2 Overview

2 Overview
AMR services are 3G speech services. AMR services are classified into AMR-NB services and AMR-WB
(WRFD-010613 AMR-WB (Adaptive Multi Rate Wide Band)) services.

The AMR-WB service is license-controlled.

If the AMR-WB license is not activated on an RNC, ensure that AMR-WB is not enabled for this RNC on the CS core
network (CN) side. Otherwise, neither AMR-NB services nor emergency calls can be set up for UEs supporting
AMR-WB.

If the AMR-WB license is enabled on an RNC, ensure that AMR-WB is enabled for this RNC on the CS CN side.
Otherwise, the AMR-WB service cannot be set up.

3.1 History of UMTS Voice Services
UMTS voice services consist of the AMR service (CS voice) and the VoIP service (PS voice). The
traditional voice bearer scheme is voice over DCH. With the development of technologies and the
enhancement of bearer efficiency, HSPA/HSPA+ is being increasingly used for voice bearer.
Table 3-1 describes the development process of UMTS voice bearer technologies.

3.2 AMR Signal Processing

AMR services are 3G voice services. AMR services are classified into AMR-NB services and AMR-WB
services. The voice sampling frequency and bandwidth of AMR-WB services are higher than those of
AMR-NB services. Therefore, compared with AMR-NB services, AMR-WB services provide better
speech quality.

3 Basic Principle

Figure 3-1 AMR signal processing

Analog voice is sampled by A/D (analog to digit) and coded by PCM (PCM voice). The AMR coding is
used to convert the PCM voice to AMR voice. The AMR modes and rates are controlled by the AMR
Control (AMRC) function.

3.3 Source Controlled Rate

During a normal telephone conversation, the participants alternate so that, on the average, each
direction of transmission is occupied about 50% of the time. Source controlled rate (SCR) is a mode of
operation where the speech encoder encodes speech frames containing only background noise with a
lower bit-rate than normally used for encoding speech. A network may adapt its transmission scheme to
take advantage of the varying bit-rate.
Voice Activity Detector (VAD) on the sender is used to check the activities of speech. If speech is inactive,
the sender transmits SID frame to the RX side. SID frame contains the evaluation of the background
acoustic noise on the sender. When receiving the SID frame, the receiver generates a noise similar to
the sender, called comfort noise, during periods when the transmission is switched off.
In addition to these functions, if the parameters arriving at the receiver are detected to be seriously
corrupted by errors, the speech or comfort noise must be generated from substituted data in order to
avoid seriously annoying effects for the listener.

4 Radio Bearers

4 Radio Bearers
4.1 Radio Bearer Scheme
The data of AMR services is classified into three classes: A, B, and C. The classes stand for different
significance. A is most important, B is in the next place and C is in the last place. Therefore, AMR RABs
consist of three sub-flows: A, B, and C. A has a higher priority than B and C.
The CN transmits three sub-flows to the RNC, and the RNC sets up three RBs by using TM RLC to carry
the sub-flows. Each sub-flow is carried on one DCH.

RAB 0# and RAB 1# are used for CS AMR.

You need to set CSVoiceChlType to DCH to make sure that AMR is carried on DCH.

4.2 Admission Control on AMR Services

AMR services have a higher admission priority than data services.
For details about the admission control rules for AMR services, see the Call Admission Control Feature
Parameter Description.

4.3 AMR Rate Set

The codec rates of AMR services can be adjusted based on the change of radio environments to
achieve better speech quality.
Voice has a period close to 20 ms. So the voice is sampled and processed every 20 ms. AMR rate is
calculated by the following equation:

4.4 Initial Bit Rate

In the uplink, the Initial Bit Rate (IBR) is not only the maximum permissible rate in the initial
communication phase, but also the maximum rate that the uplink AMRC function can select. It is equal to
the maximum rate in the UL controllable rate set. In the downlink, the IBR is the maximum permissible
rate in the initial communication phase.
The RNC calculates IBR in the following way:

When the AMRC function is enabled:

If

the cell load is normal, then IBR is calculated by the following formula:

IBR = max {GBR, IBRmax}

If

the cell is in the basic congestion state, then IBR equals to GBR. For details about basic congestion,
see the Load Control Feature Parameter Description.

When the AMRC function is disabled, IBR is calculated by the following formula:
IBR = max {GBR, IBRmax}

IBRmax is the maximum IBR and is calculated in the following way:

If the Iu UP version is 1, then IBRmax is calculated by the following formula:

Issue 03 (2012-12-30)

4-2

WCDMA RAN
AMR

4 Radio Bearers

IBRmax = min (MBRRAB, MBRLMT)

where
MBRRAB is

the maximum rate in the rate set in the RAB assignment message.

MBRLMT

is the maximum rate configured based on user priority (ADD UCELLAMRC and ADD
UCELLAMRCWB)

If the Iu UP version is 2, then IBRmax equals to MBRRAB without considering MBRLMT.

The minimum IBR cannot be lower than the GBR. If the maximum rate of user priority-based services is
lower than the GBR, the IBR is set to the GBR.

4.5 Controllable Rate Set

A controllable rate set consists of the AMR codec rates that are contained in the supported rate set and
are higher than or equal to the GBR. The rates in this set can be selected by the AMRC function for rate
adjustment. The supported rate set consists of all the AMR codec rates that can be used for service
transport.
For example:
Assume that the supported rate set is {0, SID, 4.75 kbit/s, 7.95 kbit/s, 12.2 kbit/s} and the GBR is 4.75
kbit/s. Then, the controllable rate set is {4.75 kbit/s, 7.95 kbit/s, 12.2 kbit/s}. SID stands for Silence
Indicator and is used to maintain a session when there is no data.
The controllable AMR rate set is valid only when the AMRC function is enabled.
The following table lists the controllable AMR rate set for AMR-NB services.

If IBR = GBR, then the controllable rate set = {GBR}.

Otherwise:
If the CS_AMRC_NB_CMP_SWITCH check box under the CsSwitch
parameter in the MML command SET UCORRMALGOSWITCH is

The CS_AMRC_NB_CMP_SWITCH check box is used to determine whether the
AMR-NB services can be adjusted level by level through AMRC. By default, This
check box is deselected.

If the CS_AMRC_NB_CMP_SWITCH check box is selected, then, the

controllable rate set is determined using the following rules:
Assume that there is a rate set named set A. Set A includes the rates in
the supported rate set excluding SID and 0. Then, the controllable rate
set is calculated in the following way:

If the number of rates in the set A is smaller than or equal to 4, the

controllable rate set is the rates in the set A.

If the number of rates in the set A is larger than 4, rates other than
4.75 kbit/s, 5.9 kbit/s, 7.4 kbit/s, 7.95 kbit/s, and 12.2 kbit/s are
excluded from set A and the remaining rates in the set A form set B.
Then:
If

the number of rates in the set B is smaller than or equal to 4, the

set B form the controllable rate set.

If

the number of rates in the set B is larger than 4, 7.95 kbit/s is

excluded from the set B and the remaining rates in the set B form
the controllable rate set.

Controlling the number of rates in the controllable rate set to be within 4

aims to ensure rapid rate adjustment by AMRC for AMR-NB services.

5 AMRC

5 AMRC
5.1 Overview
The RNC uses the AMRC function to adjust AMR codec rates (WRFD-020701 AMR/WB-AMR Speech
Rates Control). It dynamically adjusts the codec rates based on the link stability and cell congestion state.
The uplink AMRC and downlink AMRC functions work independently.

AMRC Based on LDR

AMRC Based on TFO/TrFO

AMRC Based on Link Stability (see chapter 6 "AMR Link Stability Control")

The AMRC function is controlled by the CS_AMRC_SWITCH switch under the CsSwitch parameter.
There are more specific switches:

The CS_AMRC_WB_CMP_SWITCH switch under the CsSwitch parameter in the MML command SET
UCORRMALGOSWITCH: determines whether the AMRC function is enabled for AMR-WB services.

The CS_AMRC_NB_CMP_SWITCH switch under the CsSwitch parameter in the MML command SET
UCORRMALGOSWITCH: determines whether the AMRC function is enabled for AMR-NB services.

When the AMRC function is enabled, the RNC can adjust the AMR codec rates based on different
conditions. If the AMR codec rate is adjusted to a lower one, the AMR quality will become worse. The
different AMR codec rates have different impacts on MOS (Mean Opinion Score). For details, see 3GPP
TS 26.975.

5.2 AMRC Based on LDR

AMRC based on LDR is one task of Load Reshuffling (LDR). For details about the LDR function, see the
Load Control Feature Parameter Description.
When the cell enters the uplink or downlink LDR state (also called basic congestion state) triggered by
power or Iub bandwidth resource, the maximum permissible UL or DL AMR rate is decreased to the GBR
in the uplink or downlink controllable rate set.
When the cell leaves the LDR state, the rate is not increased.
To enable the AMRC based on LDR, do as follows:

Turn on the LDR switch. The following is an example:

MOD UCELLALGOSWITCH: CellId=4500, NBMLdcAlgoSwitch=ULLDR-1&DLLDR-1

Select the AMRC as one of the actions in LDR state. The following is an example:
MOD UCELLLDR: CellId=4500, DlLdrFirstAction=AMRRateRed, DlLdrSecondAction=NoAct;

5.3 AMRC Based on TFO/TrFO

5.3.1 Overview
The Tandem Free Operation/Transcoder Free Operation (TFO/TrFO) function is used to prevent
tandeming codecs in the traditional UE-UE calling procedure. The corresponding feature is
WRFD-011600 TFO/TrFO.
As shown in Figure 5-1, the traditional procedure includes two coding operations and two decoding
operations, leading to deterioration in speech quality. The deterioration is more noticeable when the
speech codecs are operating at low rates.

WCDMA RAN

Figure 5-1 Traditional speech codec tandem operation

If TFO/TrFO is enabled and the calling and called parties use the same voice coding rate, compressed
speech frames may be directly transmitted between the two parties, without the need for the second
speech coding/decoding. This improves speech quality.
For TFO, there is a pair of codecs on the transmission path in the network, but the two codecs are
bypassed.
For TrFO, there is no codec on the transmission path in the network.
For details about TFO and TrFO, see 3GPP TS 28.062.

5.3.2 Description
AMRC supports the adjustment of the maximum permissible AMR codec rate that is triggered by the
peer RNC.
For AMR services, the local downlink is the peer uplink. If the local is going to adjust the downlink, the
peer should adjust the uplink. Before TFO/TrFO is applied, the codec in the CN close to the UE performs
the rate adaption. After TFO/TrFO is applied, the codec does not need to be configured or is bypassed.

If the downlink codec rate needs to be adjusted (triggered by LDR or link stability control), the local
RNC sends the rate adjustment command to the peer RNC through the CN. The peer RNC further
determines whether to perform rate adjustment according to the AMRC function.

If the RNC receives the rate adjustment command from the peer end, it adjusts the uplink rate at the
local end to the maximum rate that is closest to or equal to but not higher than the rate requested by
the peer end.

To enable the AMRC based on TFO/TrFO, select the CS_AMRC_SWITCH and

CS_IUUP_V2_SUPPORT_SWITCH check boxes under the CsSwitch parameter.

5.4 AMRC Based on Link Stability

For details, see chapter 6 "AMR Link Stability Control."

5.5 AMRC of Combined Services

In scenarios of combined services, AMRC of AMR services supports rate adjustment triggered only by
the peer RNC, and AMRC based on LDR and link stability automatically do not take effect.
When AMRC is enabled, check the status of CMP_CS_FIXED_RATE_WHEN_PS_EXIST_SWITCH
under the CmpSwitch2 parameter of the SET UCORRMALGOSWITCH command when PS services
have configured and AMR services need to be set up.

6.1 Basic Principle
This section describes the basic principles of AMR link stability control, including the following topics:

6.1.1 Overview

6.1.2 Uplink Stability Control

6.1.3 Downlink Stability Control

6.1.1 Overview
When the UE's uplink transmit power or the downlink TCP of the DPDCH exceeds the threshold, the link
stability control function for AMR voice services triggers a rate decrease, an inter-frequency handover, or
an inter-RAT handover, to guarantee the stability of links. These actions are controlled by individual
switches but are performed in this fixed sequence: first rate decrease and then inter-frequency handover
or inter-RAT handover if necessary. When the AMRQosPerform parameter in the MML command SET
UQOSACT is set to YES, the QoS control algorithm is used for AMR services. When the parameter is
set to NO, the QoS control algorithm is not used for AMR services.

6.1.2 Uplink Stability Control

Uplink stability control is described as follows:

When AMRC is enabled:

The

RNC can adjust the rate according to events received.

If

the current rate is the GBR and the RNC receives a report on event 6A1 or 6D or the uplink AMRC
timer expires, the RNC performs inter-frequency handover or inter-RAT handover.

When AMRC is disabled:

WCDMA RAN
AMR

6 AMR Link Stability Control

If

the RNC receives a report on event 6A1 or 6D, the RNC performs inter-frequency handover or
inter-RAT handover.

The handover triggered by link stability is controlled by the following parameters:

UlQosAmrInterFreqHoSwitch or UlQosWAmrInterFreqHoSwitch: Uplink AMR inter-frequency

handover switch. If this parameter is set to YES, the function triggers an inter-frequency handover.

UlQosAmrInterRatHoSwitch or UlQosWAmrInterRatHoSwitch: Uplink AMR inter-RAT handover

switch. If this parameter is set to YES, the function triggers an inter-RAT handover.

If both switches are set to YES, inter-frequency measurement and inter-RAT measurement are started
at the same time. Then, the RNC decides whether to perform an inter-frequency or inter-RAT
handover based on the first report received from the UE.

6.1.3 Downlink Stability Control

Downlink stability control is described as follows:

If AMRC is enabled, periodical report is applied and RNC determines the events E1, E2, F1 and F2.
The

RNC can adjust the rate according to events received.

If

the current rate is the GBR and the RNC receives a report of E1, the RNC performs inter-frequency
handover or inter-RAT handover for the UE.

If AMRC is disabled, event report is applied and the NodeB reports the events Ea and Eb. Event F is
not required because there is no rate adjustment.
If

the RNC receives a report of event Ea, the RNC performs inter-frequency handover or inter-RAT
handover for the UE.

The handover triggered by link stability is controlled by the following parameters:

DlQosAmrInterFreqHoSwitch or DlQosWAmrInterFreqHoSwitch: Downlink AMR inter-frequency

handover switch. If this parameter is set to YES, the function triggers an inter-frequency handover.

DlQosAmrInterRatHoSwitch or DlQosWAmrInterRatHoSwitch: Downlink AMR inter-RAT handover

switch. If this parameter is set to YES, the function triggers an inter-RAT handover.

If both switches are set to YES, inter-frequency measurement and inter-RAT measurement are started
at the same time. Then, the RNC decides whether to perform an inter-frequency or inter-RAT
handover based on the first report received from the NodeB.

The NodeB periodically measures the power of DPCCH pilot

and converts it to the DPDCH power. When the
measurement reaches the threshold, the NodeB triggers the
respective events and periodically reports the measurements
to the RNC.

Events 6A, 6B, F, and E are all measurement types defined in the 3GPP specifications. The digits and lower-case letters
are used to distinguish between measurement sets of the same type. Measurement control parameters (such as threshold
and hysteresis) of different measurement sets can be delivered and processed separately. For example, the RNC delivers
two sets of measurement control parameters M1 and M2 to the UE. Then, event 6A reported by the UE based on M1 is
considered as event 6A1 and event 6A reported by the UE based on M2 is considered as event 6A2.

Uplink Measurement for 6A1/6B1/6A2/6B2/6D

Measurement results serve as the basis of AMRC. By comparing the measurement results with
associated thresholds, the UE reports corresponding events. Then, the RNC takes corresponding AMRC
actions.
Uplink AMRC events consist of 6A1, 6A2, 6B1, 6B2, and 6D. These events indicate different states of
the transmit power of the current UE.
After establishing an AMR voice service, the RNC sends the following information to the UE through a
MEASUREMENT CONTROL message:

Threshold of event 6A1, 6B1, 6A2, 6B2, or 6D for the transmit power

Time to trigger event 6A1, 6B1, 6A2, 6B2, or 6D

Then, the UE measures the transmit power in real time, filters the measurement results, and takes
corresponding actions:

If the UE transmit power is above the threshold of event 6A1 for the transmit power for a period of time
specified by UlAmrTrigTime6A1, event 6A1 is triggered.

If the UE transmit power is below the threshold of event 6B1 for the transmit power for a period of time
specified by UlAmrTrigTime6B1, event 6B1 is triggered.

If the UE transmit power is below the threshold of event 6B2 for the transmit power for a period of time
specified by UlAmrTrigTime6B2, event 6B2 is triggered.

If the UE transmit power is above the threshold of event 6A2 for the transmit power for a period of time
specified by UlAmrTrigTime6A2, event 6A2 is triggered.

If the UE transmit power is equal to the maximum transmit power for a period of time specified by
UlAmrTrigTime6D, event 6D is triggered.

Each time a measurement event is triggered, the UE sends a measurement event report to the UTRAN
through a MEASUREMENT REPORT message. Then, the uplink AMRC function performs
corresponding control tasks according to the report.
Events 6A1, 6A2, 6B1, and 6B2 have different thresholds, as shown in Figure 6-1.

6 AMR Link Stability Control

Figure 6-1 Uplink events and thresholds

As shown in Figure 6-1, the maximum uplink transmit power for conversational services is specified by
the parameter MaxUlTxPowerforConv. Delta_6a1, Delta_6b1, Delta_6a2, and Delta_6b2 are relative
thresholds, which are the differences between the absolute thresholds of events 6A1, 6B1, 6A2, and 6B2
for the transmit power and the maximum uplink transmit power of conversational service. They are
specified by parameters UlThd6A1, UlThd6B1, UlThd6A2, and UlThd6B2, respectively.
The absolute thresholds are calculated by the following formulas:

Threshold of event 6A1 for the transmit power = MaxUlTxPowerforConv - UlThd6A1

Threshold of event 6B1 for the transmit power = MaxUlTxPowerforConv - UlThd6B1

Threshold of event 6A2 for the transmit power = MaxUlTxPowerforConv - UlThd6A2

Threshold of event 6B2 for the transmit power = MaxUlTxPowerforConv - UlThd6B2

The threshold of event 6D is the maximum transmit power of the UE.

DL Measurement for Event E1/E2/F1/F2

Measurement results serve as the basis of AMRC. By comparing the measurement results with
associated thresholds, the RNC takes corresponding AMRC actions.
Downlink AMRC events consist of E1, E2, F1, and F2. These events indicate different states of the
transmit power of the current DPDCH. The RNC adjusts the maximum permissible downlink AMR codec
rate according to the reported events.
After establishing a service, the RNC requests the NodeB to periodically send measurement reports on
the downlink transmitted code power (TCP) in the pilot field of the DPCCH. After receiving the request,
the NodeB sends the measurement reports of the TCP to the RNC periodically.
After receiving the measurement reports, the RNC converts the measured DL TCP in the pilot field of the
DPCCH into the average transmit power of the DPDCH. Then, the RNC compares the average DPDCH
transmit power with the thresholds of events E1, E2, F1, and F2 to determine the type of event.

When the average transmit power of the DPDCH is above the threshold of event E1 for the transmit
power, event E1 is triggered.

When the average transmit power of the DPDCH is below the threshold of event E2 for the transmit
power, event E2 is triggered.

When the average transmit power of the DPDCH is below the threshold of event F1 for the transmit
power, event F1 is triggered.

When the average transmit power of the DPDCH is above the threshold of event F2 for the transmit
power, event F2 is triggered.

Events E1, E2, F1, and F2 have different thresholds, as shown in Figure 6-3.

6 AMR Link Stability Control

Figure 6-3 DL events and thresholds

The maximum downlink DPDCH transmit power shown in Figure 6-3 is specified by the parameter
RlMaxDlPwr. Delta_E1, Delta_E2, Delta_F1, and Delta_F2 are relative thresholds, which are the
differences between the absolute thresholds of events E1, E2, F1, and F2 for the transmit power and the
maximum downlink DPDCH transmit power. They are specified by the parameters DlThdE1, DlThdE2,
DlThdF1, and DlThdF2 respectively.
The absolute thresholds are calculated according to the following formulas:

Threshold of event E1 for the transmit power = PPCPICH + RlMaxDlPwr - DlThdE1

Threshold of event E2 for the transmit power = PPCPICH + RlMaxDlPwr - DlThdE2

Threshold of event F1 for the transmit power = PPCPICH + RlMaxDlPwr - DlThdF1

Threshold of event F2 for the transmit power = PPCPICH + RlMaxDlPwr - DlThdF2

PPCPICH is the power for P-CPICH. RlMaxDlPwr is the power offset relative to P-CPICH.

Downlink Measurement for Event Ea/Eb

Event E is used to check whether the downlink power is excessively high. Event E consists of event Ea
and event Eb.
According to the measurement result of downlink transmit power in the pilot field of the DPCCH, event E
is triggered as follows:

If the transmit power in the pilot field of the DPCCH is above the threshold of event Ea for a period of
time specified by DlAmrTrigTimeE, event Ea is triggered. Then, the NodeB periodically reports the
measurement results of the transmit power to the RNC. The period for the NodeB to report
measurement results is specified by the parameter ChoiceRptUnitForAmrE, TenMsecForAmrE, or
MinForAmrE.

If the transmit power in the pilot field of the DPCCH is below the threshold of event Eb for a period of
time (DlAmrTrigTimeE), event Eb is triggered.

6 AMR Link Stability Control

The threshold of event E is related to services. The absolute threshold of event Ea or Eb is calculated
according to the following formula:
E threshold = Maximum DL power - Relative threshold + PO3
In the equation:

E threshold is the absolute threshold of event Ea or Eb.

PO3 is the offset from the transmit power in the pilot field of the DPCCH to the transmit power of the
DPDCH.

Relative threshold is the relative threshold of event Ea or Eb, specified by the parameter ThdEa or
ThdEb respectively.

Maximum downlink power is the maximum downlink transmit power of DPDCHs.

6.3 AMRC Based on Link Stability

Uplink Rate Adjustment
The uplink AMRC function is based on uplink UE transmit power. The uplink AMRC function can adjust
the maximum permissible uplink AMR codec rate in the controllable rate set by only one level each time.
The detailed process is as follows:

If the report on event 6A1 or 6D is received, the maximum permissible uplink AMR codec rate is
decreased. Rate decrease is performed continually until the report on event 6B1 or 6B2 is received. If
the rate is the GBR before the rate decrease or if the rate decrease fails, an inter-frequency or
inter-RAT handover is performed.

If the report on event 6B2 is received and the uplink load is normal, the maximum permissible AMR
codec rate is increased. Rate increase is performed continually until the report on event 6A2 or 6A1 is
received. If the rate is already the maximum rate in the controllable rate set before rate increase, rate
increase is not performed.

The timer is specified by the parameter AmrUlRateAdjTimerLen/ WAmrUlRateAdjTimerLen. This

parameter specifies the duration of waiting for the voice quality enhanced acknowledgment after the
uplink AMR mode adjustment when the associated command is delivered. After each adjustment, the
uplink rate adjustment waiting timer for AMR service is started to avoid frequent adjustment and stops
when the next measurement report is received. If no measurement report is received when the uplink
AMRC timer expires, you can infer that the measured value remains in the same state as that before the
previous uplink AMRC mode adjustment. The previous AMRC mode adjustment is not effective, and
another adjustment is required.

DL Rate Adjustment
The DL AMRC function adjusts the maximum permissible downlink AMR codec rate in the controllable
rate set based on the transmit power of the DPDCH. This function can adjust the rate by only one level
each time.
The detailed process is as follows:

If the report on event E1 is received, the maximum permissible DL AMR codec rate is decreased. Rate
decrease is performed continually until the power is below the threshold of event E2. If the rate is the
GBR before the rate decrease or if the rate decrease fails, an inter-frequency or inter-RAT handover is
performed.

If the report on event F1 is received and the DL load is normal, the maximum permissible AMR codec
rate is increased. Rate increase is performed continually until the power is above the threshold of
event F2. If the rate is already the maximum rate in the controllable rate set before rate increase, rate
increase is not performed.

7.1.2 Impact on Network Performance

In areas with good coverage, both 23.85 kbit/s and 12.65 kbit/s AMR-WB services provide better speech
quality than 12.2 kbit/s AMR-NB services.
However:

23.85 kbit/s AMR-WB services consume more resources than 12.2 kbit/s AMR-NB services, such as
air interface resources, CE resources, and code resources. If resources become insufficient, the RAB
setup success rate decreases. With the same downlink transmit power, the cell coverage for 23.85
kbit/s AMR-WB services is smaller than that for 12.2 kbit/s AMR-NB services, and the speech quality
at the cell edge is poorer.

12.65 kbit/s AMR-WB services consume almost the same amount of resources as 12.2 kbit/s AMR-NB
services, and the cell coverage for them is almost the same. Therefore, KPIs such as the RAB setup
success rate and call drop rate are almost identical.

8 Engineering Guidelines

8 Engineering Guidelines
8.1 Deploying AMR-WB (Adaptive Multi Rate Wide Band)
8.1.1 When to Use This Feature
It is recommended that this feature be enabled for operators who require high speech quality.
After this feature is enabled, 23.85 kbit/s AMR-WB services consume more resources than 12.2 kbit/s
AMR-NB services, such as air interface resources, CE resources, and code resources. If resources
become insufficient, the RAB setup success rate decreases. With the same downlink transmit power, the
cell coverage for 23.85 kbit/s AMR-WB services is smaller than that for 12.2 kbit/s AMR-NB services,
and the speech quality at the cell edge is poorer. As a result, the call drop rate of 23.85 kbit/s AMR-WB
services is higher than that of 12.2 kbit/s AMR-NB services. Therefore, this feature is not recommended
for 23.85 kbit/s AMR-WB services in KPI-sensitive cells.
After this feature is enabled, UEs with compatibility issues may become muted or hear metallic sounds.
Therefore, perform InterOperability Testing (IOT) tests to check for UE compatibility issues before
enabling this feature.

Precautions
Do not configure parameters without Huawei professional technical support because incorrect
parameter settings may affect system capacity and network performance.
Note the following:

If the Wide Band AMR license is not activated on an RNC, ensure that AMR-WB is not enabled for this
RNC on the CS CN side either. Otherwise, UEs supporting AMR-WB cannot perform AMR-NB
services or emergency calls.

If the Wide Band AMR license is activated on an RNC, ensure that AMR-WB is enabled for this RNC
on the CS CN side also. Otherwise, AMR-WB services cannot be set up.

Feature Activation
1.

Run the BSC6900 MML command SET UAMRCWB to set RNC-level AMR-WB speech rates for
gold, silver, and copper users.

2.

(Optional) Run the BSC6900 MML command ADD UCELLAMRCWB to set cell-level AMR-WB
speech rates for gold, silver, and copper users.

Activation Observation
1.

Run the BSC6900 MML command LST UAMRCWB to query RNC-level AMR-WB speech rates for
gold, silver, and copper users.

2.

(Optional) Run the BSC6900 MML command LST UCELLAMRCWB to query cell-level AMR-WB
speech rates for gold, silver, and copper users.

3.

On the BSC6900 LMT, open the Monitor tab page. In the navigation tree, choose Monitor > UMTS
Monitoring and double-click Connection Performance Monitoring. In the displayed dialog box,
set Monitor Item to AMR Mode.

4.

Make available two UEs that support AMR-WB: UE 1 and UE 2. Make UEs camp on CELL_A11.

5.

Use UE 1 to call UE 2 to verify that calls are being successfully established and the voice is clear.

6.

Check the AMR mode during performance monitoring, and verify that the downlink rate of UE 1
reaches the specified value.

Deactivation
Run the BSC6900 MML command SET LICENSE to deactivate the license that controls this feature.
After the license is deactivated, UEs supporting AMR-WB cannot set up wideband or narrowband services. If AMR-WB is
disabled for an RNC on the CN side, UEs supporting AMR-WB under this RNC can still set up narrowband services.

Feature Activation
Run the BSC6900 MML command SET UCORRMALGOSWITCH (CME single configuration: UMTS
Radio Global Configuration Express > Connection_Oriented RRM Switch Configuration > Connection
Oriented Algorithm Switches; CME batch modification center: Modifying RNC Parameters in Batches) to
turn on the IuUP V2 switch to support TFO/TrFO. In this step, select the
CS_IUUP_V2_SUPPORT_SWITCH check box under the CS Algorithm Switch parameter.

Activation Observation
1. Start Uu interface tracing on the BSC6900 LMT.
2. Use UE 1 to call UE 2. Use UE 2 to answer and start a conversation with UE 1. When UE 1 moves to
the cell edge, the RNC should send UE 1 an RRC TFC CTRL message for rate reduction, indicating
that this feature has been activated.

Deactivation
Run the BSC6900 MML command SET UCORRMALGOSWITCH (CME single configuration: UMTS
Radio Global Configuration Express > Connection_Oriented RRM Switch Configuration > Connection
Oriented Algorithm Switches; CME batch modification center: Modifying RNC Parameters in Batches) to
turn off the IuUP V2 switch. In this step, deselect the CS_IUUP_V2_SUPPORT_SWITCH check box
under the CS Algorithm Switch parameter.

Example
//Activation procedure
SET UCORRMALGOSWITCH: CsSwitch=CS_IUUP_V2_SUPPORT_SWITCH-1;
//Deactivation procedure
SET UCORRMALGOSWITCH: CsSwitch=CS_IUUP_V2_SUPPORT_SWITCH-0;

8.3 Deploying AMR/WB-AMR Speech Rates Control

8.3.1 When to Use This Feature
It is recommended that this feature be enabled in the following scenarios:

The system load is heavy.

The uplink coverage is insufficient.

The TFO/TrFO feature has been enabled

This feature improves speech quality and uplink coverage and decreases system load.
After this feature is enabled, UEs with compatibility issues may become muted or hear the sound of
running water. Therefore, perform IOT tests to check for UE compatibility issues before enabling this
feature.

enabled with transmit diversity to a cell
disabled with transmit diversity, the UE
may return active set update failure. If
the switch is set to ON, the BSC6900

When the switch is set to ON, if the UE
supports the MOCN feature, the SRNC
