We the undersigned request the Navajo Nation support the Nonsigners, resisters against forced
relocation living in a rural area in Big Mountain and Black Mesa on Hopi Partition Land (HPL).
We are opposed to the US Government Bureau of Indian Affairs and the Hopi Tribes
confiscation of livestock. The Benally Family and other Nonsigner families filed a Petition for a
Stay before the Interior Board of Indian Appeals (IBIA) to stop all livestock confiscations
pending a decision in the case.
The Nonsigner families are under the jurisdiction of the US government. The BIA must issue
grazing permits to the Benally family, the Tohannie family and all families with cancelled
grazing permits so the people can protect their animals. Under 25 C.F.R. Section 168.6(b) the
Area Director of the BIA has the authority to issue interim grazing permits on HPL. Stop the
May 12th deadline for livestock to be removed from the HPL. Stop the livestock impoundments!
