Amending Rule I of Department Order No. 12, S. of 2001, Entitled “Omnibus

Guidelines For The Issuance Of Employment Permits To Foreign Nationals”.

In the interest of the service and pursuant to the provisions of Articles 5 and 40 of PD
442, as amended, Rule I of Department Order No. 12, series of 2001, is hereby amended as
follows:

Section 1. Rule I, Paragraph 1.6 is hereby deleted.

Section 2. Rule I, Paragraph 2 entitled Exemption, is hereby amended to include

subparagraphs 2.6 and 2.7 which read:

2.6 Foreign nationals who come to the Philippines to teach, present and/or
conduct research studies in universities and colleges as visiting,
exchange or adjunct professors under formal agreements between the
universities or colleges in the Philippines and foreign universities or
colleges; or between the Philippine government and foreign government;
provided that the exemption is on a reciprocal basis.

2.7 Resident foreign nationals employed or seeking employment in the

Philippines.

Section 3. All rules, guidelines and procedures inconsistent herewith are hereby
repealed or modified accordingly.

Section 4. This guidelines shall take effect fifteen (15) days after its
publication in two (2) newspapers of general circulation.
