SCOPE
This specification includes general requirements for external painting of piping, pipe
supports, valves, steel structures, vessels, tanks, machinery, equipment and certain nonferrous and non-metallic surfaces. Topics include surface preparation, material selection,
paint application, inspection and clean-up for both shop and field applications, must comply
with applicable local, state and federal laws.
For belowground piping, fittings and valves see the Specification for Corrosion Protection of
Steel SAW Pipe Using Fusion Bonded Epoxy (FBE) and High Solid Liquid Epoxy (HSLE)
(reference 7420-0005-250-ESP-002).
Stenciled identification numbers or notices are not included except for storage tanks as
specified in 3.4.12.
This specification does not cover:

Painting of architectural components and buildings


Coatings and linings
Plastic or metallic coatings
Belowground Piping, Fittings, and Valves

The following surfaces shall normally not be painted unless a system is accepted by Owner
prior to use:
Galvanized surfaces (except safety painting)
Insulation weatherproofing
Insulated or fireproofed piping and equipment (vessels and heat exchangers)
operating over 300F
Aluminum, copper, brass and other non-ferrous metals
All uninsulated stainless steel and insulated stainless steel operating at 300F and
above
Equipment (rotating equipment and their drive units, valves, instruments and
electrical equipment) supplied with Manufacturer's standard finish coat (except for
repair)
Tripping mechanisms of steam turbines
Plastic, plastic coated and glass fiber reinforced plastic materials
Machined and gasket surfaces
Nameplates
Transite or wood cooling tower parts
Cast iron products such as manhole covers and grating.
Valve ID tags and valve manufacturer's data plates.
In case of conflicting requirements between the documents, Contractor shall submit
all conflicting information to ICA FLUOR for resolution. If the published literature of
the Manufacturer does not contain required information, Contractor shall obtain
additional information from the parent corporate office of the Manufacturer. Any
deviations from or changes to Manufacturer's published literature shall be subject to
ICA FLUOR's review, acceptance or rejection.

Definitions
Application Data shall mean application instructions, recommendations and guidelines
described in the published literature of the coating materials' Manufacturer, referenced
industry standards and any specific requirements noted in this specification and any
drawings issued to the Contractor.
Approved Equal shall mean a product approved by the ICA FLUOR as equal to the product
specified in this specification.
Carbon Steels shall mean carbon steels including alloy steels with chromium content of 9
% or less.
Catalog Equipment shall mean catalog items or assemblies of catalog items such as
control instruments, electrical equipment, compressors, motors, pumps and similar items
that are not specifically designed and custom fabricated for the project.
Coat shall mean one full layer of the specified material applied to the specified thickness.
Multiple passes including initial mist pass are necessary to form a coat. A mist pass is not
considered a full coat. The cost of a coat shall include the cost of mist pass(es). Mist coats
are the same as mist passes.
Contractor shall mean the painting contractor.
Custom Equipment shall mean equipment specifically designed and fabricated for the
project, such as process equipment, skid units, boilers, heat exchangers, vessels, drums,
shop fabricated tanks, made-to-order equipment and related items including structural
components.
DFT (Dry Film Thickness) shall mean the thickness of the dry film of the coating. In the
absence of a specified range, the value stated shall mean a minimum value and the
maximum value shall not be more than 1.5 times the stated value.
DFT Measurement shall mean the average value of three readings recorded by dry film
thickness gage. The readings shall be within a 152 mm (6 in.) radius and evenly spread
out from a given spot.

Operating Temperature shall mean the maximum temperature of the substrate surface
exposed to weather (indoor and outdoor) during operating conditions. For example,
operating temperature of refractory lined equipment for painting purposes shall be the
temperature of the metal surface exposed to the weather during operation. The steamout
temperature of piping and equipment shall not be considered as a basis for paint system
selection, unless specifically instructed in writing by Owner.
Owner shall mean the Owner of the Project (COMPANY) or its authorized representative.
Piping shall mean piping, pipe fittings, valves, pipe supports and accessories unless a
particular item and/or size limitation is stated.
Stainless Steel shall mean austenitic stainless steel such as Type 304, 316, 321 and 347.
Structural Steel shall mean structural steel other than the structural steel that is an integral
part of fabricated equipment by the Supplier. (Example: Structural steel of a boiler
structure shall be painted in the same manner as the boiler's other surfaces.)
Supplier shall mean fabricator and/or supplier of pipe, equipment, structural steel, and
other items to be painted.
Tanks shall mean field fabricated above ground storage tanks.
Work shall mean all labor, supervision, installed and consumable materials, services,
equipment, instruments, tools, and each and every item of expense necessary for
preparing the surfaces for paint application, application of paint materials, repairs, quality
control, and cleanup thereafter.

3.0

STORAGE, MIXING AND APPLICATION REQUIREMENTS

3.1

General
Where Manufacturer's instructions or those in SSPC PA1 are given in permissive terms,
e.g., "should", "may", and "recommend", these shall be considered mandatory.
The Contractor shall be responsible for properly handling and storing the painted materials
prior to erection to minimize damage to the coating system.

3.2

Storage
3.2.1

Paints, catalysts and thinners shall be delivered to the job site in the original
package bearing manufacturer's name and brand in sealed and labeled containers.
They shall be stored in a location that is protected from the elements, well
ventilated, and free from excess heat, in temperature range between 9 deg C to
33 deg C, open flame or other sources of ignition. Paint materials susceptible to
freezing shall be stored in a heated area.

3.2.2

Containers of paint, catalysts and thinners shall not be opened prior to use except
for spot inspection. They shall be tightly resealed after inspection.

3.2.3

New stocks or shipments of paint shall be stored in such a manner that older
stocks are used first. Care shall be taken that paint does not exceed its shelf
life.

3.2.4

It shall be the Contractor's responsibility to contact Paint Manufacturer and


ascertain all requirements for paint storage and obtain verification from Paint
Manufacturer that storage arrangements provided are acceptable.
Paint
improperly stored will be replaced at Contractor's expense.

Mixing
3.3.1

3.4

Paint shall be thoroughly mixed and thinned in accordance with the


Manufacturer's instructions immediately prior to application. Only thinners of a
type recommended by the Paint Manufacturer shall be used. The Contractor
shall be responsible for having necessary Manufacturer Representatives verify
the correctness of mixing procedures. Replacement of paint due to improper
mixing or thinning will be to the Contractor's account.

Application
3.4.1

Surface preparation of steel surfaces shall be in accordance with SSPC or NACE


specifications. All surfaces to be painted shall be thoroughly dry and cleaned of all
loose scale, rust, paint, grease, soil or other foreign material prior to
application of paint. Surface preparation shall be clearly described as part of the
paint system being installed. Prior to proceeding it is the responsibility of the
Contractor to meet with ICA FLUOR to determine the type system to be used and
resolve any outstanding questions regarding surface preparation, coating, mil
thickness, etc.
The Contractor is required to keep an accurate daily log of all phases of the paint
system application. This record will be certified by Contractors supervisor as correct
and shall be signed by the ICA FLUORs Inspector prior to proceeding with the next
phase or coat. The Contractor may use his own internal log provided it meets, at a
minimum, the requirements of ICA FLUORs painters daily log.

3.4.3

Flare structures, platforms, floor plates and grating, stair treads and channels,
ladders, safety cages, handrail assemblies, instrument raceways, other small
pieces of structures and equipment and their bolting are usually galvanized. See
paragraph 5.6.1 for safety painting of these items.

3.4.4

All shop fabricated equipment, towers, vessels, structural steel, exchangers,


pumps, motors, piping, etc., requiring painting shall be cleaned and shop painted
by the Fabricator. Coatings shall not be applied within 2 inches of edges to be
welded. For field assembled pipe supports, steel structures and equipment, the
surface preparation, primer and finish application shall be performed in the field.

3.4.5

Requirements for painting of piping include the entire piping system (pipe,
fittings, flanges, valves, strainers, traps, etc.). Uninsulated portions of insulated or
fireproofed equipment of piping systems (e.g., vessel nozzles, manway covers,
valves, relief valves, brackets, etc.) which extend beyond the insulation or
fireproofing system shall be painted, including the weld joint.

3.4.7

Damaged areas of the coating system shall be repaired after erection by the
painting contractor to the satisfaction of ICA FLUOR.

3.4.8

To minimize intercoat contamination, succeeding coats shall be applied with a


minimum time lapse consistent with proper drying time, work and
Manufacturer's recommendations.

3.4.9

The paint system is based on the corrosive environment and the operating
temperature of equipment and piping.

3.4.10 All primer, intermediate and finish coats for a particular coating system shall be
from the same Manufacturer to assure compatibility. Deviation from this
practice requires ICA FLUORs approval.
3.4.11 The recommendations and specifications of the Paint Manufacturer shall be
strictly followed in applying the paint systems covered by this specification. Failure
to do so shall be grounds for dismissal of Contractor. Contractor shall submit
proposed paint system to Paint Manufacturer, who shall submit comment or modify
system as required meeting their manufacturer's standard. Complete system
with Manufacturer's recommendations shall be submitted to ICA FLUOR for
approval. Contractor may offer alternate proposals based on improved delivery,
application or quality in addition to the specified system. As a part of the
alternate system, Manufacture should supply adequate data to verify that the
system being proposed will perform better than the specified system. ICA FLUOR
shall maintain the final right of approval.
3.4.12 When Contractor completes a job on a tank, a small stencil bearing the Contractor's
company name, type of primer, paint, number of coats and mils thickness and
appropriate system designation shall be placed next to a manway
3.4.13 The equipment listed below shall be shielded to prevent damage during surface
preparation and painting operations. All openings, including those that are flanged
or threaded, shall be sealed to prevent entry of sand, dust or coating material. After
completion of painting operations, all material used for shielding and sealing shall
be removed. Replacement due to improper shielding shall be to the Contractor's
account.

3.4.14 In the absence of an equipment identification specification dedicated to a


particular site, the identification of equipment shall conform to the requirements
hereafter.
The structures mainly of concern are:

Storage tanks, heaters, fractioning columns, Strippers, reactors, vessels, heat


exchangers, cooling towers
Piping at unit limits, utility plants, pumping stations, manifolds
Piping at storage tank inlets
Piping with a diameter of 2 and above, at certain positions of pipe racks. The
pipelines shall be marked:

At least three times within unit limits and utility facilities

Once at each road crossing for piping on the ground outside these limits

Fire posts and valves of the firewater distribution network


Traveling overhead cranes, booms, monorails for which the payload is specified

3.4.15 The identification markings shall be applied as follows:


Columns, reactors and large vertical structures: The letters and digits shall be
12 high and shall be painted on the equipment.
Heat exchangers, air coolers, vessels and small vertical equipment: The letters
and digits shall be 6 high and shall be painted on the equipment
Heaters: Each heater shall be identified by digits 12 high, painted on the outer
side of the heater
Piping:
- Piping shall be marked by digits 2 inches high, painted on the piping
- The line number and fluid transported shall be indicated.
- The identification of the fluids be conventional color coding is standardized.

Tape or bands, applied in accordance with ASME A13.1, may be used


for piping identification

Storage tanks: The dimensions of the letters and digits identifying the tanks shall
be 24 high x 16 wide with a 4 stroke width.

SELECTION OF PAINT SYSTEM.


Paint system has been selected based upon environment, humidity, location, presence of
chemical fumes, splash and spillage, immersion in water and other special factors.
Corrosivity category as defined by ISO 12944-2 is C4 and durability shall be in the range of
High (H), as per ISO 12944-1.
Paint Manufacturer should be consulted for recommendations before selecting systems for
areas where paints will be subject to acid alkali, solvent, etc., fumes, spillage or immersion.

6.0

SURFACE PREPARATION.

6.1

General
6.1.1

Surfaces shall be thoroughly cleaned of any material conducive to premature


failure of the coating system. The method of surface preparation used shall be
compatible with and suitable for the prime coat of paint. No coating shall be
applied until ICA FLUOR's Representative has been notified and has approved
it by signing the daily log.
Failure to adhere to this requirement shall be
sufficient cause to have coating removed at Contractor's expense.

Solvent cleaning consists of the removal of oil, grease and similar contaminants by
cleaning with solvent, vapor, alkaline, emulsion, steam or detergent.

6.2.2

Prior to solvent cleaning, soil, cement spatter, salts or any other foreign matter other
than oil or grease shall be removed by a seal fiber brush, wire brush of by scraping.

Pickling (SSPC-SP 8)
6.3.1

Pickling consists of completely removing all mill scale, rust and rust scale by
chemical reaction, electrolysis or by both.

6.3.2

Prior to pickling, all heavy deposits of oil, grease, soil or other similar substance,
except rust, mill scale or oxides, shall be removed by solvent cleaning, scraping or
brushing.

Hand Tool Cleaning (SSPC-SP 2), Power Tool Cleaning (SSPC-SP 3) and Power Tool
Cleaning to Bare Metal (SSPC-SP 11)
6.4.1

Surfaces shall be primed after cleaning before any rusting occurs. If rust forms
after cleaning, the surface shall be re-cleaned before painting to the originally
specified condition.

Hand tool cleaning consists of the removal of loose rust, mill scale and paint by
hand chipping, scraping, sanding or wire brushing.

6.4.2

Power tool cleaning consists of the removal of loose rust, mill scale and paint by
power tool chipping, sanding, wire brushing or grinding.

6.4.3

Power tool cleaning to bare metal consists of the removal of loose rust, mill scale
and paint to produce a bare metal surface and to retain or produce a surface
profile.

6.4.4

Prior to hand or power tool cleaning, oil grease and salts shall be removed by
solvent cleaning. Exercise care in the use of tools to prevent excessive roughening
of the surface and the formation of ridges and burrs. Excessive power wire
brushing produces a burnished slick surface not suitable for coating.

6.4.5

Only power sanding shall be used when cleaning of zinc-rich primed surface is
required prior to application of build coat and finish coat.

Blast Cleaning
6.5.1

Brush-Off Blast Cleaning (SSPC-SP 7) is a surface preparation where all oil,


grease, dirt, rust scale, loose mill scale, loose rust and loose paint or coatings are
removed completely. Tight mill scale and tightly-adhered rust, paint and
coatings are permitted to remain if all mill scale and rust have been exposed to
the abrasive blast pattern sufficiently to expose numerous flecks of the
underlying metal uniformly distributed over the entire surface.

6.5.2

Commercial Blast Cleaning (SSPC-SP 6) is a surface preparation where at least


2/3 of each element of area is in the white metal condition. All oil, grease, dirt, rust
scale and foreign matter shall be completely removed from the surface. All rust,
mill scale and old paint shall be completely removed except for slight shadows,
streaks or discolorations caused by rust stain, mill scale oxides or slight, tight
residues of paint or coating that may remain. If the surface is pitted, slight residues
of rust or paint may be found in the bottom of pits.

6.5.3

Near-White Blast Cleaning (SSPC-SP 10) is a surface preparation where at least 95


percent of each element of area is in the white metal condition. All oil, grease,
dirt, mill scale, rust, corrosion products, oxides, paint or other foreign matter shall be
completely removed from the surface except for very light shadows, very slight
streaks or slight discolorations caused by rust stain, or mill scale oxides that may
remain.

6.5.4

White Metal Blast Cleaning (SSPC-SP 5) is a surface preparation with a graywhite, uniform metallic color, slightly roughened to form a suitable anchor
pattern for coatings. The surface, when viewed without magnification, shall be
free of all oil, grease, dirt, visible mill scale, rust, corrosion products, oxides,
paint or any other foreign matter.

6.5.5

6.5.6

Abrasives shall be composed of clean, dry, hard particles free of foreign


substances such as dirt, oil, grease, toxic substances organic matter, mill scale
and water soluble salts. The pH of the abrasive materials shall be 6.0 to 8.5.
Prior to use, abrasives shall be tested for chloride content using the Bresle Method
or other approved procedures. Maximum acceptable conductivity of the abrasives
shall be 300 s/cm. Abrasives shall be sharp garnet or grit of Rockwell hardness
40 to 50 and properly graded. Abrasive particle size shall be suitable for
producing an angular, sharp anchor profile. Shot is not acceptable. Silica or other
abrasives containing more that 1% crystalline silica shall not be used. Refer to
NIOSH Publication No. 92-102.

6.5.7

Abrasive blasted surfaces shall be tested for soluble salt contamination using the
Bresle Method, KTA Scat Kit, Chlor*Test Kit or other approved method prior to
application of the coating system primer. Maximum acceptable chloride levels
shall be 30 m/cm2.

6.5.8

Steel surfaces shall not be blasted when surface temperature is less than 5F
above the dew point, relative humidity is greater than 90 percent or there is a
possibility that the blasted surface will be subject to wetting before the first coat of
primer can be applied. Surfaces shall be blown, wiped or vacuumed free of
blasting abrasive and dust before they are primed.

6.5.9

All structures and equipment shall be designed and manufactured


respecting the specifications as defined in EN ISO 12944 Part 3 to obtain high
performance painting systems, in particular:

All corners of steel structures shall be rounded-off with a radius of 1/8 or greater
There shall be no interstices and no inaccessible areas
There shall be no rainwater retention areas
Weld spatter and remains of temporary welds, deposits, weld flux, slag or other
surface defects shall be removed by appropriate means; removal by deep
grinding is subject to the approval of the Owner Representative.
For new construction, the surface preparation shall be carried out before
assembling bolted assemblies; for maintenance work, bolted assemblies shall
always be dismantled
All oil or grease shall be removed by washing with solvents or any other suitable
means before the start of surface treatment operations.

The Contractor shall protect all equipment that is not to be painted or liable to be
affected by the presence of abrasives or paint. Special attention shall be given to
avoid overspray of zinc coatings on surfaces made of austenitic stainless steels to
prevent high temperature cracking corrosion.
6.5.10 Welded areas shall be given special attention for removal of rough or sharp
edges, weld flux, slag, weld metal spatter, weld heat oxides, laminations, slivers
and other foreign objects before blasting.

6.5.11 Since freshly blasted surfaces are subject to immediate corrosion, particularly in
areas of high humidity or salt atmosphere, no more surface shall be blast cleaned
than can be primed before visible or detrimental re-rusting occurs. A prime coat
shall be applied within 4 hours of the start of blast cleaning. Blasted surfaces shall
be primed no later than the end of the same work day.
6.5.12 All cleaned surfaces must be approved by ICA FLUOR's Representative before
the application of any paint.
6.5.13 A 12 inch wide strip of uncoated, blasted surface shall be left between primed
and unblasted surfaces to prevent damage to the newly dried coating when
additional blasting is done. When blast cleaning is resumed, the 12 inch strip of
previously blasted surface shall require only a light brush blast to remove any
rust that may be present. Cleaning shall be accomplished by holding the cleaning
nozzle in a direction way from the coated surface.
6.5.14 All air compressors shall be of a sufficient size to deliver 100 psi at the nozzle.
Each compressor shall have 2 oil/moisture filters, one located at the compressor
air discharge and one located just before the after cooler. Compressed air used for
blasting and coating must be clean, oil and water free and dry. Testing for
evidence of oil or water shall be done daily and shall be in accordance with
ASTM D4285.
6.5.15 Wet abrasive (slurry) blasting is an acceptable alternative to dry abrasive blasting
but requires Owner approval.
7.0

PAINT SYSTEM APPLICATION NEW CONSTRUCTION


Except for field touch-up of coating damage, coating of field welds and painting of field
fabricated tanks, all coating systems shall be shop applied (offsite) for fabricated
assemblies if possible.
Paint shall be applied by one, or a combination, of the following methods:

Brushing
Roller coating
Air spraying
Airless spraying
Paint mitt (for items such as small diameter piping).

The method of application shall be governed by the Paint Manufacturer's


recommendation for the particular paint being applied.
For application techniques,
requirements and precautions, SSPC-PA 1 shall be used as a general reference.
No painting shall take place when the atmospheric temperature is below 50F, except when
the surface temperature is below the dew point plus 5F, or when relative humidity is above
90% unless approved by the Paint Manufacturer and ICA FLUOR's Representative. Paint
Manufacturer's recommendations shall be consulted in each case for possible special
temperature requirements. No paints shall be applied to a surface at a temperature that will

cause blistering, porosity or otherwise be detrimental to the life of the paint.


Contact surfaces shall be painted as follows:

Contact surfaces of steel members to be joined by high-tensile bolting in friction- type


joints shall be left unpainted, except for inorganic zinc primers as approved by AISC.
Steel coated in the shop or in the field before erection shall not be coated within two
inches of the edges to be welded.
Steel surfaces in direct bonded contact with concrete, embedded in concrete or coated
with concrete normally shall only be painted in specific cases where corrosion of the
steel is expected to be a problem.
Steel to be embedded in brick or other masonry shall be given at least one prime coat.
Steel surfaces in contact with aluminum surfaces shall be given at least one prime coat
of epoxy mastic.
Surfaces not in direct bonded contact, but inaccessible after assembly, shall receive the
full specified paint system before assembly.

Surfaces shall not be recoated until the preceding coat has properly dried or cured.
Coatings shall be clean and dust free before applying the next coat. Loose zinc particles
associated with overspray of inorganic zinc primers should be brushed or screened from
the surface before applying topcoats. The surface may be considered ready for recoating
when the next coat can be applied without the development of paint film irregularities,
such as lifting or loss of adhesion of the undercoat. However, the minimum and
maximum drying or curing times specified by the Paint Manufacturer shall be the
acceptable recoat period. Paint shall not be force-dried under conditions which will cause
cracking, wrinkling, blistering, formation of pores or which will be detrimental to its
condition or appearance. Newly painted surfaces shall be protected to the fullest extent
practicable from rain, condensation contamination, snow and freezing until the coating
has dried.
All bolt heads, nuts, edges, corners, and crevices shall be stripe coated with primer by
brushing or a single pass (if spraying) before the steel receives its first full prime coat.
Striping shall extend 25 millimeters from all edges.
Successive coats of paint shall be of different colors. However, if this is not possible, then
alternate coats shall be tinted to produce sufficient contrast to ensure complete coverage
and specified film thickness of each coat. The final finish coat shall not be tinted. Tinting
material shall be compatible with the paint and shall not be detrimental to its service life.
Tinting in lieu of different colored intermediate coats shall require Owners approval.
Sprayed coatings shall be cross-spray-applied to insure uniform coverage, free of runs and
sags.
When the Manufacturer's specified pot life limitation is reached, the material must be
discarded and new material mixed. During hot weather pot life is significantly reduced. If
there are indications, such as thickening or film build problems, that a material has reached
the end of its pot life, the material must be discarded and new material mixed.

The generic type of paint to be used shall be in accordance with paragraph 4 and the
attached systems given in Table 2.
A listing of primers, intermediate and finish coating materials as well as approved
manufacturers is given in Table 2.
Equivalent coatings of other manufacturers are acceptable, subject to prior approval of the
ICA FLUORs representative.
When zinc rich primers are used, care shall be taken to avoid any possibility of over
spraying or dripping onto austenitic stainless steel, duplex stainless steel, nickel alloy or
9% nickel steel components.
8.0

PAINTING OF PREVIOUSLY PAINTED SURFACES (MAINTENANCE PAINTING)


The surfaces to be painted shall be cleaned by blasting, power tools, hand tools or
solvents, or by a combination of these methods. All grease, oil, dirt, foreign material, rust
and loose, cracked, brittle or non-adhering paint shall be removed.
The remaining sound paint on the surface shall have the edges feathered by sanding prior
to painting. Any paint that curls or lifts after the application of the spot or priming paint
shall be removed and the area repainted.
Glossy surfaces shall be roughened by light sanding or a trisodium phosphate wash to
provide a bond for successive coats of paint.
The minimum coating requirement for spot painting shall be as follows:

No rusting, prime coat exposed - apply 1 or 2 finish coats to regain specified mil
thickness.
Rusted area or prime coat damaged - clean damaged or rusted area to base material
and apply primer, intermediate and finish coats to regain specified mil thickness.

Existing paint coatings shall be checked or tested for compatibility with the paints with
which they are to be over coated to ensure that lifting or wrinkling of the existing coating
will not take place.
9.0

FIELD PROTECTION, CLEANUP AND SAFETY


The Contractor shall fully protect all equipment, walls, floors, ceilings and other surfaces
from damage and shall provide the necessary drop cloths or other protection required to
fully protect all surfaces from dust, paint droppings, paint mist, and other contaminants
during the execution of his work.
While painting around switches and controls, painters shall be careful to avoid tripping of
switches. It is imperative that all switches remain unmoved and undisturbed by painters.
All shipping tags, wires, strings and other means of temporary or shipping identification of
surfaces to be painted shall be removed, but only after checking with and receiving
authorization from ICA FLUOR's Representative.

The Contractor shall clean all surfaces, which have been spotted with paint such as
window glass, floors, walls, equipment, etc., leaving the premises clean to the satisfaction
of the Purchaser.
The Contractor shall provide a temporary shelter for storage and mixing of paint
materials. Contractor shall provide adequate firefighting equipment, satisfactory to ICA
FLUOR, for the temporary shelter and at all locations where painting work is in progress.
A protective hood with a positive fresh-air supply shall be used during blast cleaning
operations.
A filter-type dust mask shall be used during hand tool or power tool cleaning operations in
enclosed areas or in other situations where excessive concentrations of dust result.
Protective clothing, such as gloves, goggles and aprons shall be worn during pickling or
solvent cleaning operations. Hands should be cleaned with a waterless hand cleaner after
exposure to solvents. Clothing or protective equipment wet with solvent or paint should be
promptly removed and laundered before reuse.
Prior to the start of daily work, the Contractor shall ascertain that all necessary tests have
been made for toxic gases, chemicals or explosive mixtures (see API Standard 2015). The
safety conditions covered by OSHA, as well as those deemed necessary by the Contractor
shall be met.
Particular care must be exercised when working in close or confined spaces, especially
when spraying. The Contractor shall ascertain that all necessary tests have been made for
oxygen sufficiency and hydrogen sulfide. The threshold limit valve (TLV) prescribed by
OSHA for the particular solvent vapor in the air shall not be exceeded unless fresh-air
masks, as approved by the National Institute of Occupational Safety and Health
(NIOSH), are supplied to workmen.
When volatile solvents are flammable, the
concentration in the air shall be kept to one-quarter or less of the lower explosive limit
(LEL) by adequate exhaust or ventilation facilities.
10.0

INSPECTION
All phases of cleaning and painting operations of all shop and field painting shall be subject
to spot check inspection by the ICA FLUOR's Representative. This periodic inspection will
be made to ensure that the Contractor is accurately following the recommendations of this
specification and the Paint Manufacturer's instruction. Spot check inspection does not
relieve Paint Manufacturer and Contractor of their QA/QC responsibilities.
Surfaces prepared for painting are to be inspected and approved as satisfactory by the ICA
FLUOR's Field Representative or Paint Inspector before any paint is applied by the
Contractor. The Contractor shall also inspect all surfaces after cleaning and shall notify
the ICA FLUOR's Field Representative of any defects, improper material or workmanship,
or other conditions which in his opinion will affect the satisfactory performance and
permanency of his work. Where such defects have been located, no painting shall be
started until all such faulty conditions have been corrected or until a written agreement has
been made with the ICA FLUOR's Field Representative regarding any subsequent defects

which may develop because of the conditions noted.


The ICA FLUOR's Inspector shall monitor wet and dry film thickness of the paint and shall
compare his findings with those recommended. In cases of inadequate film build, the
Contractor shall be required to recoat the surface at his own expense.
The Inspector shall determine the adequacy of:

Surface preparation using blast cleaning by comparison with NACE TM-01 prior to
application of the first coat of paint.
Dry film thickness by measurement of each coat and of the total system by
procedures specified in SSPC PA2.

The Contractor is required to keep an accurate daily record of air temperature, dew point
and humidity conditions and the times of commencement and cessation of all phases of
the cleaning and painting operations. These records shall be certified accurate by the
Contractor painting supervisor and shall be available for inspection by the ICA FLUOR at
all times. (Use Contractor Daily Paint Record.)
Holiday testing is not usually required for painted external coatings but may be required
where the coating system will be exposed to excessive splash, spillage or water spray.
Holiday testing is required for coatings under insulation.
The responsibility for the total cleaning and painting operations remain entirely with the
Contractor who shall fully guarantee material and workmanship for the entire protective
system. Inspection, approval or comments by the Purchaser, designated agents or by
independent inspectors shall not relieve the Contractor of this responsibility.
The Contractor shall strictly adhere to the specifications and paint system proposals as
submitted and approved by ICA FLUOR. Variations are not permitted without written
approval of ICA FLUOR's Representative. Contractor will repair or replace any variations
from accepted paint system proposal and these specifications at no cost to ICA FLUOR.
11.0

DISPOSAL OF PAINTING WASTE MATERIALS


All painting waste material disposal (liquid and/or solid) is the responsibility of the
Contractor at his expense.

12.0

COLOR IDENTIFICATION AND COATING OF ABOVEGROUND PIPING, EQUIPMENT


AND STRUCTURES.
This section defines the requirements for color identification and for piping coating systems
in accordance with service, equipments and structures for aboveground piping.
The colors indicated in this specification are according to RAL system, the Contractor shall
provide finish color as specified in the attachment for equipment and piping systems.

SPECIFICATION FOR PAINTING

Pantone Matching System is a system for identifying, matching and communicating color for
the graphic arts, so its use is limited to labels for use in equipment and piping systems
where required.
Substitutions of RAL colors for Pantone colors are not permitted.
Color and coating materials shall be approved by ICA FLUOR.
Elements not included in this document could follow manufacturers standards advising the
suitable options for Owner approval.

For aboveground piping and structures in compression stations, metering stations,
MLV stations and pig trap stations the approved coating system, AC-135 Coating,
shall be utilized.

12.3

Risk zones and color identification.

Piping shall be painted in accordance with NOM-026-STPS-2008 Section 9 to identify the


risks associated with the fluid transported.
Painted rings shall be applied with the dimensions indicated in Table 5 of NOM-026-STPS2008. In case of pipe supports with different sized lines with the same service, the ring
width shall be the minimum of the larger diameter pipe in that location. The flow direction
shall be indicated with painted black arrows.
The painted rings and flow direction arrows shall be located where they are easily detected
from access areas and act as a reference in the following points:

Inlet and outlet nozzles for vessels and tanks, and external border of flanges
In external borders of flanges connected to valves or other elements
In pipe racks within process plant each 50 m

Manual Valves shall be painted according the service color.


Stainless steel and galvanized pipes shall be not painted, only flow direction and service.
In case of pipe beds with different sizes of lines with the same service the ring width shall be
the minimum for the larger diameter pipe in that location.
Flow direction shall be indicated in lines by means of an arrow in black color
