Commission, Bike East Bay hosts a pancake breakfast, valet parks over 700 bicycles,
holds a raffle prize drawing, and stages a large media event with the Mayor and City
Council members. The Frank Ogawa station welcomes thousands of cyclists as well as
many public officials who support the event by bicycling to work.
The purpose of Bike to Work Day is to promote and encourage people to bicycle for
everyday trips in Oakland and showcase the many benefits of bicycling. We work with
businesses to emphasize how much they stand to gain when employees and customers
have the option of bicycling to work and shop. In early April, we will announce the
winners of our 7th Annual Bike-Friendly Business competition.
Over the last five years, the East Bay has seen an increase of over 300% in Bike to
Work Day participation. Over 17,000 people stopped at one of our 100 plus energizer
stations on May 14, 2015. In Oakland alone over 4,500 bicyclists stopped at 23
Energizer Stations. Oakland has been and remains the epicenter of Bike to Work Day in
the East Bay.
Oakland has been moving up in national bicycling rankings: in 2015 the percentage of
people who bike for their commute rose to 3.7%. Thats more than triple the percentage
who rode a bicycle to work in 2000, an increase that has raised Oakland to 7th in the
nation among large cities. The City of Oakland is adding new innovative bikeways
around the city, including protected bike lanes on Telegraph Avenue through the
Uptown and KONO areas.
At Bike East Bay, we expect that Bike to Work Day 2016 will have even higher
participation due to all these recent improvements and the events increasing popularity.
Each year, an average of 30% of participants in Bike to Work Day are new to the event.
Many of these people continue to ride regularly long after Bike to Work Day.
This increasing popularity of biking in Oakland has led to its reputation as a bike mecca,
a status that has been reinforced by the citys active engagement and investment in
support of better bike facilities and programs. Bike to Work Day is one of the biggest
bike events to visit Oakland each year, and encourages thousands of residents to join
the bicycle movement and make healthy transportation choices.
Please outline how your project will improve the image of the Downtown Oakland
Association and/or the Lake Merritt-Uptown District in a demonstrable way. In
addition, please describe how your project plans to advance the CBD brand.
Studies show that people who bike make more frequent shopping trips resulting in more
dollars spent in downtown business districts than those who drive. Businesses benefit
when their customers have easy and quick access to their establishments via better
bicycling infrastructure, and it is the goal of Bike East Bay to help support cities efforts
to provide such infrastructure. Bike to Work Day also brings thousands of cyclists to the
Central Business District to shop, eat and enjoy the days activities, including seeing
their elected officials on bikes.

More people biking into Downtown and Uptown also relieves congestion and frees up
parking spaces for those who need to use a car. Many cyclists choose to bicycle to
transit on Bike to Work Day and this perhaps has the greatest impact on reducing traffic
regionally. The 19th Street Bike Station, funded by Safe Routes to Transit and
championed by BART Board Director and former EBBC Executive Director Robert
Raburn, has been offering secure bike parking at no cost since January 2015. Bikefriendly facilities like the Bike Station have helped to make Oakland a place where
people feel that biking is a viable transportation choice.
Increased bicycling improves the image of the Community Benefit District by creating
safer streets, happy and healthy commuters, and a generally safer environment for
patrons of downtown Oakland after hours by having more eyes on the street. In cities
across the country an increase in the number of bicycles is correlated with greater
safety for both bicyclist and pedestrians.
By supporting Bike to Work Day with a $3,000 sponsorship, the CBD would be featured
on marketing materials including but not limited to:
the East Bay Express Bike To Work Guide, viewed by approximately 186,000
readers

8,000 Bike to Work Day posters
Bike East Bays website, which receives tens of thousands of hits during the
month of May.
In addition, the CBD logo will be prominently displayed on Bike to Work Day at the
Frank Ogawa Plaza energizer station.

owners in the district.
Bike to Work Day brings thousands of cyclists into downtown Oakland every year and
generally raises the excitement and energy level of the area, as even pedestrians and
drivers appreciate the special and fun nature of the event. Many businesses participate
in Bike to Work Day:

Many businesses at City Center and in the surrounding blocks sign up teams for the
Team Bike Challenge, a month-long competition where teams earn points every day a

team member bicycles to work. Throughout the day on Bike to Work Day cyclists and
their friends will enjoy lunch and dinner at many of the great restaurants in the CBD.
Property owners and their tenants also benefit from the reduced amount of traffic and
parking demand on the streets, making it easier for those who need to drive. It's a real
win-win for everyone.
Please provide a description of your target audience and provide a brief history of
the event, if applicable.
Our target audiences are cyclists and potential cyclists. The overlaying theme again this
year is that everyone bikes; we want to include all types of cyclists, from the spandexclad sportster to the car-ditching commuter and the casual one-day-at-a-time rider.
Many of these cyclists continue to ride after Bike to Work Day, and continue to ride to
downtown Oakland, which makes Oakland a much better place to live and to work. It
also places more 'eyes' on the street, which improves people's personal safety by the
increased pedestrian and bicycle traffic.
In recent years we have expanded our scope to include schools and young students.
Bike to School Day now occurs on the same day as Bike to Work Day, and the number
of children participating in Bike to School Day each year has been growing
exponentially.
As stated previously, the Bike to Work Day was inaugurated in downtown Oakland back
in 1994, and has not only continued since then, but has expanded to become a
statewide event. Participation continues to increase, and we plan to encourage these
new participants with more energizer stations, events, and fun activities in 2016.
In order to be eligible for sponsorship you are required to present your project at
one of two DISI Committee meetings, either on April 7th or July 7th. Your intent
to present needs to be made in writing (via email) thirty (30) business days in
advance of the presentation date and should include an executed version of this
document.
A post-event report outlining, in detail, the use of sponsorship monies, event
attendance statistics, the use of district logos in marketing and overall
success/failure of the event is required thirty days following the conclusion of the
event. This must be submitted in the format provided in the sponsorship packet.
*For ongoing or monthly events, monthly updates will be required.
The recipient of any sponsorship money must be transparent about all other
underwriters, partners, collaborators, and be fully willing to provide
documentation of how sponsorship dollars were spent.
The recipient must name the following parties as Additional Insured using Form
CG2010 11/85 or its equivalent on each of its insurance policies:
Lake Merritt/Uptown District Association of Oakland and Downtown Oakland Association,
its members, directors, officers, agents, affiliates and related entities and their successors

The Art + Soul Oakland festival was established in 2001 to fuel downtown revitalization by
drawing critical mass for a two-day music, arts and cultural celebration showcasing the best of
Oakland/East Bay art, music and culture. Named among the top 12 must-see summer festivals in
Northern California by the San Francisco Chronicle, Art + Soul is centered in and around Frank
Ogawa Plaza, encompassing 10 strollable city blocks. The 12th Street/City Center BART station
provides direct access to the festival grounds.
Oaklands flagship annual festival, Art + Soul features art, food and live music and dance on four
stages. National recording artists and top Oakland/Bay Area bands are featured, performing live
Blues, R&B, Funk, Soul, Rock, Jazz, Latin, Gospel and World sounds, among others. Scores of
artisans showcasing handcrafted works line the streets for guests to peruse. A massive Family
Fun Zone (largest of any festival in Northern California) features kid-friendly carnival rides,
interactive art projects with Oakland-based organizations, face painting, and a massive play area.
Beer and wine in addition to a wide variety of food vendors, artisans and community
organizations will also be featured. Admission is just $12.00 for adults; $7.00 for seniors and
youth ages 13-17; children 12 and under are admitted free.
Art + Soul Oakland has garnered considerable acclaim including numerous Best Annual Event
awards from the East Bay Express, and Best Cultural Event awards Oakland Magazine, and was
named the nations 6th best annual festival in Essence magazine, among other accolades.
Music, Music and more Music: As in past years, live music will be a major focus, with booking
commenced and headliners to be announced this spring. Last year, in honor of our 15th
Anniversary, the incomparable Sheila E. put on amazing performance before a packed house. The
show paid tribute to Oaklands famed musical Escovedo family who along with father Pete who
had just celebrated his 80th birthday joined Sheila on stage for her heartfelt homecoming
concert. Last years lineup also featured Oakland legends The Family Stone and Lenny Williams, in
addition to the West Coast Blues Society Caravan of All-Stars and Edwin Hawkins Gospel
Showcase.
Other stages will feature spoken word and acoustic performances, in addition to aerialists,
contortionists, acrobats and clowns from Oaklands acclaimed Kinetic Arts Center.
Oaktown Throwdown: Back by popular demand after serving up a birds-eye view of pit masters
at work, the Oaktown Throwdown BBQ Competition is a true crowd-pleaser. Forty top
professional chefs and backyard teams will bring the savory aromas of beef, chicken, pork and ribs
crackling on the grill. Festival-goers can once again feast on smokin samples for a small sampling

fee while supplies last and vote for their favorite. The Oaktown Throwdown is a fully
sanctioned Kansas City Barbeque Society and California Barbecue Association Team of the Year
competition which means that participants will compete for the attention of accredited judges and
cash prizes, in addition to trophies hand-crafted by local artists. The Oaktown Throwdown has
been a boon to the festival, bringing an exciting programming dimension and increased
attendance.
Two days of Dance: Art + Soul puts dance front and center on both days of the festival. YAK to
the Bay returns on Saturday, with its high-flying turf and all-styles dance battle featuring top Bay
Area dancers competing for prizes. Oaklands Carla Service/Dance-a-Vision will again host the
multicultural dance stage on Sunday featuring modern, hop-hop, jazz and other styles.
Hot Rod & Vintage Car Show on Sunday: Back by popular demand, a showcase of dozens of hot
rod and vintage cars will roll in to occupy the space that hosted the BBQ competition on Saturday.

The festival directly benefits the merchants and property owners in the district by bringing a
critical mass of people to the core of downtown on an otherwise quiet weekend; raises the profile
of downtown as a regional destination for arts, culture and entertainment; generates upwards to
$1million in free publicity for downtown and Oakland; connects residents and visitors with
downtown and provides a safe, comfortable environment for cultural enrichment and expression;
supports the free Broadway Shuttle; and casts a favorable light on downtown and Oakland in
general. The Oakland Central logo is featured all in festival marketing, which extends all over
Oakland, surrounding cities and throughout Northern California.

Please describe what marketing strategies you will employ to advertise your project and
how your project plans to advance the Oakland Central brand.
The festival is supported by a $75k marketing budget which includes outdoor, print, radio,
television and online advertising throughout Northern California. Key outlets include KBLX, KFOG,
Bay Area News Group papers, Oakland Magazine, Yelp, SF Chronicle, East Bay Express, Oakland
Post, etc. Beyond that, our media partners contribute an additional $200k in free advertising
support. We also have an aggressive social marketing strategy that is attracting a very diverse
Facebook community. The Oakland Central logo is featured in all marketing.

residents and visitors, Central Valley visitors in addition to visitors from all over California and
even some who travel from out-of-state. The festival is programmed to draw families, young
