led the Bacchus Marsh pre ANZAC Day march from the hospital to the cenotaph outside the RSL. One spectator said the March always sends
a shiver up his spine. You just cant beat the sound of those drums and bagpipes; then to see the diggers marching and being represented is
very emotional. The sun shone through the clouds on a perfect autumn Sunday afternoon, glistening off the war medals of recognition. A large
crowd lined the streets and then joined together for the Commemoration Service. Dignitaries, service clubs and schools laid a wreath in
Remembrance. Bacchus Marsh RSL will hold their dawn service next Monday 25 April from 5.45am with Ballan RSL holding their March and

Horrific death of pet

A Ballan family is mourning the death of their beloved pet dog after a savage
attack that took place in their
own backyard.
The Edols Street residents
were away on what should
have been a relaxing Easter
holiday, when they heard
the news that Max, a sixyear-old pug had been fatally mauled to death.
Owner Joanne Raffaele said
two dogs entered the property, which at the time was
being cared for by a houseguest, and dragged the
pug through a gate before
viciously attacking it.
Max the pug was rushed to
the vet but did not survive.
We are devastated, Ms
Raffaele said.
He was very much part of
the family, he was like another child.
A spokesperson from Moorabool Shire Council confirmed that council officers,
with assistance from local
police, attended the Ballan
property on Good Friday.
It is alleged that two cross
breed dogs entered a property and attacked a small
pug causing serious injuries.

emergency surgery, however
the pug sadly passed away
several days later, they said.
The two cross breed dogs
were subsequently seized
by council officers and will
remain in the care of Council until an outcome of this
investigation. As this matter
is an ongoing investigation,
we cannot comment any

further.
Ms Raffaele, a mother of
four, said the incident wasnt
the first time an attack had
occurred in her street, with
numerous other reports over
the last three to four months.
One other animal, a cat,
was killed and a couple of
other cats mauled. It doesnt
just stem to animals though,
as these dogs have also

bailed up humans, she said.


My daughter, for one, was
approached by one of these
dogs a couple of weeks ago
on her way to the school bus
stop. She rang me on her mobile and I had to go outside
and chase the animal away.
The owners of these vicious
dogs should not even have
these animals on the property. They have inadequate

fencing, which is falling


down, full of holes and is not
braced securely, hence why
these animals continue to
get out time and time again
and freely roam the street.
The spokesperson for Council said dog owners have
the responsibility to ensure
their dogs are securely confined to their premises and
not allowed to wander.
Appropriate socialisation,
training and confinement
can minimise the risk of
dogs rushing or attacking.
Owners of dogs involved
in attacks could face court
action, be liable to a fine
in excess of $6,000 and the
dog may be declared menacing, dangerous or even
destroyed.
Ms Raffaele said she hoped
the devastating loss of her
pug Max would result in
local residents having more
responsibility for their pets.
People should not be allowed to have dangerous
dogs in town if they cannot
control them or have sufficient yarding and fencing
to keep them in. My dog
was on its own property,
behind a fence, yet he was
still mauled. I have four children, imagine if it was one of
them.

Local residents are petitioning for a playground to


be built in a Bacchus Marsh
estate.
Two petitions were presented to the April council
meeting, calling on developer Oliver Hume to install
a childrens playground
in the Parkside Avenue
Reserve in Essence Estate,
however only one petition
was accepted.
120 signatures were obtained, however 105 were
included in an online petition and 15 signatures were
collected in-person on a
hardcopy sheet of paper.
A recommendation put to
the meeting noted that petitions must follow council
guidelines to be valid, and
the online petition did not
meet the guidelines and
therefore should not be formally accepted.
Councillors voted in favour
of the motion, deciding to
accept the petition with 15
signatures.
West Ward Councillor Tom
Sullivan noted that the petition was for the developer
to build the playground, not
council and asked why the
petition was coming before
council.
A report on the call for a
playground to be built will
be prepared by council officers and put to a future council meeting.

A small token

Moorabool Shire residents will
gather in numbers this weekend
to commemorate the spirit of
ANZAC.
Bacchus Marsh RSL president
Irish Kummerlowe said nearly
2000 people congregated outside
the RSL Hall last year a number he hopes to beat this coming
Monday.
The Dawn Service will commence at 5:45am as usual; the
normal dignitaries will be there
alongside Catherine King, the
mayor and other representatives
from council, he said.
I would suggest to people to get
here early as police will have the
area secured and blocked off so
there will be no traffic, meaning
people will have to walk a little
bit. They should also make sure
they wrap up as I am sure, like
last year, it will be cold.
Leading up to ANZAC Day
members of the Bacchus Marsh
RSL will be selling ANZAC appeal tokens outside Westpac
Bank, Darley IGA and inside the
Bacchus Marsh Village Centre, near Aldi.
Mr Kummerlowe said the tokens would be
sold throughout the town until Friday April
22, however would also be available for purchase during the service on April 25.
Meanwhile, the Ballan RSL will honour the
day with a commemorative parade, which
will begin at 1pm from the RSL Hall and
will see dignitaries and other members of

Remembering Court in
those who enlisted Action

A memorial commemorating the First World War will


officially be opened in the
front garden of the Ballan
Hospital this ANZAC Day.
The Anglican Bishop of Ballarat, Right Reverend Gary
Weatherill will officially
open the memorial, which
comprises of commemorative pavers landscaped in
a Canterbury Cross-style
formation, a flagpole, inground lighting and ANZAC roses.
The memorial project grew
out of research undertaken
by the Ballan Shire Historical Society, which uncovered the names of servicemen and women who were
either born in, or lived in
the Ballan Shire at the time
of their enlistment. Most of
these service people are not
named on Ballans existing
cenotaph.

In a bizarre rant a man tried to contest constitutional law,


and claimed that the courts are corrupt in the Bacchus
Marsh Court last week.
The man, who cannot be identified due to further ongoing
police investigations, had numerous outstanding speeding
fines which over time had accumulated to $20,000 worth of
debt.
Walking into court, briefcase in hand the accused man
claimed that he was not himself, but rather I am an agent
and witness of the man you say.
The man began by asserting that I do not consent to the
fines before attempting to reference legal precedence dating
back from 1933.
In his argument against the fines the respondent argued that
Victorian law is unconstitutional law and that corporate
entities such as VicRoads cant hand out fines.
Magistrate Gregory Robinson told the man that he was in
serious risk of going to jail if he did not consent to paying
the fines, saying, I will reject the constitutional arguments
made.
In his defence, the accused cited a devastating divorce,
problems with drugs as well as admitting that, I have a
problem with my temper.
The man in question was ordered to pay back a reduced fine
of $7000 of the original $20,000 that was put onto a payment
plan to help ensure the fines were paid.

Suspicious death of teen

Human remains found in
a shallow mineshaft at the
Lerderderg State Park in Bacchus Marsh have been identified as a missing Chelsea
Heights teenager.
Cayleb Hough, 17, was last
seen in Highett on December

20 of last year. His remains


were found in the local park
on March 10, but were not
identified for another four
weeks.
The death is being treated
as suspicious.
Victoria Police believes
Cayleb was seen travelling

in a blue 2003 Ford Falcon


XR6 sedan with registration
SOG-812. Police located the
vehicle in the car park at
Southbank
entertainment
complex in Melbourne at
about 1pm on Saturday January 16.
The vehicle remains in police possession as the inves-

tigation continues.

Rhodes said police were appealing for public help.

The annual Bacchus Marsh R&SL Dawn Service will be held on Monday 25 April 2016.
The service will commence at 5.45am at the Bacchus Marsh Cenotaph, in Main Street.
To facilitate the event, a temporary closure of Main Street, between Young and Lords Streets, will
be in place from 5.30 to 6.15am.
The annual Ballan R&SL march and service will be held on Monday 25 April 2016.
The march will commence at 1pm at the Ballan R&SL, 146 Inglis Street, Ballan to the Cenotaph

Council is seeking Expressions of Interest for new representatives to join the Moorabool
Access and Inclusion Advisory Committee.
The volunteer committees main goal is to represent the community and provide advice to
Council on long term strategic and systemic issues that may impact on the lives of people living
with a disability, their families and the community in which they live.
Membership of the Moorabool Access and Inclusion Advisory Committee will, as far as possible,
be balanced in regard to age, disability, gender, ethnicity and geographical location.

Contribute to the monitoring, review and evaluation of the Moorabool Access and Inclusion
Action Plan and the health and wellbeing of people with a disability in the community
Identify access and inclusion issue

Respond to requests of advice by Council ofcers on policies, activities, projects and plans.
Council will endeavour to provide support to applicants to assist in the submission of the

Free range yoke

Controversy over what
qualifies an egg to be free
range has finally been laid
to rest, with state and federal
ministers signing off on a legally binding definition.
The new national standard
allows farmers to keep a
maximum of 10,000 hens per
hectare and defines the term
free range as birds having
meaningful and regular access to an outdoor range.
However, local free-range
egg farmer Vesna Luketic, whose Myrniong farm
homes just 750 birds per hectare, said the standard is not
good enough.
I am really disappointed;
this just isnt sustainable
farming. The egg industry
has simply pulled this number [of hens per hectare] out
of their hat, and it is based on
factory farmers lining their
pockets rather than actual
scientific evidence, she said.
The Commonwealth Scientific Industrial Research
Organisation says there cant
be more than 1,500 birds per
hectare, so how can the government justify a number
like 10,000?

prevent the chickens attacking each other. If they are
overstocked with a full beak,
they will fight, but with low
numbers there is no stress.

The federal government


announced the new standards late last month, with
farmers required to include
the bird density on package
labelling.
Ms Luketic said herself and
other members of the Free
Range Farmers Association a not-for-profit group
of commercial egg farmers were invited to talk to
Governments prior to the
decision being made.
I think that the politicians
were just going through the
motions of inviting true free
range farmers to the table for
discussions. I honestly think
that the decision to factory
farm free range was on the
cards from the onset, she
said.
I just feel that they had to
appear to be listening and
consulting with us. I am disappointed that they opted
to support an unsustainable farming method. 10,000
birds per hectare is not supported by anyone other than
the AECL (Australian Egg
Corporation Limited) and
the government ministers.
The national standards
will be introduced next
year, with conditions to be
made clear over the next 12
months.

Hard waste
not supported

A hard waste collection service was rejected by Moorabool residents but transfer
station vouchers would be
welcome.
A survey into the viability
of an on-call, user-pays hard
waste collection service, saw
498 respondents across urban and rural areas indicate
that the majority would not
use such a service.

However, an option to provide transfer station vouchers within rates notices, at


a fee of $10, received strong
support across urban, rural
township and rural living
areas but little support in
rural/farming areas.
A report tabled at the April
6 council meeting noted that
a kerb-side set out service
would have safety issues,

but would benefit those with


mobility issues or no access
to a trailer.

The report also noted that


transfer station vouchers
would reduce revenue from
those currently paying for
using the facility, may increase the amount of waste
which the transfer stations
have to manage, and may
create a black market in
trading vouchers noting
that it would result in higher
administration costs as residents would have to produce
identification to ensure they
are using the vouchers assigned to them, and not to
somebody else.
The report recommended
that council not proceed
with any of the options
relating to a hard rubbish
disposal service, neither
kerb-side collection or an on-

call service, but it did recommend that council writes to


the Grampians Central West
Waste Management Group
in relation to a regional procurement approach for a potential future on-call service.
East Ward Councillor Dave
Edwards spoke passionately
about the need to trial transfer station vouchers being
provided in rates notices,
saying that council currently
spent up to $100,000 over
the past year on cleaning up
dumped rubbish.

This is an emerging and


growing problem as household budgets get tighter
and tighter. I supported a
trial of providing tip vouchers to households as part of
their rates in the hope that
this may reduce illegally
dumped rubbish, Cr Edwards said.

be excessive household rubbish. If we dont do this what
are our options to address
this problem.
Cr Edwards argued that
issuing transfer station
vouchers could save money
cleaning up dumped rubbish in the future, with West
Ward Councillor Tom Sullivan questioning whether
the dumped rubbish is from
Moorabool, saying it could
be from elsewhere.
Councillors voted not to
proceed with either a hard
waste collection service or
a trial of transfer station
vouchers, but voted to engage on procuring a joint regional service in the future.

Relive the music


of masters

The cadences of some of the worlds best composers will be


performed in Bacchus Marsh next month.
The Moorabool Light Orchestra will embark on an exciting
program of Great Classical Overtures by music masters such
as Mozart, Handel, Beethoven, Tchaikovsky, Strauss, Brahms
and Offenbach.
Conducted by local musical director Barry Wilkins and led
by violinist Robert Wrzaszcz, the 40-member orchestra will
perform the famous 1812 Overture, complete with simulated
cannon fire.
The performance will also feature Overtures to William
Tell, The Royal Fireworks, The Magic Flute, Die Fledermaus,
Pirates of Penzance, Rosamunde, Orpheus in the Underworld,
Barber of Seville and the Academic Festival Overture.
Special guests will include one of Australias finest young
tenors, Jacob Lawrence and the locally based Clarinet
Quartet Claritude, featuring Megan Waddington, Ginger
Martin, Bronwyn Rachor and Stephanie Pace.
The Great Classical Overtures will be performed by The
Moorabool Light Orchestra on Sunday May 1 at 2pm in the
Public Hall. Admission is $20, with tickets available at the

In keeping with Aged and Disability Services promise to deliver information,


support and practical assistance to the community on the upcoming changes for
Aged and Disability Services, we are pleased to assist and support Pinarc Disability
Services NDIS presentation.
You may have heard a lot about the NDIS (National Disability Insurance Scheme)
recently in the media. It will be starting in Moorabool and surrounding areas in
January 2017 and this will be the new way that you get your funding. You may be
contacted by an NDIS planner before January and it will be important that you
are prepared and know what to ask for.
We want to make sure that you are aware of some free supports available through
Pinarc.
1. Pinarc is offering free information sessions to learn about how you will get your
funding.
2. Your case manager or key worker will help you prepare for your planning session
for NDIS.
3. If you do not have a case manager or key worker, we can offer you free
pre-planning support.

Dear Editor,
In January 2016 the Minister for Planning inserted a
provision in the planning
scheme without public notice
(VPP 52.32) that dispensed
with a requirement in the
Act (s.97E) that objections
to amendments to Wind
Farm permits be referred to
a Planning Panel, except in
limited circumstances.
Wind turbine neighbour
community group Lal Lal
Environment Protection Association Inc., based east of
Ballarat, obtained legal advice and wrote to the Minister requesting advice as to
the source of power to dispense with that requirement
of the Act. A substantive
response setting out such
source of power has not yet
been received.
Lal Lal EPA has commenced
proceedings in the Supreme
Court of Victoria seeking a
declaration that VPP 52.32 is
invalid as beyond power.
This action follows an application by permit holder
WestWind Energy for an
amendment that would allow turbines to increase in
size from 130m (40 storeys)
to 161m (50 storeys), while
removing only 4 of the 64
planned turbines near Lal
Lal and Elaine. The requested amendment would see
the turbine blade sweep area
increase by more than 70%.
Blade sweep area correlates
with sound produced.

I write regarding the article
Community engagement a
priority (MN 12 April) and
the responses by West Wind
Energy.
We have been offered a
Participation Agreement
the same as the Kearns by
Moorabool Wind Farm Pty
Ltd. After seeking legal advice, we rejected the offer.
Does this mean we are still
considered a stakeholder of
the wind farm? I think not!
We would never consider being a party to or signing any
agreement that allows for,
or acknowledges a permit
holder will breach permit
conditions.
West Wind Energys interpretation of the Participation Agreement and their
intentions is a far cry from
the legal reality. I would
gladly arrange for a copy of
the agreement to be available for anyone wishing to
see for themselves.
As for the comments about
complaints being directed
to the wind farm itself the
Moorabool Shire Council is
the responsible authority for
this wind farm as stated on
the permit. Recent amendments did not change this
fact. There is no option for
an intermediary, regardless of whether West Wind
Energy would like it to be
otherwise.

Dear Editor,
Nearly 30 years I have lived
in Bacchus Marsh but in recent times, my frustration in
local matters is really rising.
Our local MPs constantly
have their pictures in the paper at presentations, openings or similar occasions.
But where are they when we
really need them.
I contacted Catherine King
in January seeking urgent
help. My letter went by registered mail, (and remains
unanswered - not even
acknowledged). Rude and
disappointing.
The ongoing saga of the
ram in Love Close is just too
ridiculous to believe. Who is
actually going to take some
action to help residents up
there?
Our new servo is making rapid progress, forging
ahead at a much faster rate
than most other things in the
Marsh and despite several
requests, we still have no
white paint along the curb
outlets by Darley Park - such
a safety issue.
And while new footpaths
were constructed near the
Commonwealth Bank, what
about the exposed soil area
that remains - it is ugly and
dangerous to pedestrians.
On a brighter note, the new
green space in Main Street,
on the old library site, will
be lovely, even if not entirely necessary and the long
awaited toilets at the Moon
Reserve are fantastic. Well
done.

Agreements
require very close scrutiny.
The advice WestWind gave
to us and which we followed, was to seek legal advice before entering into an
agreement such as the one
presented to us.
By accepting $8000 per
annum, a neighbour relinquishes every statutory
and common law right he
or she possesses, including
the right to sue for noise
nuisance and is bound to
never, ever talk about the
agreement. In the event of a
neighbour suing, the entity
to be sued is the host landholder, not the wind farm
operator.
The more certainty that
the project will be constructed is a step in the right direction for WestWind but until
the building commences
no annual payments will
be made. The turbine hosts
have been waiting for a long
time now and the whole district has been put on hold for
at least seven years. A lot of
damage is done by not having a sunset clause for wind
farm permits. In our situation, at the ages of 74 and 76,
our dream of a peaceful retirement is shattered as our
forward planning ceased in
2009.

Mr Geigers negative answer to the question Can


you confirm that the agreement would have removed
the right to complain?, does
not make sense as it plainly
states in the Section 173
Agreement that the landowner acknowledges and accepts that noise limits, shadow flicker and blade glint
may exceed limits specified
in the conditions of the Permit. The landowner agrees
not to raise any of the above
issues with Council.
Mr Geiger has given nonhost neighbours permission
to speak publicly about their
experience of wind farms. To
whom should these conversations be directed?
In other areas of Australia
that is what people have
been doing for years but
because of Government
policy of deliberately and
unconscionably
ignoring
the distress of those who are
adversely affected by living
in close proximity to wind
turbines, the saga continues.
It is true that my husband
and I have been in respectful
but fruitless contact, in person and by letters for seven
years. In all that time Mr
Geiger has not given us any
confidence that our appeals
have been heard, let alone
acted upon to help us.
The recent appointment
of a Communication and
Stakeholder
Engagement
Manager is an action that
should have been taken long
before the host landholders
were signed in to contracts.

Once upon a time


For this weeks opinion
piece I have three stories, or
perhaps fables, that I would
like to share with you.
Story one: ABC radio announcer Phillip Adams has
coined the word Eucalyptic
when referring to the incendiary impact of our dominant Australian tree. Scott
Jordan (Save the Tarkine)
when watching the devastating fires in the Tarkine
recently, as he waited to defend a property, said the fire
would be steadily moving
through the bush until it hit
a Tasmanian Blue gum plantation. It would then take
off and go much faster and
with far more ferocity. Eucalypts (I am indebted to Clive
Blazey from The Diggers Club
for this information) have
cunning strategies that include dropping bark and
twigs which are flammable

and they also provide see


through canopies so that
flames quickly escalate
through to the airy tree top
where seeds will be released
after the fire moves through
to begin germination as
soon as rains begin. This
means they will outcompete other trees by making
use of gaps in the canopy to
raise temperatures that suit
its predator strategy. These
trees drive bushfires. When
eucalypts replace native
rainforest, something that
is happening in the Tarkine
in places, they escalate temperatures that favour their
renewal. Plantation eucalypts are on the increase in
Tasmania.

Story two: in light of the


recent news about the higher
than normal incidences of

Parkinsons disease in the


Horsham area that could be
the result of pesticide spraying got me thinking about
the war on terror. What is
the real terror here in Australia? I would not like to
downplay ISIS and the terrible things that are happening around the planet
but I would like to offer the
following point. What could
be the biggest threat to our
safety and health in Australia today? Is it ISIS or the
chemicals we use? Maybe
we ought to be a little more
scared of the use of Roundup and other pesticides than
ISIS? Maybe the real threat
to our country is our own
reliance on these deadly
chemicals. Maybe ISIS is a
distraction and we are all
looking in the wrong direction. Maybe our government

ought to fight the war on


pesticides for us instead of
spending billions over in the
Middle East.
This thinking then led me
to thinking about what we
call soft drinks (an interesting term for drinking sugar).
When we see a Coke truck
entering our neighbourhood
do we run in terror? Hardly,
(I can hear the laughter from
here) yet the impact of this
fizzy drink and its cohorts
on our nation is quite frightening and has far, far more
impact on our wellbeing and
health than ISIS does. The
statistics are there for all to
see and the obesity and diabetic epidemics are becoming more and more significant and indeed frightening.
Maybe, in light of the huge
health bills of our country
and massive general health
issues among our popula-

tion, Coke could be well


considered a threat to our
country. Maybe we ought to
run from their trucks when
we see them as they deliver
all that illness to our neighbourhood. At the very least
we ought to tax them to encourage less people to buy
them.

Story three: This week I


read of yet another crime
against
environmental
protestors, this time in the
Philippines. At least three
protesters were killed, 116
were wounded, and 89
were reported missing after
policemen dispersed some
6000 farmers and tribal
people who blocked a major
highway in the province of
Cotabato on April 1.
The farmers were demanding 15,000 sacks of rice

and the immediate release


of calamity funds to address the ongoing drought
brought about by the El Nino
phenomenon.
Initial reports by the Commission on Human Rights
noted that the policemen
who fired their weapons at
protesting farmers violated
human rights and the UN
guidelines on the use of
force by law enforcement.
The farmers were already
on their knees when shot by
policemen, said Erlan Deluvio, commission regional
director.
Yet again the innocent suffer as they protest for our
planet. When will it end?

New wind farm

A 14-turbine wind farm at
Yaloak South, near Ballan, is
the subject of a new period
of community consultation.
The project is owned by
Pacific Hydro, but the company was recently sold to
State Power Investment Corporation (SPIC), which then
announced a review of its
development pipeline currently underway.

which the Planning Minister
approved plans in accordance with conditions on 16
September 2015, meaning
the project is in a position

where it can commence


Phase 1 of the development
that is initial pre-construction works.

Chief Executive Officer


Mike Fuge said the review
will breathe new life into
current projects.

In particular, Pacific Hydro is focusing on projects


in Central Victoria at sites
which have been on hold for
a number of years, Mr Fuge
said.
We will reassess viability from both company and
community
perspectives
with a view to breathing
new life into projects, including sites in Central Victoria.

A spokesperson said the


company expects to re-engage with the community at
Yaloak South.
We are re-igniting our
community consultation,
the spokesperson said.
However, the spokesperson could not specify what
the community engagement would involve, when it
would begin, or what effect it
may have, other than saying
that all Pacific Hydro projects have community funds
attached to them therefore
the consultation could involve discussion about how
any funds deriving from a
potential community fund
might be spent.

Beneath the colour of the
red and blue balloons of Ballarats safe seat democracy
lays the realities of complacency; a strong member
doesnt reap rewards, and
the stronger the member at
the polling booth the weaker
the investment in the seat.
Sadly, the harder a pollie works in a safe seat, the
harder they have to work to
maintain it; its only when a
seat starts to shake that the
coins of contempt pave the
infrastructural delinquency.
The political realities of getting into Government: its a
numbers game!

King has proven to be a for-

midable force in the Ballarat


seat as she enters her sixth
campaign on a healthy margin. The ex-social worker
turned pollie has owned the
seat since 2001, and early
polling suggests she will retain the seat with a comfortable margin.
Politics is a tough game,
and King is regarded as one
of the toughest. The once
safe blue seat turned to red
back in 2001 when King
was virtually unopposed
for much of the campaign
when Olympic Gold medallist Russell Mark abruptly
pulled the pin on the Liberals leaving them scrambling
for a contender.
King has increased her
margin every year with the
exception of the last election when John Fitzgibbon
halved the margin during
the Rudd/Gillard years of
self-interest and Labor dysfunction. Some would consider this to be Kings finest
hour considering the shambolic performance of the last
Labor Government in terms
of self-control.
The Ballarat electorate has
always been a contest between red and blue with rising support from the Greens.

The lack of serious contenders from minor Parties and


the odd Independent have
seen the seat driven nationally as opposed to grassroots; its a hard nut to crack
if you are not red or blue!
The anomaly of an electorate where the focus is not
performance based on the
ground has seen Ballarat
and surrounding districts
short-changed in terms of
regional development with
Ballarat being the focus for
conservative risk reward
spending, where spending a
little should be enough!
In the perfect world, Federal elections should be a
tight contest focussed on
representing the varying demographics. Rural seats like
Ballarat are renowned for
their diversity; cosmopolitan
in the centre and agricultural on the outer, not to mention everything in between.
In a Red or Blue electorate, contesting for third and
fourth place is an expensive
business. The Greens national exposure keeps them
in the game, but we havent
seen a serious Independent
for a very long time; as I said
coming third or fourth is an
expensive business.

Whilst the preferences impact an outcome, if there


is a shortage of contenders
to push the envelope, its
about economics not the
principles of democratic
representation.
Putting the costs of running
a campaign into perspective,
Parties will spend around
$100,000 on a candidate, and
thats on top of the Party
machine that builds their
profile and runs their fundraisers and volunteers.
The other notable anomaly
is that a sitting member is
picking up a pay cheque
throughout a campaign,
whilst a contender has to factor in funding themselves. A
long election costs a lot of
money, and if you are only
there to tighten the contest,
its simply a donation to your
region.
In a two horse race the major
parties will get back a little
over $2.62 per primary vote;
if the field is short on runners and the primary vote is
strong, its almost a money
back proposition, and if you
are the short priced favourite
the Party makes a profit.
Putting aside the millions of
dollars it costs the taxpayer

to run an election, taxpayers are further paying for


sitting members to run their
campaigns on the taxpayers
time sheet, not to mention
flying senior politicians and
staff all over the country
to support the new Party
candidates.
The three-year term for Federal elections has become an
expensive farce; a new Government takes a year to bed
in, a year to govern, then
they are back on the sales
trail.
The instability is reflected
in our revolving door of
Prime Ministers, and minister re-shuffles; its costing an
average of a million dollars
a year to operate a Minister
in or out of government and
they spend most of their
time moving offices.
Whilst longer terms will
promote stability and save
the tax-payers a fortune, ultimately pollies need to start
work for their regions and
the people; running a country is about policy making
not Party politics!

Aarons Amusements is seeking a Weekend Manger from


Thurs to Sunday. This is a job share position with another
person who works Mon Wed. Duties will be undertaken
from your own home and you will be required to manage
weekend morning load ups from a Bacchus Marsh location.
Duties will include but are not limited to:
Answering business phone during business hours and
weekends
Taking bookings over the phone and responding to email
enquiries
Upkeep of social media such as Facebook and Instagram
Identify and seize opportunities to grow the business
Communicating with all delivery staff and maintaining the
roster to enable an effective team
Maintaining consumable stock levels
Most weeks you will be required to work 10-12 hours.
Minimum hours would be 6 hours during winter and the
maximum hours over summer would be 30 hours per week.
This is an amazing opportunity for someone who enjoys
flexibility but also loves working.
The right candidate needs to be extremely reliable and
have a strong work ethic.

The young Scorpions faced Ballarat North United White for their first home game of the
season. Bacchus started nicely with a well-constructed goal to Zac Hafda, nine minutes in.
North fought back well to finish the stronger of the two teams, however, and even though
Bacchus played more structured football, compared to last weeks performance, Bacchus
Marsh were unable to convert several second half chances and went down 3 goals to 1.

The Bacchus Marsh Junior Football Netball teams are looking forward to their hit out against their cross town friends from Darley.

This event will capture the interest from all past and present players and
families that have or are connected to the Bacchus Marsh Football & Netball
teams.
Event: Team of the Era 1978 - 2015
When: Saturday April 23 2016 at 6:00pm
Where: Maddingley Oval
This night will be the announcement of the best Cobras Football & Netball
teams since the Bacchus Marsh FNC joined the Ballarat Football Netball
League back in 1978.
Everyone is welcome on this special night where a massive marquee will be
set-up for this enormous event.
The cost of entry on the night will be: $80 for a single, or $150 for a couple.
This will include a 3 Course Meal + Entertainment.
Come one, come all to celebrate with the opportunity of catching up with
some old mates and reminiscing over the past years of competition.

Sunday 24th April - ANZAC Day Match


SENIORS Bacchus Marsh vs Darley
All are welcome to attend this annual event where the Bacchus Marsh Cobras
will be taking on the current reigning BFL Premiers, Darley Devils for the
ANZAC Day rivalry game. Each year this game is becoming a major event in
the town and is one of the highlight matches for the season. The opportunity
of seeing some excellent battles on field with the Cobras boasting ex AFL
player Cameron Richardson (Kangaroos), ex VFL players Alex Del Papa and
Daniel Burton, the dangerous Logan Blundell and the reliable Tyson Shea
and with the possibility of current Werribee (VFL) Vice Captains Ben Speight
(also former Kangaroos) and Scott Sherlock. These players will be up against
The Devils with Ex AFL Port Adelaide & VFL Williamstown premiership player
Mitchell Banner, the current reigning BFL B&F in Steven Kennedy and the
dangerous Dane Grenfell, Anthony Chui and Jarrod Edwards.

Live Band in the Marquee

Straight after the game the marquee will be open to everyone with free
entry to enjoy the entertainment arranged for the night which will include a
live band.

Monday 25th April - ANZAC Day

On ANZAC Day there will be a set-up that will include a screen in the
Marquee to watch the AFL ANZAC Day game plus entertainment including
a jumping castle for the kids, again entry is free so bring the family.

It was a great performance, Williams, 26, said
of A Piccadilly Princess,
who recorded a fifth straight
victory and a seventh in 13
starts. Im privileged to

horses with these colours on.

The filly by Bettors Delight
out of Hyde Park Royal had
to earn the win.
Flojos Gold flew out of the
gates and was then crossed
by Gavin Lang on Heavens
Trend when they reached
the back straight. As that
was happening up front,
down back Dancingwithsierra led A Piccadilly Princess three-wide, with the
latter settling in the breeze
outside Heavens Trend.
There
they
remained
through a 59.7 first half-mile
before Lang stretched out
on Heavens Trend in a 27.2
third quarter, with A Piccadilly Princess losing touch
approaching the final bend
and Williams dropping her
on to the tail of the leader.
