Capstone Proposal
Purpose and Overview:
For my Capstone, I plan on interning for the city of
Waxahachie in either the commerce building or downtown
administration. I will be learning about public administration,
which I plan on studying in college. I also hope to gain some
political and business insight, valuable skills to have in the real
world. Later this year I plan on creating a presentation for the
entire school if they wish to attend, I also plan on creating a
tutorial about public administration for those who are interested.

Reason for Interest:
The reason I have chosen this capstone is because I want to
earn my Masters in Public Administration after earning my
Bachelors in Business. With this internship, I will be right in the
middle of a politicized heavy environment where I will be able to

learn the ropes about how to get started in a career in


administration. Ive always enjoyed management on a personal
level so I am sure this capstone will be both educational and
enjoyable at the same time.

Research Topic:
I would like to research how business and politics interplay in
an administrative environment. I would also like to research how a
city is run efficiently, especially in a growing area like
Waxahachie. The topic of my paper will be, How important of a
role do business and politics play in the field of public
administration.
Audience:
This Capstone project will hopefully appeal to students who
might be interested in pursuing a career in city management, who

are interested in business or politics. Id like to be able to view the


system from the inside and be able to share what I learn with
others, as the administrative environment by itself looks very
complicated and impossible to understand from the outside. I plan
on putting together a presentation in March for Global High as
well as an outside audience about Public Administration and how
it works.

Measure of Success:
I would like to create a how-to tutorial of how to get into and
succeed in the convoluted and high intensity environment of the
administrative world where the slightest mistakes could cost you
your entire career. The success of which will be based upon the
number of views garnered. The internship will be deemed
successful once Ive attended at least 4 separate city council
meetings and completed an entire project. I also am going to
create pre and post-tests for my presentation about student
knowledge of public administration.

Assistant City Manager, Michael Scott, began his career at the
City of Waxahachie in May of 2002 as the Downtown Director and
later assumed the position of Director of Planning. He has served
as the Assistant City Manager since January of 2007.
Michael is a graduate of the University of Kansas with a Bachelors
Degree in Political Science. He went on to receive his Masters in
Public Administration from the University of North Texas. Before
coming to the City of Waxahachie, Michael worked in the private
sector as a consultant with Deloitte & Touche.

He and his wife Karen live in Oak Leaf, TX and have two young
boys, Jonathan and Ian.

Internship:
Tuesdays and Thursdays from 1:30 to 5:00 p.m.
Engineering Design Process:
1. Research- Public Administration and how it works
2. Design Concept- Conceive product (Video, Presentation,
etc.)
3. Prototype- Rough Draft of the video
4. Test product on audience

5. Present at Showcase

Milestones:
1. Contact city administration for possible internship
opportunities. by 11/15/15- COMPLETE
2. If unable to achieve an internship with the administration,
then contact the city commerce building about alternative
internship options. by 11/22/15 -COMPLETE
3. Worst possible scenario, contact lawyer Bill J. Scott since I
have personal connection for internship opportunity. by
11/29/15- COMPLETE
4. Meet with Michael Scott. 12/11/15-COMPLETE
5. Next phase: start internship at any of the above options. by
at least 11/22/15
6. Obtain any outside training or take any courses necessary
by. 1/1/16
7. Begin taking notes in the field and begin brainstorming
tutorial. by 1/1/16
8. Begin planning for Research Topic. by 1/14/16

9. Keep daily journal of the internship until the end of the year.
