Over 35 years ago RSCAs wood-frame median signboards on
Marine and Redwood Shores Parkways were there to welcome
home the American hostages that had been held overseas.
Those two RSCA signboards, with hand-placed letters, have
been there since 1980 to provide information to the
community about Shores events and issues. The location of
those signs was carefully chosen so that you cannot reach any
residence in Redwood Shores without passing one of those
two signboards.
Our signboards have required constant maintenance and the
need for someone to go out, rain or shine, to replace the
letters, one-by-one. This has severely limited message content,
with little ability for last minute changes. With the midpeninsula now the center of Silicon Valley, it seemed well past
time to upgrade the technology and simplify the process.
Coming this summer will be new electronic signboards. We
have been planning for this significant change in technology

I have vivid memories of
the day my parents
brought that car home;
the first new car I
remembered. Some 10
years later, when it
became mine, I couldnt
be prouder.
Despite
dinging it up a bit the last
few years of high school,
Mayor John Seybert
I treated that car like I
City of Redwood City
was about to enter it into
a classic car show. However, I failed to pay careful attention
to one minor piece of the cars infrastructure; oil.
Early into my freshman year in college, an awful noise,
followed by a complete shutdown of the entire vehicle,
signaled the death of my beloved Gran Torino. Why? A
simple lack of attention to infrastructure.
Redwood City, while it doesnt require routine oil changes,
has critical infrastructure that needs be cared for and
maintained in order to ensure our long term sustainability.
Fortunately, because of the wisdom of our community in
passing the Utility Users Tax years ago, leaders that have
proceeded me on the City Council, and our current staff and
City Council, we have a healthy, annual investment in
Capital Improvement Projects.
Looking forward to 2016-17, our investment in our
infrastructure will be over $32,000,000; paid for by the
Utilities Users Tax, Water and Sewer Enterprise funds, ParkIn-Lieu funds, Parking fund, Gas Tax, Grants and special
assessment districts.
On Monday, March 28th, our City Council heard a staff
presentation on proposed Capital Improvement Projects for
the 2016-17 fiscal year and provided direction for eventual
approval during the budget process in June. Included in the
list are the following projects:

Middlefield Road Utility Undergrounding
Water Distribution System Replacement
Sewer System Replacement
Roadway Pavement Management
Sewer Pump Stations Rehabilitation

Preventing Package Theft:


Tips to Keep Home Deliveries Safe

The advancements in technology
and affordability have made home
surveillance systems a great option
for home security.
There are several camera options
available ranging from cameras
that activate when someone rings
your doorbell to systems that
operate on motion sensors and
can be viewed and alert residents
via smart phones and computers.
The Redwood City Police Department has identified some
steps citizens can take to help prevent these package thefts.
Sign-up for delivery text alerts so you can receive real-time
updates when your packages are being delivered. This can
be done directly on each carriers home page (FedEx,
UPS, etc)
Contact the police immediately to report any suspicious
people or activity

Utilize locking mail boxes so mail and packages can be


secured after delivery
If youre not going to be home to accept your packages,
contact a neighbor and have them receive the package for
you
Many residents have opened a rental account with a local
mailbox service center. One of the benefits frequently
offered by these businesses is the ability to have packages
delivered and held at these busineses.
The price point for video surveillance systems has dropped
considerably, making the purchase of a high quality multicamera, cloud-based storage system quite affordable.
Face at least one camera toward the street to capture
suspect vehicle descriptions and associates.

suspicious, SAY SOMETHING!

Redwood Shores Tennis Club Kicks O 28th Season with Double Event

The RSTCs annual Membership Mania is open to anyone
who wants to find out about the club, play a little tennis and
enjoy a courtside breakfast. Due to a rain-out on the
scheduled date, the event was held the following week (on
March 19) in conjunction with the first tournament of the

season. That made for a very busy dayaccommodating a


tournament draw of 16 people playing a modified teamtennis format, plus some new players who had come for the
Membership event. All the newcomers enjoyed themselves
and expressed an interest in joining. The RSTC is a social club
whose members nevertheless like competitive tennisbut at
the end of the day its about having fun.
The weather was beautiful, and the players had a full day
despite the small draw. Some were feeling a bit weighted down
due to the proximity of donuts, muffins, and Danish that
were too hard to resist. There were also assorted fruits, and
coffee from Starbucks. Since the primary activity was the
tournament, availability for open play was limited, but the
newcomers were rotated in so that each got to play a full 8game set. Under the circumstances, the tournament director
decided that it would be unfair to tally scoresso chalk this
one up as a warm-up tournament!
By the time this issue of the Pilot reaches Redwood Shores
residents, the April tournament (on the 23rd) will have come
and gone. The May tournament will be held on May 21st.

May 28: Spotlight on Youth Network
of Learning, Serving, and Growing
by Shelly Masur, Member, City Council of Redwood City
The Young Dreamer Network (YDN) in Redwood City
delivers on the aphorism, Think globally, act locally. But
the nonprofit also turns that saying on its head and does just
the opposite.
YDN not only engages teens in local community service
projects (partnering with groups like Kainos, North Fair
Oaks Forward, St. Anthonys Dining Hall, Redwood City,
and others), they also coordinate international volunteer
service trips for those same kids. While becoming immersed
in the cultures and languages of places like Costa Rica, India,
Guatemala, Africa, or Vietnam, these youth work to make
a positive, sustainable impact on those local communities
through meaningful volunteer service projects.

These kinds of activities provide Redwood City high school
students with an unparalleled opportunity to build
leadership skills and develop strong connections with both
our Redwood City community and communities globally,
as they learn, serve, and grow.
May 2 8 is Young Dreamer Networks Be the Difference
Week 2016, and the group is working to inform, inspire,
and involve the Redwood City community in
understanding and supporting their work to help youth
create sustainable change here and around the world.
During that week, YDN will be using social and traditional
media and other platforms to spotlight the remarkable work
that is being accomplished.
I strongly support YDN, and encourage others to be part of
this extraordinary network. So far, nearly 200 Redwood City
teens have participated; over 60 service trips have taken
place; eight YDN chapters have been created worldwide;

and countless hours have been contributed on community


service projects, both in the chapter countries and in the
greater Redwood City area. Its a truly transformative
network that is helping to prepare tomorrows leaders and
visionary difference-makers.
"YDN has been life-changing for me, and I've in turn
changed lives in the communities we serve. I have a new
awareness of the world, and that we all share the same
dreams for our future. Locally Ive helped serve Bay Area
residents and causes, and my trip to Guatemala helped a
small village to be more self-sufficient and
environmentally sustainable. My YDN experience has
inspired me to bring my new skills and worldview to
everything I do - so I can continue to be the difference!

workshops and community service projects.

I T S E LEMENTARY
As May begins, you should know that our students in grades
38 are taking computer-based state tests for the second year
now. The tests are aligned to our new state academic
standards in reading, writing, and math, and they adapt to
each students performance, with subsequent questions
changing in difficulty based upon a students earlier answers.
We expect to share the results with you in September. You
can try out sample questions at caaspp.org, following the
links to the practice tests.

Enrollment Growth
In addition to administering state tests, we are preparing for
the 2016-17 school year. Once again, our enrollment is
growing. Districtwide, we had 19 classes of kindergarten in
the fall of 2014, then 20 classes in 2015, and we have 524
prospective kindergarteners enrolled for school in fall 2016,
which will require 21 classes of kindergarten at 25 students
apiece. We are monitoring enrollment closely, and our
demographic consultants presented their forecast through
2020-21 to the school board two weeks ago. You can find
it online at brssd.org/fcexp.

Our school districts enrollment is something of an outlier


within the county, as these two graphs indicate.
As you can see, our enrollment has grown dramatically more
than the rest of San Mateo County, and more than any other
school district in the county from 2004 to 2014.
Historically, our enrollment growth has been more
significant in Redwood Shores compared to Belmont.
However, over the last three years, elementary enrollment
in the Shores has flattened out while Belmonts elementary
enrollment has grown noticeably. In sum, districtwide
enrollment and demand for classrooms continues to grow,
and we have sufficient capacity in Redwood Shores schools
for our Redwood Shores students.
The 2014 bond measure passed by the community has been
indispensible in addressing this enrollment demand. We are
incredibly grateful for your support. Updated designs for
the Sandpiper School project are continually posted on our
website. We will notify the community when the traffic
study regarding that project is complete. Do not hesitate to

New Median Signs

for a long time and have taken steps to ensure that these
signboards become a more timely source of community
information WITHOUT becoming a distraction.

The median signboard on Marine Parkway after its last


cleanup and maintenance in 2011.

RSCA has been working with Redwood City since 2008 on


finding a way to upgrade these old wooden signs. Thats 8-plus
years, three City Managers, and several changes in City Staff,
so this has been a long and thoughtful process.
By June of 2010, early in the process and again working with
the City, we had developed these requirements for any new
electronic signboards:
Same size/height as our current wooden signboards.
Remote and secure access for message updates.
Direct access for the City to use in an emergency. (We
will be using the same technology as RWC Police
Department.)
Provision for signboards on BOTH sides, costs
permitting. (Currently the message board is visible only
when entering the residential areas but not when leaving.)
Signs, support posts & structure to meet all Redwood
City codes and requirements for roadway signage.
This last created an immediate problem since in 2010 City
ordinances did not allow for ANY electronic signboards. So
our signboard replacement project went on hold while the
City went through the process of updating its ordinances to
allow for modern signboard technologies, and while we
searched for cost-effective signboards that met our needs.

RSCA also developed and agreed with Redwood City on these


guidelines and limitations for the use of any new electronic
signs:
Brightness to be just visible in daylight (not so bright as
to distract or create a nuisance to motorists); autodimming at night or in inclement weather.
RSCA will have NO flashing or scrolling messages !
(This capability does exist, and the City may in an
emergency use these features.)
No changing of messages more often than one time per
day, and this will usually be in the middle of the night.
Messages will not be constantly changing while people
are driving by.
In its Articles of Incorporation, dated October 1970, one of
the stated purposes of our Association was to provide information of interest and importance to the community. That
started with The PILOT, which became a monthly magazine
in 1975. Our wooden signboards moved to their current
location in 1980, and in recent years RSCA has added a web
site and email system to our methods of communications.
Again, RSCAs goal with these new, electronic signboards is to
provide a more timely and efficient mode of communication
while not creating a distraction along the parkways.

Lions? In the Shores?

Must have been a dream.
Well past midnight many years ago, I could have sworn I
heard lions roaring in the night! In Redwood Shores??
Then several nights later, I heard it again. Deep roaring like
in the movies when there's a family of lions roaming in the
Sahara desert. My wife heard it, too. So we knew for sure.
This wasn't a dream! IT WAS...Marine World/Africa U.S.A.
The marine and wildlife amusement park that's now in
Vallejo was in Redwood Shores several decades ago on a
multi-acre site along Marine Parkway. So, my wife and I
weren't dreaming. There really were lions here...at the wildlife
park. And there were dolphins and various species of fish,
exotic birds and sometimes even elephants and monkeys.
The funny thing is...we hadn't actually visited the park, even
with Marine World/Africa almost literally in our backyard.
Our son was too young at the time. So we waited. And
waited.
Then one weekend in the 1980s when our son was older, we
decided...Hey! Let's go to Marine World! But wouldn't you
know it? After weeks of nice, sunny weather, it was raining
that weekend and when we pulled up to the main entrance,
the amusement park was closed due to the stormy conditions.
Then a few weeks later, Marine World closed for good in the
Shores, prior to moving to its present site in Vallejo, CA.
But maybe we actually hadn't missed out entirely. Because
months after Marine World had left the Shores and we were
no longer hearing big cats some nights, we heard different
sounds very early some mornings. Or were we half asleep?
Imagining we were hearing...cock-a-doodle-doo!! Roosters!!
In the Shores?
Maybe some roosters had gotten loose? Who knows? But for
several years we occasionally
spotted roosters and hens in
the neighborhood. What a
great alarm clock, those
roosters! Their crowing in the
morning guaranteed we'd be
off to work and school on
time. And when we heard
them, we imagined we were in
farm country, right here in the
heart of the bustling Bay Area.

at CARLMONT HIGH SCHOOL:
Spring Instrumental Music Concert
Whether its jazz, classical or all-time movie favorites, the
sounds of Carlmonts Instrumental Music Program will
appeal to all. The various band and orchestra groups will be
performing from Wednesday, May 18th to Friday, May 20th
at the Carlmont Performing Arts Center, from 7p.m. to
9p.m. The group will be featuring famous works from all eras
of music, and a wide range of pieces for music enthusiasts.
Math Awards Night
Mathletes, congregate! Carlmont will be presenting awards to
its top students in mathematics on Wednesday, May 25th from
6 p.m. to 9 p.m. Certificates will be presented to students who
have performed exceptionally in their mathematics classes,
and all parents and friends are invited to experience this
special occasion.
Graduation
The graduation hats are worn and the tassels are shifted, and
it is time to say goodbye to the Carlmont Class of 2016. Join
Carlmont in sending off this years graduates during the final
ceremony on Friday, June 3rd from 10a.m. to 12p.m. on the
school football field. For one last time, go Scots!
at SANDPIPERELEMENTARY:
PTA Meeting
Discuss important events and activities, and be an active
member at your childs school. The next PTA meeting at
Sandpiper Elementary School will be on Friday, May 13th from
8:30a.m. to 10:30a.m.

A night featuring the proudest achievements of all Sandpiper
students during the school year, as displayed in every classroom.

MOTHERS DAY BRUNCH


One of my dear friends usually hosts a Womens Tea for our
group of girlfriends every May, in honor of Mothers Day.
Many of our Moms are no longer with us, or are geographically
distant and so we do not have the opportunity to be with them
on their Special Day. Since she lives in a large flat in San
Francisco, the weather in May is typically misty and/or foggy,
so a large roaring fire is always ablaze in their living room.
Furniture has been rearranged for several cozy sitting and
dining areas, with small tables dressed in beautiful vintage
tablecloths and napkins, china tea cups (of course), luncheon
plates, and family heirloom silverware. Upon arriving, guests
are greeted with a chilled glass of champagne punch, lightly
flavored with fresh verbena leaves. Its always a surprise to
discover what new and delicious tea sandwiches she has made,
or what fruits and pastries will be served for dessert.
Several of us were just down in Palm Springs for our annual
trek to the desert for sunshine and relaxation, and we decided
to make a dessert that we had wanted to try for several years.
I remember seeing the special little coeur a la crme white
porcelain molds at Williams Sonoma and Sur La Table many
times, but never took the time to purchase them. Well, we
didnt have the proper molds, but that did not stop us from
whipping up one of the loveliest desserts of all time. It would
be perfect for a spectacular finish to a Mothers Day Brunch!
Its very easy to make just needs to sit overnight and is
luscious served with this Red Raspberry & Grand Marnier
Sauce! Try it you will not be disappointed!
Coeur a la Crme with Raspberry & Grand Marnier Sauce
12 ounces Cream Cheese, at room temperature
1 Cups Confectioners Sugar
2 Cups Cold Heavy Cream
2 Teaspoons Pure Vanilla Extract

2 Half Pints Red Raspberries, for garnish
Place the cream cheese and confectioners sugar in the bowl of
an electric mixer fitted with the paddle attachment and beat
on high speed for 2 minutes. Scrape down the beater and bowl
with a rubber spatula and change the beater for the whisk
attachment. With the mixer on low speed, add the heavy
cream, vanilla, lemon zest, and vanilla bean seeds and beat on
high speed until the mixture is very thick, like whipped cream.
Line a 7 inch sieve with cheesecloth so the ends drape over the

sides and suspend it over a bowl, making certain that there is


space between the bottom of the sieve and bottom of the bowl
so that the liquid can drain from the cheese/cream mixture.
Pour the cream mixture into the cheesecloth, fold the ends over
the top, and refrigerate overnight.
Raspberry and Grand Marnier Sauce
1 Half-Pint Fresh Red Raspberries
Cup Sugar
Cup Cold Water
1 Cup Seedless Red Raspberry Jam
2 Tablespoons Orange-Flavored Liqueur (Grand Marnier
is recommended although we used Cointreau in Palm
Springs)
Place raspberries, sugar, and Cup Water in a small saucepan.
Bring to a boil, lower the heat, and simmer for 5 minutes.
Pour the cooked raspberries, the jam and orange liqueur into
the bowl of a food processor fitted with the steel blades and
process until smooth. Chill. (You can make this the evening
before serving.) To serve, discard any liquid that has collected
in the bowl with the sieve on top. Unmold the cream onto a
decorative plate, and drizzle Raspberry and Grand Marnier
Sauce around the base. Serve with fresh red raspberries and
extra sauce. Enjoy!

Proposed Charter School Site at Oracle? Once again: LOOK OUT
RSCA and Oracle jointly hosted a community meeting on
April 16th to give Shores residents an opportunity to ask
questions about the relocation of the Design Tech Charter
School from its current Burlingame location to a proposed
new facility to be constructed on the Oracle Campus.

While we live in one of the Bay Areas safest communities,


we still need to take an active role in watching out for each
other and in doing our part to keep the Shores a safe place
to live. So please:
LOCK UP! Lets not make it so easy for those who would
take advantage in our community. Lock your cars, even
in your driveways. Lock your home (front and back
doors), even if you only step out for a few minutes. And
dont encourage a break-in by leaving valuables like cell
phones, laptops, iPads, and GPS units in plain sight, either
in your car or at home.

Over 100 Shores residents showed up for a 90 minute
session to ask questions about the school and then had an
opportunity to visit the proposed site.
Design Tech is a charter of the San Mateo High School
District, but Oracle is paying for construction of the
building on its property with a $1.00 per year lease to the
