Winston kept his back turned to the telescreen. It was safer; though, as he well knew, even a back
can be revealing. A kilometre away the Ministry of Truth, his place of work, towered vast and white
above the grimy landscape. This, he thought with a sort of vague distaste--this was London, chief
city of Airstrip One, itself the third most populous of the provinces of Oceania. He tried to squeeze
out some childhood memory that should tell him whether London had always been quite like this.
Were there always these vistas of rotting nineteenth-century houses, their sides shored up with
baulks of timber, their windows patched with cardboard and their roofs with corrugated iron, their
crazy garden walls sagging in all directions? And the bombed sites where the plaster dust swirled
in the air and the willow-herb straggled over the heaps of rubble; and the places where the bombs
had cleared a larger patch and there had sprung up sordid colonies of wooden dwellings like
chicken-houses? But it was no use, he could not remember: nothing remained of his childhood
except a series of bright-lit tableaux occurring against no background and mostly unintelligible.
The Ministry of Truth--Minitrue, in Newspeak was startlingly different from any other object in
sight. It was an enormous pyramidal structure of glittering white concrete, soaring up, terrace after
terrace, 300 metres into the air.
The Ministry of Truth contained, it was said, three thousand rooms above ground level, and
corresponding ramifications below. Scattered about London there were just three other buildings
of similar appearance and size. So completely did they dwarf the surrounding architecture that
from the roof of Victory Mansions you could see all four of them simultaneously. They were the
homes of the four Ministries between which the entire apparatus of government was divided. The
Ministry of Truth, which concerned itself with news, entertainment, education, and the fine arts.
The Ministry of Peace, which concerned itself with war. The Ministry of Love, which maintained
law and order. And the Ministry of Plenty, which was responsible for economic affairs. Their
names, in Newspeak: Minitrue, Minipax, Miniluv, and Miniplenty.
The Ministry of Love was the really frightening one. There were no windows in it at all. Winston
had never been inside the Ministry of Love, nor within half a kilometre of it. It was a place
impossible to enter except on official business, and then only by penetrating through a maze of
barbed-wire entanglements, steel doors, and hidden machine-gun nests. Even the streets leading
up to its outer barriers were roamed by gorilla-faced guards in black uniforms, armed with jointed
truncheons.
Winston turned round abruptly. He had set his features into the expression of quiet optimism
which it was advisable to wear when facing the telescreen. He crossed the room into the tiny
kitchen. By leaving the Ministry at this time of day he had sacrificed his lunch in the canteen, and
he was aware that there was no food in the kitchen except a hunk of dark-coloured bread which
had got to be saved for tomorrow's breakfast. He took down from the shelf a bottle of colourless
liquid with a plain white label marked VICTORY GIN. It gave off a sickly, oily smell, as of Chinese
rice-spirit. Winston poured out nearly a teacupful, nerved himself for a shock, and gulped it down
like a dose of medicine.

A primary concern of child care providers, as well as of family life educators, counsellors, and
policy specialists, is how to assess alternative caretakers' potential for committing child sexual
abuse. Given the fact that a growing proportion of mothers are working out of the home, the need
to accurately assess the quality of child care personnel has assumed new importance. The problem,
however, is that despite literally hundreds of studies devoted to delineating the psychological
make-up of child sexual abusers, there continue to be few reliable ways by which these
characteristics can be diagnosed by a parent who is choosing a baby-sitter, or a social worker who
is recommending a particular type of placement. A second problem faced by those who must assess
caretakers' potential for child sexual abuse is that most studies have not differentiated between the
sexual abuse committed by caretakers and non-caretakers. In general, investigators who have
attempted to categorize child sexual assaults by type of perpetrator have been concerned with
specifying the kinship and biological ties between perpetrator and victim, but have not considered
the perpetrator's caretaking role as a separate contingency. For example, Reinhart, Russell, and
others noted whether sexual assaults were committed by either family members or nonfamily
members, strangers or acquaintances, siblings, grandparents, uncles or aunts, and so forth, but
there was no indication as to whether the perpetrators were responsible for the child at the time of
the abuse.
The socio-biological perspective assumes that all living things are driven by a need to survive, not
simply at a personal level, but at a genetic level. This position implies that natal parents should be
more solicitous, protective, and nurturant with their children than non-natal parents, if for no
other reason than that biological children share the same genes as their parents. From this point of
view, non-exploitive behaviour toward one's biological children-behaviour which is oriented
toward making children's healthful development a first priority is seen as self-serving, since it
increases the probability that natal parents' genes will survive in future generations. Natal parents'
presumed desire to maximize their children's survival has a second implication directly related to
child sexual abuse. Since inbreeding heightens the probability that progeny will receive the same
gene from both parents, a phenomenon which has been shown to reduce survival and reproductive
capacity, socio-biological theory predicts that sexual activity between close blood relatives is highly
unlikely. Finally, socio-biologists argue that gender is a risk factor for sexual abuse. Given males'
almost limitless capacity to produce sperm cells, the success of their sexual activity (as measured
by how many offspring they sire) should bear a linear relation to the number of females they can
inseminate. In contrast, the fact that females have only a limited supply of eggs and can only have
children at 9-month intervals makes the sheer number of sexual partners they have almost
irrelevant to their sexual success. Female sexual behaviour, then, can be expected to be more
discriminating and less aggressive than their male counterparts.

Feminists base their analysis of sexual exploitation on the cultural meanings and prescriptions
associated with sexual behaviour. From their perspective, "rape is not so much a deviant act is an
over-conforming one. It is an extreme, acting out of qualities which are regarded as masculine in
this and other societies: aggression, force, power, strength, toughness, dominance, and
competitiveness". When these masculine ideals are combined with socialization, patterns which
encourage males to select sexual partners who are younger, more submissive, and smaller than
themselves, it would appear that children are at relatively high risk of being sexually exploited
when placed with a male caretaker. In contrast, socialization processes which encourage females to
define themselves by their empathic and supportive capabilities combine to make them more
sensitive to children's well-being. Because the primary caregiver of the female child is usually the
same sex as herself, it is argued that the developing female finds it easier than the male to identify
with a nurturant and protective attitude toward children.
