REHABILITATION AND CONSTRUCTION OF LIBUNGAN


BARANGAY LEVEL II WATER SYSTEM
Executive Summary

1. Background
Libungan is a 2nd class municipality located on the central part of the first
congressional district of North Cotabato Province. It is bounded on the north by
the town of Alamada, on the east by the towns of Carmen and Aleosan, on the
south by the town of Midsayap and the Province of Maguindanao, and on the west
by the town of Pigcawayan.
It has a total land area of 19,157 hectares and is politically subdivided into 20
barangays. The town hall is located within Barangay Poblacion. The municipality
is characterized by varied landscape of flat to scattered hills and mountain ranges
such as the Kitubod ranges and Mt. Agkir-Agkir of Demapaco.
There were 3 identified waterless barangay o the municipality namely barangay
Sinapangan, Palao and Kitubod. This project tends to improve the water system of
these communities because people in this areas rely mostly on hand pumps ans
springs for their water.
It is difficult for the municipality to move forward in its economic stability by
introducing local economic enterprises without water.

2. Objectives
The main goal of the LGU is to establish, manage and operate a safe, sustaining
and potable Level II Barangay Water System that is income generating and self
sufficient. These include providing access to safe and efficient service to
communities, residencies and establishments. These also mean operating and
managing the water system to generate income to cover up its own operation,
maintenance as well as future expansion.
The immediate objectives are:
1. Well Drilling at the point of extraction which georesistivity survey identified
that has water at Barangays Kitubod.
2. Construction of spring box for source development at Brangay Sinapangan
and Palao.
3. Construct and Install Treatment Facility to ensure the safety of the consumers
4. Construct Concrete Elevated and Ground water tank.
5. Install distribution lines complete of fittings and service connection for
efficient distribution of water system.

3. Project Description
The proposed project is aim to provide efficient water system in the community. The
program of the projects will include geo resistivity survey at barangay Kitubod and will
identify a site for possible source of water. After this survey, the exploration of deep well
will be ready for the recommended site to be drill. The barangay Palao and Sinapangan
proposes a spring to be a source of water which has discharge of 1 lps and 0.88 lps
respectively were enough to supply 177 and 176 household. The different water system is
design to provide a total of 506 household of 3 barangays or more depending the result in
the pump test. The following are the result of the design of three different barangays:
3.1 Barangay Kitubod
3.1.1 Deepwell Exploration
Drilling at the recommended point of extraction will be directed with
150mm borehole and 100mm casing will be installed. A pump test will
be performed to be able to achieve the desired discharge.
3.1.2 Installation of Treatment
A hypochlorinator is needed to ensure the safety of the community to
treat the bacteriological and microbiological contaminants of the water.
3.1.3 Construction of Elevated Reservoir
Elevated Reservoir is important so that the submersible pump will not
operate 24 hours. 10cu.m is the capacity of the tank.
3.1.4 Installation of distribution lines and related Civil works
A total of 612.09 of 40mm diameter HDPE Pipe SDR 11 complete with
fittings and appertunance and 7 sets of communal faucet.
3.2 Barangay Sinapangan
3.2.1 Construction of Spring Box
Construction 1 cu.m spring box will be constructed at the forest part of
Sinapangan complete with valves and assemblies. 1 lps of water was
been measured at the site.
3.2.2 Construction of Ground Reservoir
Construction of 10 cu.m reservoir as additional of their existing tank.
3.2.3 Installation of distribution lines and related Civil works
A total of 3,986.90 of 40 and 32 mm diameter HDPE Pipe SDR 11
complete with fittings and 9 communal faucet.
3.3 Barangay Palao
3.3.1 Construction of Spring Box
Construction 1 cu.m spring box will be constructed at the forest part of
Sinapangan complete with valves and assemblies. 0.88 lps of water was
been measured at the site.
3.3.2 Construction of Ground Reservoir
Construction of 20 cu.m reservoir to ensure the supply of water in peak
hour.
3.3.3 Installation of distribution lines and related Civil works
A total of 2,297.50 of 50 and 32 mm diameter HDPE Pipe SDR 11
complete with fittings and 14 communal faucet.

4. Beneficiaries
The target area for the proposed barangay water systems has a total beneficiaries of 506
households or 2530 population and come up with 2.45 lps average daily demand which
were breakdown as follows:

Barangay Sinapangan
Household : 177

Average Daily Demand :0.7815 lps
Barangay Palao
Household : 176
Institution : 1
Average Daily Demand :0.8776 lps
The people living in these barangays derived their daily living mostly from farming.
These areas due to lack of sufficient and potable water supply are exposed to water
related diseases such as diarrhea and skin infections.
The residence were presently derived their water sources from hand pumps and springs.
There are parts of the areas however whose supply reaches households but the quantity is
below the demand of the average user.

5. Cost and Financing Plan


The total cost of the proposed Water Systems Project is SIX MILLION AND THREE
HUNDRED FIFTY THOUSAND PESOS (Php 6 350,000.00) broken down as

follows;

Implementation Arrangements

The municipality has a number of available skilled manpower ranging from Plumbers,
Masons, Carpenters to Supervising Engineers. These people are trained, updated and
capable in the supervision and maintenance of the water system.
In connection with the SALINTUBIG program by the DILG the municipality plan to
establish a water district as its Local Economic Enterprises to address issues both on
water supply and economic of the municipality. This is also intended to operate and
maintain the water system. The funds generated from the DILG are used to install pipe
transmission which is actually a part of the water system plan of the municipality.
Technical personnel who will operate the system depends on the number of consumers
and the extent of the water supply system. It should be pointed out that one form of
keeping the operating cost at a minimum is to keep personnel cost low without
sacrificing efficiency.
Below is the proposed organizational structure of the different sectors and departments
of the proposed Potable Water System project.

The staffing of the Construction and Rehabilitation of Libungan Barangay Level II


Water System Office will compose of minimal staff to include the Manager, Plumber,
Meter Reader and Labor. A Bookkeeper from the Municipal Accounting Office and a
cashier from the Treasurers Office will be deployed or assigned to handle the water
system financial records. Additional staff will be hired depending of the performance of
the water service.
Chairman Handles day to day supervision and operator of the of the water system
service including technical and administrative functions. See to it that the Is operating
daily without interruption with supply Of water at required quality standards. Handles
the Marketing of the service and make sure the target Numbers of concessionaires are
met.

Plumber/Maintenance - Officer Handles the connection of water supply to the conCessionaries; repair and maintain the system; disconnect water meters; maintain
chlorination equipment and pumps.
Collector/Meter Reader- Read water consumptions in meter reader; issue/Deliver
water bills; deliver notices to delinquent Payers.
Cashier - Receive water bill payments and record income.

6. Implementation Schedule
The implementation of the project will take 240 days starting from Detailed
Engineering and Georesistivity Survey 60 days, Mobilization & Site preparation 2 days,
Construction 175 days, and Site Restoration and Mobilization 3 days.
