsha! Service) utilizing a Cellebrite forensic cellular examination tool A review of the SMS Text messages that were extracted from the phone revealed 23 printed pages of recorded text messages These messages and the Blackberry phone were taken as evidence and are detailed in a separate exhibit report

A review of these text messages corroberate the statement given by D'Alessio Found were multiple text messages from Ethan Hampton

At approximately 2055 hours, Connecticut DEP Officers Erin Crossman, #6618, and Kieth Williams, #6638, observed a green Van with Massachusetts plates following a black van with Michigan plates travelfng south on Route 263 between Platt Hill and Laurel Way in the town of Winsted A felony vehicle stop involving both vehicles was conducted by Officers Crossman, Williams, US Marshals, State Police and Winsted Police personnel The operators of both vans were removed from their vehicles without incident Yvonne Clark was identified as the operator of

Suspecting that Brody Whitaker was a current occupant in the black van, verbal commands were directed to the vehicle requesting Whitaker-to exit With no response coming from the van, ESU personnel responded to the scene of the stop and cleared the vehicle finding no other occupants inside A detailed supplemental report regarding ESU's actions will follow this report

Found in the green minivan was a back and white canine believed to be a pit pull Winsted animal control officer' Alicia Campbell #933, was called to the scene and took control of the animal without Incident and transported it to the dog pound located on Route 44 in the town of New Hartford

Found in the black minivan by Deputy US Marshal Patrick Burns, in a search subsequent to Clark's arrest was a gas receipt from a Sunco gas station in Merritt Isla Florida, This receipt was seized and taken as evidence and will be detailed in a future supplemental report. A supplemental report regarding Deputy Marshal Burns's actions is attached to this report

Both the black Ford Econoline van and green Dodge Caravan van were seized as evidence and transported to Troop L in Litchfield. These vehicles were escorted to the barracks by Tfc Ray Buthe #1241 and Tfc Michael Burke #1334 Thier efforts are detailed in separate supplemental reports

SUMMARY: That on March 25, 2010 two Florida Troopers attempted to conduct a traffic stop on a 1999 Chevy Suburban with California plates,

The driver of that vehicle, Brody Whitaker, pointed and then discharged a firearm at the two troopers who then engaged in a short pursuit that ended in a crash The subject fled the scene and was able to elude capture, Whitaker has a criminal history in Virginia, California, Florida and

Ohio, He also has a criminal history in Michigan for aggravated/felonious assault, obstructing justice and narcotics, He currently has multiple warrants in Michigan for possession of controlled substance, probation violation and

Information later obtained suggested Whitaker and his girlfriend, Yvonne Clark, were possibly heading north making their way to Canada possibly driving a black with gold trim 2003 Ford Econoline Van with silver paneling across the bottom bearing MI registration BXX6304

ACTION TAKEN: On Tuesday April 6, 20iO, Chief Guerriero of the Winsted Police Department and Patrick Burns of the US Marshall Service, requested the assistance the Connecticut State Police to assist with the tracking of the above named fugitive, considered to be armed and dangerous, who was now believed to be in the greater Winchester/Colebrook area

The investigative efforts of the US Marshals, State Police and Winsted Police determined that a male and female matching the description of Whitaker and Clark were seen earlier that day at the Twin Stops gas station located on Route 44 in the town of Winsted With them at the time was another female identified as Stephanie D'Alessio These three left the gas station a short time later in a green minivan with Massachusetts plates

A check of vehicles registered under Stephanie D'Alessio found that she has a 1997 Dodge Caravan, color green bearing Massachusetts
