Re: AniB Election Guidelines, 3rd of Series. The following additional Guidelines are being issued for the information and guidance of everyone: 1. The ID issued by the AniB Secretariat bearing the signatures of UNA SecGen JV and AniB Chairman Vic Joyas sufficiently serves as the AniB lawyers authorization to appear before the PBoC, CBoC and MBoC. Unlike poll watchers who must have separate appointment papers from UNA to be able to perform their election duties at the precinct level, AniB lawyers who appear at the provincial, city and municipal canvassing need no similar appointment paper or authorization. 2. In provincial, city and municipal canvassing, the AniB lawyers and paralegals will provide parallel, secondary and complementary role to the UNA lawyers and paralegals who will take the lead role. However, when requested by the UNA lawyers or paralegals, the AniB lawyers will enter their appearance either as lead or collaborating counsels. 3. While UNA lawyers and paralegals are chiefly responsible for securing the dominant minority partys copy of the CoC, AniB lawyers are nonetheless encouraged to get xerox copies or snap shots of the CoCs and forward them to the Provincial, City, or Regional Coordinator. 4. In provinces, cities, and municipalities where no UNA lawyers/paralegals have appeared during the canvassing, the AniB lawyers must step in and assume primary responsibility for securing the CoCs and doing everything that is proper and necessary to protect the votes for VP Binay. 5. The RCs and PCs shall be responsible for monitoring the AniB lawyers and paralegals within their area of responsibility and ensuring that they report and perform their election duties at the PBoC, CBoC and MBoC. 6. AniB lawyers shall document and promptly report any violation of election laws and other irregularities to their respective RCs or PCs. Thank you.
