2. By-laws

• C/CAG’s legal counsel will review the Bylaws of the San Mateo County Sub Regional RHNA
Process.

• A request was made to separate out stakeholders in Article VI of the Bylaws of the San Mateo
County Sub Regional RHNA Process.

4. Draft Sub-Regional Housing Needs Allocation Process

• TAC is to provide comments/document to City Managers.

• Approval of the document will come from the Policy Advisory Committee (PAC).

• After City Managers comment the document will go back to TAC and then to PAC.

• PAC will adopt the final methodology and then HCD will comment.

• ABAG will assist with the local policy in an advisory role.

• PAC will be formed by the end of December.

5. Draft Distribution and Review

• February - March of 2008 the shares will be submitted to Councils/Board.

• There will be a public hearing on the draft methodology.

• There will be a public hearing on the draft allocation.

• June 2007 the draft numbers will go to HCD.


Transfer of Units

• Must be consistent with the ABAG approach.

• TAC may need to develop formula to allocate any remaining shares.

• Jurisdictions may appeal their number.

• Cities will not take shares within spheres of influence that are within County jurisdiction. One
hundred percent of the shares within County jurisdiction will go to the County.

• Each jurisdiction will have their number separated into the four income categories.

1. Very low
2. Low
3. Moderate
4. Above moderate

• Action item:

1. How does the County currently break down with the four income categories?

• There is concern about the very low category as it likely will be very difficult to reach the Bay Area
average of 23%. Check the ABAG website for numbers provided in the appendix of the report titled “A
Place to Call Home”.

6. Future Meeting Dates

• Thursday December 14, 2006 from 11:30 a.m. – 1:30 p.m.
