HereisanechoofGordonBrown'sassertionin2005that"thedaysofBritainhavingtoapologiseforits
colonialhistoryareover".Itwasastrawmanargument,becausetherehasneverbeenanapologyfor
Britishimperialism.TheBritishEmpirehasbeenvirtuallyerasedbycollectiveamnesialikean
embarrassing,sordidsecretthatshouldneverbementionedinpolitecompany.Aforeigncountrysuchas
TurkeycanrightlybeberatedforfailingtocometotermswithanatrocityliketheArmeniangenocide,
butthedarkestmomentsofourownhistoryareintentionallyforgotten.
ConsiderIndia,the"jewelinthecrown"oftheBritishEmpire.Atthebeginningofthe18thcentury
beforeitwasconquereditsshareoftheworldeconomywaswelloverafifth,nearlyaslargeasallof
Europeputtogether.Bythetimethecountrywonindependence,ithaddroppedtolessthan4percent.
IndiawastreatedasacashcowtherevenuesthatflowedintoLondon'sTreasuryweredescribedbythe
EarlofChathamas"theredemptionofanationakindofgiftfromheaven".Bytheendofthe
19thcentury,Indiawastheworld'sbiggestbuyerofBritishexportsandprovidedhighlypaidworkfor
BritishcivilservantsallatIndia'sexpense.
AsIndiabecameincreasinglycrucialtoBritishprosperity,millionsofIndiansdiedcompletely
unnecessarydeaths.Overadecadeago,MikeDaviswroteaseminalbookentitledLateVictorian
Holocausts:thetitleisfarfromhyperbole.Asaresultoflaissezfaireeconomicpoliciesruthlessly
enforcedbyBritain,between12and29millionIndiansdiedofstarvationneedlessly.Millionsoftonsof
wheatwereexportedtoBritainevenasfamineraged.Whenreliefcampsweresetup,theinhabitantswere
barelyfedandnearlyalldied.
ThelastlargescalefaminetotakeplaceinIndiawasunderBritishrulenonehastakenplacesince.Upto
fourmillionBengalisstarvedtodeathin1943afterWinstonChurchilldivertedfoodtowellfedBritish
soldiersandcountriessuchasGreece."ThestarvationofanywayunderfedBengalisislessserious"than
thatof"sturdyGreeks",heargued."IhateIndians.Theyareabeastlypeoplewithabeastlyreligion,"he

thousandsofBritishTommiestotheirdeaths,LordKitchenerledabrutalcampaigntoseizetheSudan.
AshistorianPiersBrendonputithisTheDeclineandFalloftheBritishEmpire,"Britishpunitive
expeditionsintheSudan"wereextremelybrutal,"attimesamountingalmosttogenocide".
Thesesortsofatrocitiesarenotallpartofsomedistantpast.InJuly,threesurvivorsofthe1950sMau
MauuprisingagainstBritishruleinKenyademandedreparationsfromtheGovernmentforalleged
torture.Inthebrutalcrackdownoftheinsurgency,thousandsofmembersoftheKikuyutribeweredriven
intodetentioncamps,describedbyHarvardhistorianCarolineElkinsas"Britain'sgulag".Estimatesof
deathsvarywidelyhistorianDavidAndersonputsthedeathtollat20,000,butElkinsbelievesupto

100,000couldhavedied.DespitecourageousoppositionfromLabour'sBarbaraCastleandoddly
enoughToryrightwingerEnochPowell,Britishcrimeswerehiddenfromthepopulationbackhomein
favourofadailydietofMauMauatrocities.
NoneofthisistosingleoutBritain:aconspiracyofsilenceremainsoverEuropeancolonialismasa
whole.MosthaveneverheardofBelgium'sKingLeopoldII,butheshouldberegardedasatyrantup
therewithHitlerandStalin.UnderhistyrannicalruleoverthemoderndayDemocraticRepublicof
Congo,about10millionpeopleorhalfthepopulationdiedhorribledeaths.Millionswereforcedto
collectsapfromrubberplantsthosethatmissedtheirquotashadtheirhandschoppedoff.Itisdifficultto
knowwheretostartwithotherEuropeanhorrors,liketheforgottenGermangenocideagainsttheHerero
andNamapeopleinSouthWestAfricaintheearly1900s,orthepostwarFrenchslaughterofhundreds
ofthousandsinIndochinaandAlgeria.
Europeanmoralsuperiorityisoftenasserted,despitethefactthatthegreatestatrocitiesinhumanhistory
colonialism,twocatastrophicwars,Nazism,theHolocaustwereallcommittedbyEuropeans,and
withinlivingmemory.Butitisalltootemptingtoairbrushthecolonialerafromhistory.AsHaguesays,
"it'salongtimeago,theretreatfromempire."
Yetitisalltooeasyforanaggressortosay"letbygonesbebygones".Hundredsofmillionsstillsuffer
fromtheconsequencesofcolonialism.AsthethenSouthAfricaPresidentThaboMbekiputitin2005,
colonialismlefta"commonandterriblelegacyofcountriesdeeplydividedonthebasisofrace,colour,
cultureandreligion".AcrossAfrica,theMiddleEastandtheIndiansubcontinent,conflictsanddivisions
createdorexacerbatedbycolonialismremain.
Wecouldlearnfromourcolonialpast,too.Thesirenvoicesofarmchairbombers,loudlydemanding
interventioninforeignlands,wouldbefarlessappealingifwewereawareofpasthorrors.Inthe19th
century,BritainwasboggeddowninanunwinnablewarinAfghanistanandsohistoryrepeatsitself.
BothWilliamHagueandGordonBrownwouldhaveusbelievethatwehavetorturedourselvesenough
overEmpire,andthatitistimetomoveon.Butanationaldebateoverthislargelyignoredandcrucial
partofourhistoryhasnotevenbegun.Itisdesperatelyoverdue.
