In 2006, Parliament enacted a statutory mechanism, administered by the Conflict of Interest and Ethics Commissioner, explicitly to provide for the avoidance of conflicts of interest for individuats intending to come from other walks of life to work within the Government of Canada. While | do not believe that other individuals have been requested to provide such testimony to the Committee, | would welcome the opportunity to appear before your Committee to respond to those questions, and to answer any other questions members of your Committee might have that are pertinent to the means by which | will comply with the statute. This letter is to confirm my desire and willingness to attend before your Committee on November 2, 2010 to discuss the arrangements I have made with the Conflict of Interest and Ethics Commissioner in anticipation of becoming a Senior Advisor and Chief of Staff to the Prime Minister, and therefore a reporting public office holder pursuant to the Conflict of Interest Act, as well as the arrangements I have made with Onex Corporation. in regard to any potential return to Onex. The discussion will demonstrate that my actions have been and will be in full compliance with that Act. If appear before the Committee, | would also provide documents describing the safeguards that I and the Conflict of Interest and Ethics Commissioner intend to putin place in advance of my employment to ensure to ensure my recusal on matters where a conflict of interest may exist and the letter between me and Onex Corporation setting out the arrangements made regarding a potential return to Onex Corporation.
