Going Mobile

By Kate Taylor
A new mobile phone tower will be built in Blackwood,
eventually.
The town has been earmarked for a new tower in the Federal
Governments $100 million Mobile Black Spot Programme.
The announcement has followed years of lobbying in
particular since the town was listed as one of Victorias top
50 at risk of bushfire.
The funding enables Telstra to plan the construction of
a new mobile base station in Blackwood within the next
three years to improve the townships handheld and mobile
internet coverage.
Moorabool Shire Council Mayor Paul Tatchell said he was
thrilled with the funding announcement.
Council and the Blackwood community, and a host of
stakeholders have been relentless in advocating for this

But most of all, the work the entire Blackwood Community

has done needs to be recognised. Their work with our
Economic Development Unit in coordinating a targeted
direct mail campaign was instrumental in demonstrating to
the Government and the telcos that Blackwood just had to be
on that list!
However the tower will still be subject to normal planning
processes.
Telstras got to work out the roll-out schedule in consultation
with Federal and State Governments and it needs to go
through the usual planning process, so the sooner we start
this process, the better for all concerned.
Member for Macedon Mary-Anne Thomas said, this is a
game-changer for communities in Moorabool and Macedon.
Adequate mobile coverage is essential when youre on
the road or in a remote area. It is also vital in emergency
situations, especially in areas with high fire danger.

service, so its a great result, Cr. Tatchell said.

When the Federal Governments Mobile Coverage Program
was announced we were expecting fierce competition. More
than three quarters of the continent was eligible and more
than 6200 locations nominated for the funding.
However the need was dire so we developed a compelling
case around public safety and emergency management and
worked pro-actively with the Blackwood community and a
range of agencies. Working collectively, we did all we could
to see that Blackwoods needs prioritised in this national
scramble.
Cr. Tatchell said Federal Member for Ballarat Catherine King,
Emergency Management Victorias Commissioner Craig
Lapsley along with the Central Highland Councils Mayors
and CEOs Forum, helped their inclusion of Blackwood in
its top three locations in the Central Highlands region was
critical.

Blackwoods mobile phone reception woes
are officially over, so throw away that tin can
and piece of string.
The new mobile base station is finally up
and running, giving local residents and
visitors access to both 3G and 4G coverage.
Members of Moorabool Shire Council,
Federal and State Governments joined
representatives from Telstra last week to
officially launch the base station located on
Byres Road.
The station represents a hard-fought
campaign that was funded by the Federal
Governments Mobile Blackspot Program.
Telstra Area General Manager Bill Mundy

said he was pleased to launch the piece of

infrastructure that the community had been
looking forward to for a long time.
Last year I was here in June or July for a
community meeting and the point about
improved coverage and the necessity for
it in terms of safety and general living
was pressed upon quite strongly by the
community, he said.
What is really pleasing is to have the
opportunity to stand here and launch this
base station with the support of [Moorabool
Shire Councillor] Pat Toohey and [Ballarat
MP] Catherine King.
The construction of the tower is part of
round one of the Mobile Blackspot Program,
which includes 499 new or upgraded mobile
base stations across Australia.

Federal member for Ballarat, Catherine King

said it was a fantastic day for the Blackwood
community.
When I look back in my office I think I have
a file that is at least two-inches thick and
its going back now probably about seven to
eight years where people in this community
have been writing, very, very determined to
deal with the issue of mobile phone coverage
here, she said.
This is something the community wanted,
knew that it needed, advocated tirelessly
for, and were persistent about. To then have
Council and Telstra working so closely
together to actively deliver it is a really
important testament to how these things can
actually work.

said it was gratifying to see the Blackwood

community with safe outcomes, and hoped
for the future of other Moorabool towns.
Dales Creek, Greendale and Mt Egerton
are other areas that have been identified as
locations in need of better mobile coverage.
Not just for the fire risk, but for business,
the general wellbeing of the community and
also for when people come to visit, he said.
We hope that there will be continued
funding and we hope that this becomes a
bipartisan approach by both sides of our
government to realise the importance of a
program such as this.
The second round of the Mobile Black Spot
program is now open, with applications due
by June 14.

100 years of
stitches in time
By Jessica Howard
A whole lot of history can
be captured in cloth.
The Red Cross Quilt exhibition will be showcased in
Ballan next month, taking
you on a journey through a
century of signature quilts.
The tradition began during
the First World War, where
quilts were made to raise
money in order to purchase
material to make goods for
soldiers.
This continued throughout
the Second World War and
through to modern times,
where quilts are still used to
this day as a means to raise
money for the works of the
Red Cross, as well as a record of history.
Ballan resident and Red
Cross member, Anne Eskdale said the fascinating
quilts dated back as far as
1914.
People used to pay in
sixpence or a silver coin in
order to sign their name on
the fabric, which was then
embroidered into the quilt.

Cr Edwards said that BMGC
is not satisfied that council
has met its obligations with
the return of the lease and,
on its behalf, have requested
that council, in good faith,
review its obligations and
provide a report to all Councillors for consideration.
Any remedial works re-

quired by council will have

process.
Additionally,
BMGC
would like to revisit the decision to not proceed with
the proposed alternate walking track and this is very
much in line with the local
communities desire to have
it reopened.
The report will come before
a future council meeting.

Hoax call puts

school in lockdown
By Jessica Howard
A hoax phone call to a Bacchus Marsh primary school
had children and staff in
lockdown last week.

St Bernards Parish Primary

School received a threatening phone call at 12:33pm on
Tuesday (February 23).

Principal Emilio Scalzo said

the male caller threatened
to attend the school and do
harm.
We immediately put in
place our emergency procedures for this scenario.
This plan includes putting

the school in lockdown and

calling the police. From
that point on the police took
control and liaised with our
staff regarding our specific
situation, class numbers,
location of children and general layout of the school, he
said.
We should be very proud
of our Bacchus Marsh police
because they arrived within
minutes and immediately
secured the safety of all
of our children and staff.
Thankfully the call was a
sick hoax but they, like us,
decided not to take any unnecessary risks.

Mr Scalzo said the parents

of students were notified by
SMS, instructing them to
stay clear of the school due
to the lockdown and police
presence.
We assured them that the
children were safe. Their
cooperation meant that the
police efforts to ensure no
intruder could approach the
school made everyones job
easier.

The hoax was one of a number of menacing phone calls

plaguing primary schools
throughout the nation and
overseas.

The replacement of a water

main in Bacchus Marshs
Avenue of Honour has now
reached the halfway mark.
Representatives of the Bacchus Marsh RSL visited the
Western Water worksite last
week, which is now on track
for completion in April.
Western Waters General
Manager of Customer and
Community Relations, Graham Holt said Western Water had been working closely
with a number of stakeholders throughout the project
including the RSL, Moora-

bool Shire Council and Heritage Victoria.

Western Water is acutely
aware of the cultural and environmental significance of
the avenue and its trees, and
is working hard to ensure
the lowest possible impact,
he said.
An aborist is regularly on
site to monitor the avenues
trees and ensure the protective measures that we have
in place are working.
Mr Holt said the old water
main had frequent main
bursts that needed complex
and costly repairs.
The main needs to be re-

placed so we can provide

quality water services to
around 70 customers in the
area, which include some
of Bacchus Marshs popular
food producers.
The water main replacement, which is located within the roadway, has resulted
in traffic closures at times.
Mr Holt apologised for the
inconvenience,
however
asked local residents to bear
with Western Water a little
longer as they complete this
important project.

the project, contact 1300 650

Gorse in sights of taskforce

By Jessica Howard

Local Landcare groups have received

vital funding to help ease their weeding woes.
The Moorabool Landcare Network
and the Leigh Catchment Group received the donation in order to assist
in the removal of gorse, the highly
flammable, prickly plant that quickly
invades paddocks and harbours pest
animals.

The Victorian Gorse Taskforce have

provided the funding alongside the
help of project officer Jennifer Johnson, who is available to assist landholders in targeted areas within the
Moorabool Shire.
Landholders can receive advice on
best control options for their property
and access up to a 50 percent rebate
towards the cost to control the weed.
The rebate is offered for the hire of a
contractor (spray or mulch), fuel costs
to remove the gorse, hire of a Landcare spray unit and chemicals.

Jennifer Johnson with the invasive

gorse plant.
The landholder must enter into a
three-year agreement to access the rebate and agree to undertake necessary
follow-up works at their own cost.

Ms Johnson said the program was a

very straightforward and simple process, with support and advice offered
from the beginning to the end.

The gorse target areas within Moorabool include Clarendon to Lal Lal,
which covers the area from Durham
Lead across to Lal Lal and down to
Elaine. Limited assistance is also
available between Mt Warrenheip and
Gordon.
Ms Johnson said it was possible to
have a gorse-free area, noting several
properties that went from a heavy infestation to a property completely
free.
Successful long-term control requires an effecting plan and an ongoing commitment to treat any regrowth. Staying vigilant is the key to
success, she said.
Where possible, Ms Johnson will also
attempt to resolve and help facilitate
issues associated with gorse growing
on crown land that is adjacent to landholders involved in the program.
The rebate will only be available for
a short period of time. For more information, contact the gorse project
officer on 0417 594 225 or culingia@
bigpond.com.

A $4 million composting
facility will be built at Mt
Wallace.
Located on Yaloak Estate, an
agricultural property as well
as the local home of polo, the
aerated composting facility
planning permit application
was approved at councils
February Development Assessment Committee meeting.
The operation, known as
Pinegro, operated at Deer
Park for 15 years but has had
to relocate, as its lease on the
land was not renewed.
The Mt Wallace facility is expected to process up to 50,000
tonnes of green waste per annum and 20,000 tonnes of biosolids per annum.
A report tabled at the meeting explained that material
will be placed on a 250 metre
by 200 metre pad, with air
forced through the composting piles by blowers and pipes
to ensure that no anaerobic
processes occur, thereby
avoiding the creation of undesirable odours associated with
anaerobic processing.
The green waste to be
brought to the site would
come from Melbourne and
much of the finished product
would be purchased by the
Yaloak Estate for soil improvement on their property, the
report read.

Material will be transported

via the Western Freeway to
the Ballan-Daylesford Road
interchange, thence south
along the Geelong-Ballan
Road, turning into Glenmore
Road near Mt Wallace, with
four return trips expected
each day by heavy vehicles.
Waste from impurities in the
organic matter brought onto
the site will likely be disposed
of at the Calleja landfill in
Maddingley.
Two speakers addressed the
meeting on behalf of the applicant, saying that the facility
will cost $4 or $5 million, may
involve ten jobs, and will have
its own weighbridge; another
assured that a tanker will
be on-site to help with dust
repression.
However, five objections to
the facility were lodged.
One objector told the meeting that he has concerns about
airborne material and heavy
metals from the facility.
All the water we drink, for
livestock, and to wash etc, it
comes off our roof into our
tanks. I have concerns with
this operation regarding
that, said the Glenmore Road
resident.
Speakers for the applicant
stated that the Environmental
Protection Agency (EPA) has
biosolids guidelines that will
be followed.

RATES Less will not give you more

The final option, C, includes
what council can deliver if it
has a rate increase of 3.50 per
cent for 2016/17, inclusive of
a 1.00 per cent rate cap variation, in addition to a likely rate
increase of 3.50 per cent for a
further three years and this
option is also based on other
fees and charges increasing
under a user-pays model to
be cost-reflective including indirect costs.

By Kate Taylor
Just how much council rates
will increase by is set to be decided by the people.
And the community consultation alone is set to cost $25,000.
A special meeting of council
held on Wednesday 10 February heard that residents would
be presented with three rates
options, if Moorabool Shire
Council applies to the Essential Services Commission to
increase rates by more than the
2.5 per cent allowed under the
state governments new rates
capping policy.
The first option, A, sets out
what council can deliver under
the state governments rates
cap of 2.5 per cent, in the first
financial year.
The second option, B, lays
out what council can deliver
with a total rate increase of
4.15 per cent for 2016/17, and is
inclusive of a 1.65 per cent rate
cap variation, in addition to a
likely rate increase of 4.15 per
cent for a further three years.

Examples of charges that

could be increased include
waste transfer station charges,
animal registrations, food
premises registrations and
septic tank installation fees.

stated that the second (A) and

third (C) options have been
prepared to reverse and repair
the impact underlying losses
Council will have in the rate
capped environment.
These models propose the
minimum level of rate and/or
other charge increases necessary for Council to continue
to provide current levels of
services sustainably into the
future, it read.

The key difference between

these two models is that since
other fees and charges are
more cost reflective in Option C a lower rate increase is
necessary.

Have you had your lightbulb moment?

Council can initially only apply for a rate variation for one
year, with the issue to be revisited with the new council
when it is elected in October
this year.

Public consultation forms

part of the criteria upon which
councils application for a rate
increase is made.
A report tabled at the meeting

A telephone survey will prove

the main method of the community consultation, as well as
councils Have Your Say website, focus groups, listening
posts set up across the shire,
and reply-paid postcards.

The meeting saw councillors

approve the $25,000 overbudget expenditure required
for the consultation.

A bumpy road for a small

stand-alone economy that relies on no

one but itself. Thats why this project
is so important for Bacchus Marsh, it
addresses some of those congestion
issues, it will assist with the economic
development of Bacchus Marsh; whilst
its had slightly a bumpy road Im sure
the off-ramps wont be as bumpy as
that. I have no doubt that this project
will make Bacchus Marsh a better place
to live, better place to work and will see
further growth in what has been quite
a remarkable development of what was
once a very small apple of a town, Mr
Ronaldson said.

By Kate Taylor

Victorian Minister for Roads and Road

Safety, Luke Donnellan understands
its been a long road for Rob Croxford
(MSC CEO) and knows how important it is for this community to have
this access.
Mr Donnellan was speaking at last
weeks announcement of the Halletts Way funding by Senator Michael
Ronaldson.
I know how important it is to be able
to get on and off the Western Highway;
to have this pedestrian access and bicycle access. It really changes the dynamics of a growing area and that is really
the issue. I think more than anything
else, this is what really keeps a community sane the ability to get around,
the ability to take your kid to school,
the ability to pick your kid up in the afternoon and its great that we have the
support of the Federal government,
Mr Donnellan said.
Patron Senator for Ballarat Michael
Ronaldson, on announcing the funding, said Bacchus Marsh has changed
dramatically.
I was reflecting on the way down this
morning, and I remember when Bac-

Moorabool Shire Council Mayor, Allan

Comrie agreed, Bacchus Marsh was a
nice little country town back years ago.

to Ballarat and there was a very special
caf in town where you get the best

that was ever put on gods earth. Bacchus Marsh has changed dramatically
since those days; this is now a vibrant,

and it has just grown and grown and
grown ever since. This has taken two
terms of council to get it where it is and
there has been a lot of to-and-fro. Weve
done the north side of Halletts Way already and now we have the south side
going as well, and this will all join up,
so within 12 months we will have the
whole road built right through. It will
be a great access and will take the pressure off Gisborne Road.

Expert panel
to oversee
hospital safety
By Jessica Howard
A new chief medical officer has been appointed
in Victoria, as a new panel
is launched in the wake of
the Bacchus Marsh Hospital
crisis.
Cardiologist Associate Professor Andrew Wilson has
taken on the newly created
role in order to strengthen
hospital safety throughout
the state.
He will work with Better
Care Victoria, the Clinical
Networks and Clinical Consultative Councils.
Doctor Stephen Duckett,
the director of health programs at the Grattan Institute, will chair the panel.
A health program director
throughout Australia and
Canada, Dr Duckett will
consult with experts in hospital safety and prepare a
report about the necessary

areas of improvement to the

government later this year.
The changes come after an
investigation into a spike in
potentially avoidable baby
deaths at the Bacchus Marsh
hospital between 2013 and
2014.
Doctor John Ballard, who
in October was appointed
to the board as a delegate
of Health Minister Jill Hennessy, said the appointment of Associate Professor
Wilson and the new expert
panel was welcomed.
Change is already well
underway at Djerriwarrh
Health Services, and we see
these State-level appointments as a further step to
ensuring the right systems,
clinical governance and processes are in place to support
all healthcare professionals
in developing and delivering high quality, safe care,
he said.

Council is seeking feedback on possible rate options for the coming 2016/17 nancial year.
You will have seen recent media on the State Governments decision to cap council rates at an
increase of CPI; 2.5% for the 2016/17 year. This is a one size ts all approach for urban and rural
councils across Victoria.

Blue returns
to coach
By Jessica Howard
Its been ten years since Justin McConnell called Ballan
home, but hes back and this
time as senior playing coach.
A Ballan local for most of
his life, McConnell played
all of his juniors for the Blues
before making his senior debut at just 15-years-old.
The last decade however
has been spent in South Australia, where he played with
Glenelg in the SANFL before
coaching North Gambier to
three flags in the Western
Border Football League over
a six-year stint.
McConnell said he always
believed he would return
to Ballan as his family had
been involved in the community for a long time.
It really is nice to be home
and contributing back to the
town I grew up in, he said.
I am looking forward to
what this season may bring.
The club had an exciting
year [last year] making finals for the first time in a
very long time and we hope
to get further than that this
year. The boys are bringing a
lot of good effort and excitement to training, we have recruited well and the young
ones are really developing.
With pre-season training
commencing in December of
last year and reconvening in
the middle of January, McConnell said he was confident with the teams level of
training.
The boys who have been
there consistently are definitely reaping the rewards
of a strong pre-season.

fete, along with more fun activities. Photo Helen Tatchell

Fete flush
with activities

By Jessica Howard

Once a junior Blue, Justin McConnell will now take on the

role of Senior football coach for Ballan. Photo Helen Tatchell
There have been no excuses,
the training has been very
purposeful and now we
just need to see that follow
through to the rest of the
season, he said.
My role is to provide an
environment where all players, both young and old,
can learn and become better footballers and better
people. Ive been involved
in successful programs over
the last few years so Im hoping to offer that experience
in order to help the boys develop further and perform

even better than last year.

It is a big challenge to finish in the preliminary finals,
but we definitely want to finish in the top four and compete at that top level of competition. If we keep working
hard and learning from each
other we will give ourselves
a good opportunity. We understand there are a number
of strong teams in the league
but we have accepted the
challenge and are working
really hard towards achieving it.

Bejewelled Easter eggs, flying paper planes and a Holden car display are just some
of the activities to feature
at this years St Andrews
Church Fete.
Other highlights include a
display of model aircrafts,
face painting, a sausage sizzle and the annual flower
show, and book fair.
Fete coordinator Mavis
Blackie said the event, which
would take place on March
19, would celebrate the Easter holidays.
We decided to hold the
Decorated Easter egg competition for the little ones.
There will be two age
groups, under-7 and under-15, and each child will
receive a hard-boiled or
blown egg and they will be

able to decorate them, she

said.
Mr Cadbury brought out
the Easter chocolate eggs
that the little kids love but
the bejewelled eggs have
been around for centuries.
A Russian goldsmith called
Peter Carl Faberge was very
talented and in about 1885
he made one at the request
of Tsar Alexander the Third,
he kept making them up until about 1905 and they are
worth a lot of money now.
A London goldsmith got a
hold of one just a few years
ago and it eventually sold for
about $20-million.
Ms Blackie said the competition would not only be entertaining for the children,
but also educational.
Its a fun new addition to
the fete. The floral art competition will also be on again
this year, with the theme

POWER THROUGH PAINT JOBS

of Easter or What Easter

means to me. This will follow the annual flower show,
with sections such as The
Best Single Rose, Carpet
Roses, Miniature Roses,
Carpet Roses and the usual
Geraniums.
A paper plane competition
will occur for the second
year running, with children
under the age of 15 invited
to compete for the longest
distance.
Ms Blackie said children
would be separated into two
age groups and would have
five minutes to create a plane
out of an A4 piece of paper
before flying it as far as they
can.
The St Andrews Church
Fete will run from 9am to
2pm on March 19 at St Andrews Church, located at
24 Gisborne Road Bacchus
Marsh.

Environmental Opinion

PAUL

Four points for your

consideration:
Point One: Saturday night
was horrific. In all my years,
I had never experienced
anything like this. The
winds were so strong that it
uprooted most of the trees
around my neighbourhood.
The sound of the howling
wind was deafening and
there were truly no words
to describe what was going
on around me. I remember
at some point thinking to
myself if I would become a
Tropical Cyclone Winston
statistic; I really thought this
ordeal would be the end of
me. Sina Suliano. Tropical
Cyclone Winston was the
strongest storm ever recorded in the Southern Hemisphere. And the innocent
suffer as we in Australia add
more and more carbon to the
atmosphere.

with Tom Kingston

Super storm and Super funds

Point Two: It might be
worth anyone who has Super and would like to invest
wisely to examine just who
your Super Fund invests
in. According to the latest
news, Super Funds have recently lost billions of dollars
on dirty fossil fuels. Its bad
enough that most Australians are forced through their
superannuation to invest
in fossil fuels. But to make
matters worse, many super
funds have been losing your
money by investing it in
companies that put our land,
water, health, environment,
and climate at risk.
Is your super fund investing
your retirement savings in
companies that damage the
environment and climate?
A report just released by
Super-Switch shows how 15
of Australias biggest superannuation options have lost

$5.6 billion on coal, oil and

gas companies in the last
two years. Thats an average
of $1109 per fund member
across the options studied,
lost on companies that contradict values of preserving
a safe climate and healthy
environment.
Even though many funds
freely talk about climate
risk, they seem to have failed
to listen to their members
- and even heed their own
advice - on this topic. SuperSwitch called this new report Burned, as it seems
this is what super funds
have done to the environment and members retirement savings.
I presume you want to see
funds listen to their members and get their members
retirement savings out of industries for the most important reasons first: that coal,

Perspective

oil and gas are polluting our

environment and driving us
rapidly towards runaway
climate change. If we dont
support this environmental
destruction, we certainly
dont want to be invested in
it.
By checking the Super
Switch website you can find
out if your super fund is investing your money in coal,
gas and oil, and take action
to get your super out of fossil
fuels.
****
Point Three: New Statesman has just released The
Ten Commandments for the
modern age (http://www.
newstatesman.com/politics/
religion/2016/01/ten-commandments-modern-age),
in which six writers share a
commandment for modern
times.
I thought I would share one

of these with you. The writer

Philip Hoare writes the first
commandment under the
heading Take care of the rest
of creation. What follows is
some of what he writes. For
the rest might I suggest you
check out the website listed
above.
Philip writes, Among all the
proscriptions in Mosess mountainous memoranda, the most
glaring omission must be any
acknowledgement of humanitys
responsibility for the planet
So, perhaps it is time to make
amends. Pope Francis seems to
think so. His recent encyclical,
Laudato si, could be taken as a
tardy eleventh commandment
to redress this imbalance for
all that it has come a little late,
by an aeon or two. Indeed, the
Old Testament kick-started the
Anthropocene by firmly determining our dominion over the
natural world, over the fish of

the sea, and over the birds of the

air, and over the cattle, and over
every creeping thing.
But you have only to glance
at hagiography to see a different story. Helen Waddells
wonderful Beasts and Saints,
published in 1934, wittily
retells these tales: from St
Pachome, who would call
crocodiles to take him across
a river to St Jerome, menaced by a limping lion with
a thorn in its paw which
the saint extracted and who
was rewarded with leonine
loyalty surely a parable for
Walter Palmer, the demonised dentist-killer of Cecil
the lion.
****
Point Four: It seems there is
1.2 billion tonnes of brown
coal under Bacchus Marsh;
more on that soon.
What is your opinion?

with Paul Tatchell

The Pursuit of Justice versus Retribution

There has been a plethora of

Press coming from the Royal
Commission into Institutional Responses to Child
Sexual Abuse; probably
the most confronting Royal
Commission in this Countrys history.
The response from the Ballarat area has been extraordinary, as the traditionally
conservative Rural City has
achieved worldwide notoriety for what on the surface
appears to be the historical
home of paedophilia. Its a
bitter pill for the proud history of Ballarat, and there is
no spoon full of sugar coming from the commission to
help the medicine go down.
I dont envy the role of
Commissioner Justice Peter
McClellan AM, or any of the
other Commissioners given
the onerous task of unpeeling the reluctant onion, organically grown on deceit
and denial.
This Royal Commission
has rightly or wrongly put
a prominent focus on the
Catholic Church, or more
importantly the hierarchy
in charge at a place in time
many of us would probably rather forget. Whilst by
weight of numbers, the Ballarat region has well beyond
what would be considered
its fair share of shameful de-

plorable incidents, it needs to

be kept in Perspective that
the problem was global, and
not confined to the Catholic
Church.
Attempting to find a balanced viewpoint burdened
by raw emotion and the
practicalities of the Commissions objective cant be
understated, and the Commissioners are faced with
this task every day.
Stepping back almost 25
years ago and reflecting on
a time when the process of
prosecuting any cleric from
any denomination was met
with resistance from all sectors, not just the organisations the offenders belonged
to. There was a number of
dedicated law enforcement
officers ostracised by their
own, and politically demonised by political leaders,
members of the Department
of Public Prosecution, and
indeed the legal fraternity.
The Catholic Church had
a broad range of influential
people that flexed their political muscle in assisting
Church Leaders to close
the lid on the dark secrets
from the past. This was no
ordinary investigation; the
sensitivities went all the way
to the top, and the resistance
was as discrete as it was
powerful. Witnesses were

reluctant, and some didnt

even know they would eventually find the source of their
constant nightmares, or the
future that lay ahead.
I was running a Pub in
Melbourne when I was approached by Sgt Blair Smith;
whilst it wasnt unusual to
get a visit to the Pub by the
constabulary, The Kensington wasnt exactly an
up-market Hotel where you
would take your mother for
a sherry! Blair was heading
up a small taskforce on clerical abuse and I soon came to
the realisation that the past
doesnt always stay in the
past!
Running the Pub and a
fleet of trucks took a back
seat in assisting Blair to decipher literally thousands of
files stored in a run-down
house in Blackburn where
Blairs team of three were
working in unsophisticated
sub-standard
working
conditions.
As we trawled through
literally thousands of horrific tales of abuse, it soon became apparent that my own
story would pale into insignificance. I had no idea of the
breadth of the investigation,
but the lack of resources was
blatantly obvious.
Trying to convince the DPP
to prosecute offenders was

almost as arduous as the

investigations themselves.
Blair was well aware that
any failure to get a conviction would jeopardise the
whole outfit, and there were
a number of forces working against the operation to
close it down.
Blair Smith and his team
worked night and day to
build cases fighting the system at every turn. The Christian Brothers had been withdrawn from teaching, many
were sent overseas, and others retired to secluded locations; the Brothers refused to
co-operate and the mission
seemed doomed to fail.
With reluctant witnesses
and offenders becoming
ghosts in the night, minimal
resources continued to be
stretched, and rules needed
to be bent. A known Christian Brother was reportedly
living in a well-known college for retired Brothers; it
was agreed that I could get
into the compound to interview the Brother under the
guise of being an ex-student.
I was wired up and spent
the afternoon recording
the observations and recollections from an old Dorm
master that had worked and
lived with offenders during a
dark period in Ballarats paedophilic history. Whilst the

tapes couldnt be used as evidence in court, they formed

part of an evidence trail to
convince the DPP to pursue
prosecutions with an element of confidence in terms
of obtaining convictions.
By 1996 three of the four
members of what was
known as the paedophile
ring had been tried, convicted and jailed; the fourth had
died before being taken to
trial. The process had taken
a heavy toll on Blair Smith,
and he was railroaded into
internal investigation, and
subsequently prematurely
retired from the force.
The mixed response after
Ridsdale, Best and Dowlan
were incarcerated saw the
Catholic Church dig deeper
into their bunker; key players in the cover-ups became
elusive, politicians refused
to get involved and with
limited public support, there
was a sense that the pursuit
of the real truth would once
again stall.
Twenty years on as the
devils playground unfolds
into a series of subjective
recollections from ageing
men, age and time have created the perfect excuse for
selective memory. Had the
powers that be gone harder
earlier the absence of recall
would have been considered

a lie, rather than a highly

doubtful proposition.
Its a travesty that damaged
people need to bare their
inner soles in the pursuit of
vindication, when the simple act of admission combined with genuine remorse
would have reduced the risk
of further carnage to the already broken.
This is not the Royal Commission into George Pell;
The Cardinal is just a small
piece in a very large jigsaw.
The last time I looked comedic tunes and media caravans have little relevance in
the judicial system; theyre
just a distraction.
Whilst the buck may stop
with George Pell in terms
of the Australian Catholic
Church, the constant spotlight aimed squarely at the
big fish is allowing critical
evidence from the perpetrators of the cover-ups to slip
through the net, and the
ghosts of the night that once
were return to the sanctity of
anonymity.
When the media stage is
bare, and the spotlight is
switched off, the victims
will return to the darkness
and the perpetrators will
continue to seek atonement
under the black cloud called
denial.

student Kieren McKenzie
has won the Lions Club
Youth of the Year award.
The 18-year-old VCE student was awarded the John
Cadzow Memorial trophy
during the Bacchus Marsh
Lions Club Youth of the Year
quest.
The late John Cadzow was
an esteemed member of
the Lions Club of Bacchus
Marsh, who was committed
to assisting youth within the
community.
Kieren competed against
fellow schoolmates, Phoebe
Hogarth, Jacob Micevski
and Rachel OHagah, and
Bacchus Marsh College students Meaghan Bodegraven
and Braedan Keen.
Entrants were judged on
their leadership skills, involvement in the wider community including sporting
and cultural activities, their
academic prowess, general
knowledge, personality, and
public speaking skills.
Whilst Kieren was the overall winner, Phoebe Hogarth
took out the award for public
speaking.

Its time to dig out your

runners because the Mountain of Fun Run is here for
another year.
The annual event, which
will be held on Sunday
March 6, invites teams and
individuals to take part in
a 6km or 12.5km course at
Mount Warrenheip.
Organised solely by the
parents and friends of St.
Brendans Primary School
and a dedicated group from
the Dunnstown community,
the Fun Run has seen up to
600 runners and walkers attend in previous years. The
major platinum sponsor is
the Ballan & District Community Bank, with a $5000
community grant.
The event raises money for

St Brendans Primary School,

however in its eighth year,
organisers have also decided
to donate some of the funds
to a rural charity.
Local resident, Eleanor
Dash said the school, in conjunction with their Social
Justice Learning program,
had decided to take on a different learning approach to
the running of the event.
As the school is in a rural
farming area, we have decided to team up with the Burrumbuttock Hay Runners
and donate $1 from every
fun run entry to the cause,
she said.
The Burrumbuttock Hay
Runners donate hay bales
to drought-stricken farmers; successfully completing
nine runs to help those in
need.

Eleanor said they were inspired by their work and

hoped to raise awareness
about the cause as well as a
few dollars.
St.
Brendans
Primary
school students will learn
about the hardships faced
by Australian farmers and
their families, and hope to
start up a correspondence
program with children from
Queenslands
Illfracombe
State School, which is in an
area the relief is most sought
after.
The Mountain of Fun Run
will be held on Sunday,
March 6 at 8:15am for the
12.5km course and 8:30am
for the 6km. Registrations
will be taken on event day
for individuals only. To

All-rounders represent region

By Kate Taylor
A state cricket carnival has
proven just the right place
for two local cricketers to
show off their talent on the
pitch.
Jack McGregor, from the
Ballan Cricket Club, and
Daniel Lalor, from the Bacchus Marsh Cricket Club,
both competed for the Central Highlands Under 14
boys team in the Under 14
State Championships.

Daniel, a top order batsman

and medium pace bowler,
is co-captain of his Bacchus
Marsh Under 14s Side, and
recently represented Gisborne Cricket Association
during the Under 13s Country Week - from there he
went to Brisbane where he
represented Victoria in the
Under 12s State Schools boys
National
Championships,
as vice captain of the team,
and was the 5th highest run
scorer of the championships.
Jack, an opening batsman,

WHATS ON

spin bowler and wicket

keeper, is joint vice-captain
of the Ballan under 16 side
and represented the Ballarat
Cricket Association during
the Under 15 Country Week,
and also plays in the Ballan
1st X1 Seniors where he is
wicket keeper and middle
order batsman.
At the state championships held in Melbourne in
January,
Jack opened with a score
of 30 with four boundaries,

with Daniel coming in at

number three and scoring
26 not out, helping the Highlanders to Victory with nine
overs to spare in their first
match.
Coach Gavin Mackay said
the side played really well,
coming in ninth out of 16
teams in the competition.
We were pretty happy
with that, we narrowly lost
by 15 runs against the side
that came second in the finals, he said.

This week finds you making one of the most important

decisions of the year. You may require some extra time
for contemplation. Academic pursuits may require more
work than expected.

CANCERJune 22-July 22
It is important to look your best all week. The key is to
dress appropriately. Communication difficulties mean that
messages may be snarled. It may be best to confirm
important dates.
LEOJuly 23-August 22

You are really admired by someone who lives afar.

Perhaps this person would love to tell his/her feelings to
you, but finds it inappropriate to do so.
VIRGOAugust 23-September 22

A loved one may ask you to come along on a day trip,

but think carefully before accepting. Creative solutions
win applause at the workplace.
LIBRASeptember 23-October 22
Loved ones are unexpectedly sensitive now, perhaps misinterpreting your motives. Overdue payments should
arrive by Friday..A long awaited invitation may come
after the weekend.

Your computer uses Random Access Memory (RAM) to

hold program code and process instructions that you
give your software when computing. When you turn your
computer off, RAM loses the data that was used during
the computing session. When you restart your computer
the data from the operating system and the programs
you start is once again loaded into the computers RAM.

Avenue Bowling Club

Results - Round 18
Premier Division v Victoria
The team were looking to end a disappointing season
with a flourish against ladder leaders Victoria at home.
Unfortunately this proved not to be the case with the visitors
running out winners by 53 shots. It was not all doom and
gloom however as first time skip Kevin Gilmores rink
stormed home to win by 4 shots against their more fancied
rivals.
Final score - Avenue 73 lost Victoria 126.
Division 2 v Central Wendouree
The Avenue team were also looking to finish off the season
well against a side which was just outside the top four. Bill
Hawkens rink was able to secure a 2 shot win, whilst Tom
Bowtells rink scored an impressive 15 shot win in his first
game as skip for the club. Grant Stirlings rink had an even
tussle for most of the day but dropped 7 shots in the last 4
ends to go down by 10 shots. Unfortunately Glenys Kays
rink came up against an unstoppable opposition who just
had one of those days going down 4-51 in a most out of
character performance.
Final score - Avenue 80 lost Central Wendouree 119.

The pursuit of quick runs resulted in early wickets with
Ballan being all out for 229, setting Mt Clear 110 runs to make
Ballan bat again. Ballans early pressure put Mt Clear on the
back foot. Some freakish fielding and tight bowling from
all bowlers resulted in Ballan bowling Mt Clear out for 165.
Ballan needed 56 runs off 24 balls to obtain an outright win,
unfortunately the boys fell 16 runs short.

centuries which will give a wakeup call ahead of finals.
Ballan tried hard with the bat to get in some good match

The boys were set a tough challenge to restrict North to less
than 100 runs and get 9 wickets all with 50 overs to bowl.
Despite some dropped half chances early, the boys pulled
together to put on a great fielding display to take some great
catches. The boys bowling was their best performance for the
season, led by Liam Penn. The end result, Ballan was able to
get all wickets with 25 runs spare.

Division 3 v Ballarat Memorial Sports

The season is officially over for Ballan after
being on the receiving end of a brutal 44-shot
defeat.
Ballarat Memorial Sports unleashed havoc
from start to finish and never looked in doubt.
For Ballan, this will be the first time in three
seasons that they failed to qualify for the
finals.
Ballan manager Jordan Steen said that the
side would come back next season with a
stronger desire to succeed.
We put ourselves in this position and
although we were relying on other results to
go our way, it was always going to be a tough
ask. Steen said, We lost several matches that
were very winnable this season and thats
something we are going to need to address
over the off season.
All four rinks were defeated during the
124-80 contest.
Dave OHanlon lost by five-shots, Neville
Smith was unsuccessful by seven-shots and
Dave Myers fell short by eight-shots.
Brad Coffey endured the largest margin of
the match as his team was beaten by 24-shots.
Division 9 v North Ballarat
The perfect way to end the regular season
was achieved as Ballan clinched the minor
premiership in a 20-shot victory over North
Ballarat.
An under strength Ballan side fought
gallantly to grind out the 86-66 win.
A truly inspirational 29-shot triumph by
Paul McNaughtons rink was the standout
performance of the day.
Both Charlie Farrugia and Gary Cornell were
defeated by two and seven-shots respectively.
On Saturday Ballan will play Victoria in the
second semi final for a chance to advance
straight into the grand final.
