Meeting Minutes
March 14, 2016
The meeting of the Story Mill Rural Fire District Board of Trustees was called to order at 6:00 pm at the
Bozeman Public Library, located at 626 E. Main Street, Bozeman. The meeting is the annual meeting of
the Trustees.
Persons Present: Trustees Les Jones, Dan Archer, Kathy Campbell, and Linda Willmuth. Also present
was Deputy County Attorney Chris Gray. No public was present.
Linda Willmuth confirmed notice of the meeting was made. Discussion on the possibility of the location
of the notice to be on the Gallatin County website ensued. Mr. Gray will follow up with the County to
see if this is possible.
No public comment was made.
Election of Officers:
After a reminder and discussion of the basic duties of each of the Officers of the Board, based on the
Bylaws the Board nominated and elected the following:

Budget Discussion: Mr. Gray and Trustee Willmuth reminded the Board of the budgeting process with
Gallatin County where the Board will be put on notice of the necessity of submitting a budget by the end
of May each year. The notice should be received by Trustee Willmuth within the next few weeks. The
Board discussed what items may be included in the budget including the amount transmitted to the City
of Bozeman each year for contracted services, errors and omissions insurance for the Board, office and
notice expenses. The Board discussed the possibility of the contracted services line item to be
reasonable and determined by the recent historical amounts given to the City. Mr. Gray will contact the
Board with a source for insurance in the near future.
Budget Committee Appointment: The Board decided that it, as a whole body, will act as the Budget
Committee.
Set Budget Meeting: The Board agreed that the meeting to set the budget for the District will be held on
May 9, 2016. Time and location will be determined based the availability of a facility to host the
meeting.
Bylaws Amendments: The Board will review the current Bylaws, which Mr. Gray stated are adequate to
do business. Mr. Gray will provide a template that other governmental entities use by email. He will

also provide a copy of the statute which states the duties of the Trustees which most likely renders the
Constitution of the Story Mill Rural Fire District unnecessary as the law has changed since its creation.
A discussion was made on separating the Secretary and Treasurer duties.
Reimbursement Motion:
The Board unanimously agreed to reimburse Linda Willmuth $116 for the amounts she expended for the
notice of the meeting, office supplies and postage. Linda will submit a claim to the County Treasurer for
that amount based on the receipts she has on file.
