Tobaccolawsareina
fewpartsofthestatute,andsoinordertomakethechangesthisbillproposesotherlawsneedto
beamended.
Section1:Thebillhasaprovisionthatapersonholdingtobaccoortobaccosubstitutesales
licensehastokeepthembehindasalescounterorinalockedboxawayfromthesalescounter.
ThatwouldtakeeffectJanuary1st,2017.Tobaccosubstituteswouldfallunderthesamelaws
andregulationsastobaccoproducts.
Section2:Therestofthebillfocusesontobaccosubstitutesandaligningthemwithprovisions
fortobaccoproducts.SubsectionAsaysthattobaccosubstituteswouldbeprohibitedinthe
workplaceandpublicplaces,sothatwouldbeaddedtotheexistinglaw.Vapeloungeswouldbe
exempt,theirsolepurposeisawayforpeopletopurchaseandusetobaccosubstitutes.
Section3:Smokinginpublicplaces.Thiswouldaddtobaccosubstitutesintothecurrentlaw
wheresmokingisprohibited.Alsoadduseoftobaccosubstitutestothebanonlightedtobacco
productsonthegroundsofhospitalsorstatefacilities.
Section5:Languagecarriesovertobaccosubstitutesintopersonalhomeoffices,.
Section6:Addstobaccosubstitutestocurrentlaw.
Section7:Addstobaccosubstitutestolanguageofbanningtheuseofalightedtobaccoproduct
inacarwithachildundertheageofeight.
SenatorLyonssaidiftheydecidetotakeupthebilloneoftheirfirstquestionswillbewhatareas
theywanttohearmoreon.McCormacksaidhewouldwanttohearthescienceontheharmful
effectsforothersbeforehesupportedabillthatbanspeoplespersonalbehavior.Collamore
agreedwithMcCormack.SenatorPollinasaidhewouldsupportthebill.

Inthefirstsection,wantstotaketobaccosubstitutesoffthecountersothat
itwashardtoseefromthecounter.Mainlybecausemostofthepackagingistargetedtoyouth.
Thecommitteetalkedaboutbanningvapeloungesbutthenthatwasexemptedfromthebill,but
theydidhavealotoftestimony.Alsotheytalkedaboutincludingecigarettesinthecleanair
laws.Alsotheywantedtopointoutthehealthissuesandthemodelingofbehavioraroundthe
useofecigarettes.Thevoteoutofcommitteewas1010.
SenatorPollinaaskedaboutvapelounges,andKrowinskiansweredthattheyarewherepeople
goandvape.Theyhaveadisplayabouttypesofproductsyoucanpurchaseandthenvape.
Pollinaalsoaskedifthereareotherstatesthathavegonefurtherwithrestrictionsoncigarettes,
andKrowinskisaidtherehadbeen.
McCormackaskedforreviewontheactualproblemscausedbyvapingorecigarettes.
Krowinskisaidthattheamountofyouthwhovapehasbeenhigherthislastyearthantheamount
ofteenswhosmoke.Shesaiditcanbeabridgetosmoking,ecigarettesthemselvesarebadfor

theadolescentbrain,anditcanhinderdevelopment.Thereisnicotinebutalsothevaporthat
comesoutoftheecigaretteshasharmfuleffectsaswell.Shesaidthemainpurposeofthebill
wastopreventyouthfromusingecigarettes.
