Subject: Transition
In order to give the incoming administration maximum flexibility in assembling
personnel and to ensure an orderly transition, | am directing all senior officials in
exemp(/at will positions to submit an undated letter of resignation to the Appointments
Office by December 17. The transition expects officials will stay in place after January
1, while the new administration reviews each agency and its personnel or until
otherwise notified. Should appointees desire to be considered for re-appointment,
please notify the Appointments Office and this information will be provided to the
transition team.
Consistent with past practice, top political appointees serve at the pleasure of the
Governor. This memorandum is intended for all those in exempt/at will positions
serving in the role of agency head, acting agency head, deputy/assistant agency head,
counsel, deputy/assistant counsel, public information officer, deputy/assistant public
information officer, intergovernmental director, deputy/assistant intergovernmental
director, program director, deputy/assistant program director or any other person
serving in a senior exempt position role regardless of ttle.
| am asking all agency heads to cooperate with me and share this memo
immediately with any/all of your staff that fit the exempt/at will senior role criteria

Dear Governor:
Thereby tender my resignation as (title). I undérstand that I may elect 10 stay in my current
position while the new administration reviews each Agency or until otherwise notified.
