Introduction

TheRoyalInstitutionofCharteredSurveyors(RICS)establishedaworkinggroupthathasundertaken
theRICSMeasurementInitiativeoverrecentyearswiththeaimofmodernisingtheexistingmeasurement
standards.Itsoughttoprovidealinkbetweenthemeasurementforcostplanningorearlyestimateswiththe
measurementforbillsofquantitiesandtointroduceacommonstandardforthecost
planningandprocurementofmaintenancework.
ThethreevolumesoftheNRMsuiteare:
NRM1Rulesfororderofcostestimatingandelementalcostplanning
NRM2Rulesforworksprocurement
NRM3Rulesformaintenanceandoperationcostplanningandprocurement
NRM1wasinitiallypublishedinMarch2009andhasbeenreasonablywellreceivedandadoptedbythe
profession.IthassincebeenamendedandthesecondeditionwaslaunchedbytheRICSin2012tocoincidewith
thelaunchofNRM2.Thesecondeditionbecameoperativeon1January2013.
NRM2waspublishedinApril2012.Itbecameoperativeon1January2013andreplacedtheStandardMethodof
Measurement,seventhedition(SMM7)on1July2013.SMM7shouldnolongerbeadoptedafterJuly
2013.NRM2hasbeendevelopedasasetofdetailedmeasurementrulesforthepreparationofeitherbillsof
quantitiesorSchedulesofRatesforeithercapitalormaintenanceprojects.Itdoeshoweverdealwiththe
quantificationofnonmeasurableworkitems,contractordesignedworksandrisks.Guidanceisalsoprovidedon
thecontent,structureandformatofbillsofquantities,aswellasthebenefitsandusesofbillsofquantities.
NRM3hasyettobepublished.
NRM2isacomprehensivedocumentavailableasafreedownloadtoRICSmembersorcanbepurchased
fromRICSBooksLtd.
ThepurposeofthisarticleisnottogivedetailedinstructiononhowtousetheNRM2,muchofthedocumentis
veryselfexplanatoryhoweveritwasfeltappropriatetoidentifywheretherearedifferencesbetweenNRM2and
theSMM7documentcurrentlyusedastheUKindustrystandardmethodofmeasurement.

StructureofNRM2

NRM2isdividedintothreepartswithsupportingappendices:
Part1:GeneralplacesthemeasurementforworksprocurementincontextwiththeRIBAPlanOfWorkand
theOGCGatewayProcessandexplainsthesymbols,abbreviationsanddefinitionsusedintherules.
Part2:Rulesfordetailedmeasurementofbuildingworksoutlinesthebenefitsofdetailedmeasurement,
describesthepurposeandusesofNRM2explainsthefunctionofbillofquantities,provideswork
breakdownstructuresforbillofquantities,definestheinformationrequiredtoenablepreparationofbillof
quantities,describesthekeyconstituentsofbillofquantities,explainshowtopreparebillofquantities.
Considerablespaceisgivenovertothecodificationofbillsofquantitiesandtheuseofthebillsforcost
management.
Part3:TabulatedrulesofmeasurementforbuildingworkscomprisesthemajorityofNRM2beingthe
tabulatedrulesforthemeasurementanddescriptionofbuildingworksforthepurposeofworksprocurement.

preparationoftheBillsofQuantities.Inthepasteachquantitysurveyingpracticeproducedtheirbillsfollowing
theirownpreferencesandhistoricaldevelopment.ThisisthefirsttimethattheRICShasgivenguidanceon
codingandworkbreakdownstructuresinanattempttoalignthebillswiththecostplansproducedusingNRM1.
Codingandworkbreakdownstructureswillnotbecoveredhere,referenceshouldbemadetothedetailcontained
inPart2ofNRM2.

ComparisonofSMM7withNRM2

ThefollowingtableshavebeenpreparedbyreviewingthesectionsinSMM7inorderandidentifyingwherethe
measurementrulesarelocatedandmayhavechangedinNRM2.Thisisnotadetailedcomparisononalineby
linebasisbuthaslookedatthegeneralmeasurementprinciples.
Theframingofdescriptionsisalsonotassimplefollowingthesenewrulesandcareshouldbetakentoensure
thateachdescriptionadequatelyreflectstheworktobepriced.
Onemajorchangeisinthelayoutofthedocument.ThereisnownoreferencetoCoordinatedProjectInformation
andtheletteringusedpreviouslyhasnowbeenreplacedwithanumberingsystem.Thecomparisonofthe
contentsofeachdocumentappearsinTable1andacomparisonofthePart3rulesinTable2
