Argues against the idea that there is likely alot of unused skills in
the immigrant inflow (Ferrer et al(JHR)):
Should there be a much greater investment in helping immigrants
who have been here for longer to build their skills, especially
official language skills? The answer is likely yes. It may be
low-hanging fruit.
