The   Sangguniang   Kabataan   needs   house   cleaning   and   refurbishing.   House  
cleaning  means  that  erring  SK  officials  are  held  accountable.  Refurbishing  means  
instituting  reforms  to  even  strengthen  the  house  and  make  it  more  functional.
