Flight 163 With Engines Removed In August 1980 I was working in Saudi Arabia for Rockwell International, Inc. Rockwell contracted with the NSA, CIA, DoD and other foreign government organizations (FGOs) to provide various technical services in the pursuit of mutual defense. I lived in a villa at the northern end of Riyadhs airport off Uthman ibn affan Road 1 . From the villas second floor balcony, I could see the airport with a clear view of the runway. And it was from this second floor balcony that I photographed SA Flight 163 as it landed and taxied to the northern end of the runway, before rolling onto the adjacent taxiway where it stopped. I watched in horror as the plane sat there, minute after minute, as the smoke poured from the rear of the aircraft and no emergency vehicles came to Flight 163s rescue. Nor was there any visible attempt to evacuate the aircraft. Suddenly, there was a flash as fire swept from the rear to forward of the aircraft in seemingly an instant 2 . It was obvious at that moment no one was going to leave the ill-fated aircraft alive. At the time, I was dating a Saudia Airlines flight attendant (we later married 3 ). My villa with its large swimming pool had become a magnet for flight crews who wanted a more Western environment while laying over in Riyadh. Some of the information I present here comes from my own direct observation and some comes from the dinner

conversation with Saudia Airlines crewmembers. I cannot give names as several individuals are retired from Saudia Airlines and I will not jeopardize their retirement. A search on the Internet regarding this unfortunate mishap reveals there is great confusion and even misinformation regarding the events of that fateful day. It was a fateful day for 301 individuals as all aboard Flight 163 perished in the fire. The sad and appalling truth is, no one should have died, but die they did and for a reason that will shock Western individuals unaccustomed with Saudi Arabian customs and protocol. Saudia Airlines Flight 163 had recently arrived in Riyadh from Karachi, Pakistan. It was on-ground for awhile before taking off for its continuing flight to Jeddah. As I recall, either Hadj had already started, or it was about to start. In any case, the aircraft passengers were mainly Pakistani pilgrims on their way to Mecca. These pilgrims were mostly uneducated villagers and Bedouins. Table talk with Saudia crewmembers over the previous months revealed a need for Saudia crewmembers to be trained to engage these primitive desert and mountain dwellers 4 when they pulled out their little cook stove and tried to light a fire to prepare a meal on the aircraft. It was common knowledge these pilgrims to Mecca carried flammable liquids in their luggage 5 for they had to be prepared to cook their own food from the time they arrived in Jeddah until they returned home, usually at least a ten day sojourn. There were numerous accounts related around the swimming pool and the dinner table of flight attendants and cockpit crews engaged in forcibly removing cooking

One may ask how these Bedouins and poor people could afford to fly to Mecca for Hadj. The simple explanation is, the oil-exporting Gulf countries paid their airfare, fulfilling an Islamic requirement to help their fellow Muslims with Hadj, i.e. doing good deeds for their fellow Muslims. 5 I use the term luggage for brevity. Actually, pilgrims luggage consisted of everything packed in cloth bundles, sometimes of such huge proportion as to defy belief. It was common sight to see Mecca pilgrims outside Jeddah airport sitting on these huge bundles as they waited for the buses to take them to Mecca. It was also a common sight to see bare-chested African women breast feeding their babies while reclining on these comfortable looking packages. It was a stark contrast to the Saudi Arabian women who were dressed head to foot in the burqua and wearing both the niqab and the hijab.

apparatus from pilgrims on flights to Jeddah . It was rumored at the time the Flight 163 fire was caused by such an unfortunate event. Flight 163 departed Riyadh's airport shortly after 6:00pm the night of August 19, 1980. The L-1011 aircraft carried 287 passengers and 14 crew members bound for Jeddah. About seven minutes into the flight, while climbing through 15,000 feet, the crew was alerted by aural and visual indicators there was smoke in the aft cargo compartment area. Perhaps, some pilgrims flammable liquid ignited in the cargo compartment. The crew spent the next four minutes trying to confirm the warnings while looking for the smoke alert procedure in the aircraft's flight manual. Finally, the Captain decided to return to Riyadh airport. During the return flight the number two engine thrust lever became stuck so the flight engineer shut the engine down. The remaining two engines were sufficient to fly the aircraft. The aircraft landed safely at Riyadh. Instead of immediately stopping the aircraft, which would be standard operating procedure at any Western airport, the aircraft continued to roll out and did not stop until on an adjacent taxiway, some 2 minutes and 40 seconds after touchdown. These two minutes and 40 seconds were crucial. If the aircraft had come to an immediate stop and an evacuation initiated, it is most likely all aboard the aircraft would have survived. Unfortunately, Saudi Arabian protocol required the aircraft to continue taxing until it was clear of the runway.

All 301 people aboard the aircraft died. According to autopsy results of the few Westerners on board, the cause of death was determined to be suffocation 7 , the crew and passengers poisoned by the fumes from the burning interior. I have included the cockpit voice recorder transcript below. I would like to call your attention to two items in the transcript:

From Jeddah, the government of Saudi Arabia operated (free) buses to move the pilgrims from the airport to the massive tent city erected just outside Mecca where the pilgrims stayed for their ten day sojourn. 7 It was said all passengers and crew were found huddled as far forward in the cabin as possible, indicating they tried to move away from the burning rear of the aircraft. Jeez! All for a King!

CAM-1 is the transcripts designation for the pilot. At 6:35:57pm local time on 19 August 1980, the pilot said they would not evacuate the aircraft. This seems incredulous. An aircraft is on fire and the pilot tells someone it is not clear from the transcript who the pilot is speaking with 33 seconds before landing that they were not going to evacuate the aircraft. This is just incredible! Well, I know why the pilot said they were not going to evacuate the aircraft. I watched from my second floor balcony overlooking the runway and I knew they were not going to evacuate the aircraft. The reason the L-1011 aircraft rolled to the end of the runway then moved to the adjacent taxiway then stopped with everyone still on board was because the King's 747 was rolling on the taxiway. Saudi protocol required everything at the airport to stop moving while the Kings 747 was rolling. The standard operating procedure/protocol in the kingdom regardless of airport, or necessity, is when the King is on-board his 747 aircraft 8 , all other aircraft and ground support equipment must remain motionless, regardless of the circumstance. Severe prison sentences were dispensed to pilots 9 and equipment drivers/operators who disobeyed this protocol. Only after the King's 747 aircraft was "wheels up" were other aircraft and ground support equipment allowed to move. This delay to allow the King to taxi and take-off was the reason the crew and passengers on the luckless L-1011 were not allowed to disembark on the runway, or even on the taxiway. The shocking result is, 301 people went to their gruesome death for the convenience of the King of Saudi Arabia. Not even rescue equipment could move toward the mishap until the King's aircraft was 'wheels up.' Several expatriates, including myself, observed these events from the hill overlooking the airport, even photographing the scene as the drama unfolded. Unfortunately, Saudi Arabian security forces confiscated my film.

At the time, the King owned five 747s for the royal familys use. That is, a severe prison sentence would be meted out to an Arab pilot. An American pilot would be fined and forced to leave the kingdom.

The King announced several days after the mishap he would give 100,000 rials (about $33,333 at the time) to the families of each person who perished in the mishap. To this day, according to my acquaintances in the kingdom, the money has never been paid to the families. I am told by my Saudia Airlines friends the pilot was a Saudi. If this were an American pilot, I think he would have disobeyed protocol and evacuated the plane as soon as he could stop it on the runway. However, a Saudi pilot was not going to risk a beheading due to the Kings ire. So, he allowed himself, crew and passengers to be roasted. I hope this document serves its intended purpose negative international attention of Saudi Arabias protocol that it might be changed. Regardless of whose aircraft is on a runway, never can it be said 301 people deserve to die for the convenience of one person.
