9 (3) SENSE OF CONGRESS ON PARTIAL OFFSET

10 FOR BUREAU OF EAST ASIAN AND PACIFIC AFFAIRS

11 FUNDING.—It is the sense of Congress that, of the

12 amounts appropriated or otherwise made available
13 pursuant to the authorization of appropriations
14 under paragraph (1)(C) for the Bureau of East
15 Asian and Pacific Affairs for overseas programs,
16 $100,000,000 should be derived from unobligated
17 balances appropriated or otherwise made available
18 by title III of the Department of State, Foreign Op-
19 erations, and Related Programs Appropriations Act,
20 2010 (division F of Public Law 111–117; 123 Stat.
21 3328) under the heading ‘‘ECONOMIC SUPPORT

22 FUND’’ and title XI of the Supplemental Appropria-

23 tions Act, 2009 (Public Law 111–32; 123 Stat.
24 1895) for international security assistance under the
