As to the multi-mode UE, the common anchoring point should be selected to ensure there is no P-GW/GGSN
relocation when the UE moves from the legacy PS core to LTE. That demands that the GGSN/PGW must be
convergent for seamless handover between GU and LTE network.

Background
Investing in more infrastructure to increase the
offered bandwidth is not a suitable policy anymore,
if there is no bandwidth management policies are
deployed in the network..
These bandwidth management control policies
should be based on subscriber category,
geographic location, date and time, application
used, network type and/or network congestion
conditions.
Churn could increase (VIP subscribers) due to poor
customer experience.,
No data monetization based on use and
application.
This along with the risk of losing VIP subscribers
will affect negatively the ARPU.
Solution
Deploy PCC architecture and

FPI = Service Flow Priority Indication
Solution
E2E Resource optimization: PCRF/PCEF rule preparation; PCEF service identification & FPI delivery; RAN schedule by FPI
For GPRS/UMTS network, FPI is mapped as DSCP (differentiated services code point) in IP packet and delivered to SGSN or
RAN.
For LTE network, FPI is mapped into GTP-U extension header and delivered to eNodeB.
Private protocol for transferring data flows on the RAN and CN, but Huawei already presented it to 3GPP specifications.
Innovative bandwidth optimization solutions save radio resource & improve service quality

Policy Generation
Solution
E2E Resource optimization (UL): RNC/eNodeB monitor & report cell status; PCEF/PCRF policy control based on cell load
When the cell status changes, the RAN side reports the congestion level to the GGSN/P-GW using GTP-U extension headers.
The GGSN/P-GW reports the congestion level to the policy center (PCRF or PCEF). (Huawei private protocol)

Solution
By monitoring the TCP window size and RTT between the UE and
SP Application server, UGW can adjust the TCP window size
(using TCP proxy mechanism) to optimize the overall E2E
transmission rate.
TCP Optimization can be flexible enabled for different scenarios: user
priority, service type, network status, RAT type
Benefits
Improve user experience with higher TCP throughputs
Flexible policy may be defined for valuable user and service, not whole
traffic.
