SUBJECT: Updated Liberty Restrictions
1. Purpose: The period of Unity and Mourning is concluded and those restrictions are hereby
rescinded effective 0459, 28 June 2016. In the interest of maintaining positive host nation
relations and for the protection of our Airmen in light of unresolved and ongoing political
tensions the current USFJ Liberty Policy, dated 26 Nov 2014, will remain in effect and be
supplemented by the following additional restrictions:
2. Additional Restrictions:
a, Overnight liberty, special liberty, or leave between midnight and 0500 in areas south of
Camp Kinser and Highway 38 is prohibited. This prohibition does not apply to U.S. armed
forces personnel performing official duties (e.g. training events, official travel, community
relations events, assisting with medical emergencies, sponsorship duties).
b. Uniformed SOFA-status personnel shall depart off-installation bars, clubs, and similar
establishments whose primary business is the provision of alcoholic beverages not later than
midnight.
. All off-installation liberty ends at 0100 for all ranks. Curfew hours are from 0100 to 0500
daily. Uniformed SOFA-status personnel who live off-installation must return to their personal
off-installation residence by 0100, including an off-installation hotel room when authorized.
Uniformed SOFA-status personnel who live on-installation must return to their home installation
by 0100. “Home Installation” refers to U.S. bases, posts, stations, recreational facilities etc
located on Okinawa where personnel have permanent billeting or authorized temporary billeting.
4. All personnel of the rank E-5 and below shall have a liberty buddy when off base or
executing off-installation liberty.
(1) AILE-S and below personnel living off-installation may transit unaccompanied
directly between their authorized residence and a military installation or between military
installations.
(2) For such personnel who are picking up or dropping off their liberty buddy at the
liberty buddy’s off-installation residence, they may travel unaccompanied directly
from/to their own off-installation residence. No other detours or stops are authorized
unless they have a liberty buddy.
(3) A liberty buddy may be: (a) an active duty military member; (b) another person with
SOFA status (for example, a spouse, accompanied family member, or a U.S. DoDcivilian employee); (c) other family members; or (4) another responsible individual,
including a non-U.S. national, who has been approved by an authorized commander.
3. Applicability: This order applies to all Air Force military members permanently or
temporarily assigned to Kadena Air Base. This order does not apply to uniformed SOFA-status
personnel in a leave or liberty status outside of Okinawa. All other SOFA-status personnel are
highly encouraged to observe the USFI Liberty Policy and the above policy measures.
4, Exceptions to Policy: Exceptions to this policy are delegated to 0-6 level commanders for
approving pre-existing and pre-planned obligations, special events, or other compelling reasons
on a case-by-case basis,
5. Effective date: Effective 0500, 28 June 2016 and will remain in effect until further notice.
6. Enforceability: A violation of this order shall be punishable under Article 92 of the UCMJ
as a violation of a lawful general order.
