This concept was formulated to dispel any possibility of papal and ecclesiastical claims to supremacy in secular as well as spiritual matters. Japan's isolation policy was fully implemented by Tokugawa Iemitsu, the grandson of Ievasu and shogun from 1623 to 1641. He issued edicts that essentially closed Japan to all foreigners and prevented Japanese from leaving.
