Was it ethical for Campbell to tell Ms. Blue's partners one thing or even contact them in the first place and then willfully blindside, lie to, obfascate, and mislead Ms. Blue when she openly asked for the same information and are his action a violation of the City's Ethics Code?

Yes log the complaint in. According to Rob McNair-Huff that is the only way to find out if a violation occurred.

Yes I want this investigated.

Mr. Hathaway,

1

I am very willing to enter complaint information into the online Conduct Complaint Management System to make sure that it is logged and assigned a tracking number.

But can you be more specific about the complaint or inquiry? What is the specific allegation that you would like to be reviewed by the Board of Ethics?

Hello,

I spoke with CM Woodards about the "Community Conversation" last week and I thought everyone was up to speed. I'll double check on that.

I know you don't know what I am talking about with regards to "few conversations" that's why I gave you a call so you would know. I have had other discussions and wanted to update you. Really nothing much, nothing insightful and nothing game changing. Just thoughts and ponderings. It can wait until you have free time.

thanx

Council member Campbell

Your email is very unclear. It could be because I have had a long day and still have a few hours left. Please feel to to email me about these discussions, things you are pondering etc.

By the way I still have not received your response to my follow up emails in December 201 O/January 2011 regarding available buildings and you "working with our organization". Also, can you please advise me why you are contacting our partners?

Thanks for your cooperation in advance.

Hi,

1) It's no biggie, just random thoughts.

2) I still have been unable to find a location that fits your criteria.

3) For some time I have enjoyed an open and productive relationship with the vast majority of our human services providers. I have even won the City's highest award for leadership, in part for my work organizing food drives. It was brought to my attention that there may be concerns so I followed up. My understanding is they planned on direct contact with your organization. There hasn't been any further discussion to date.

If you have not been connected with you about the upcoming Conversation, I can send you more information.

Thanks,

-Marty

Council member Campbell

It has come to my attention that you are having a community meeting regarding the food bank next week. As of the date of this email, you have not told our organization anything about it.

To have a community meeting and not consultant with us is just not fair. Are you expecting us to be present? Since the meeting is regarding our food bank, we are requesting information on it, subject topic, who's narrating it etc.

We look forward to a speedy response.

Ahndrea blue

(E-Mail from Blue) Since we were not involved in your process, I am very unclear what this meeting is regarding. When I asked for an agenda, your expectations (since you called the meeting) topic, expected outcomes, purpose etc, your response was vague and very unclear.

You stated that they our "conversation" is not about our food bank but yet you said it probably will come up as a topic. Once again can you please clearly share the agenda, your expectations, rules and responsibility, format, etc. Also who has been invited?

Number of invites? How many people are you expecting? Who is this a conversation between?

As the moderator, what will be your role? Isn't it a conflict of interest as you have already stated you are noting support of our food bank?

5

If there are questions that you or anyone will be asking of me, please provide them to me in advanced.

"Team"? Who or what are you referring to?

I am very unclear why you are asking the questions below. This is not a meeting that we planned or was involved in the planning process.

Remember we received notice after you mailed out the notice this last Friday.

As far as the meeting being canceled, that was a decision made by Mr. Hathaway. Nevertheless, .it was my understanding that the meeting was about "why you have chosen not to support the food bank?" To wait to notify us about a meeting less than 5 days before and then to plan to ask me questions about a meeting the day before, just leaves me speechless.

Since it's your meeting and it's not about the food bank but about the future of McKinley hill, I am still confused why you are asking me these questions.

Please advise! Also once again please respond to the questions in my email below.

Hello all,

Here is my best effort at responding in email. I do wish that you give me call and ask me questions that I can provide context with, but I'll give it the college try.

1) This is Community Conversation, as such the agenda is fluid and one has not yet been created. I have a meeting with staff Tuesday and late Wednesday to nail down details. We were hoping for more feed back and assessment before finalizing. My expectations are the civilized adults can sit down have reasonable conversation, find common ground and set a framework to address any differences. Rules and responsibilities: Keep the' Conversation respectful, honest and solutions orientated the responsibility belongs to everyone. Format: Community Conversation.

2) We have invited as many people as we could think of. I also know there was a mailing and some door to door fliers. Everybody who has sent me an email about the area was invited. We posted it on

facebook, sent it to neighborhood councils, Safe Streets and many other neighborhood groups and community entities. There will be city staff and I have requested police be present. I have only a handful confirmed guests and suggested

. refreshments for about 25-30, hopefully all who are there will speak with their hearts and listen with their minds.

3) I will be less of a moderator and hopefully more of a facilitator for the Community Conversation and I will do my best to encourage everyone to be respectful, honest and solutions orientated. There will be a city staff present to assist. No, furthermore I don't believe any statement of noting support or dismay would affect my ability to listen to constituents.

4) Is there anything you would like provided or have available?

What are your expectations for the Conversation (Is there a takeaway that would be helpful)?

What outcomes would you like to see from a meeting with the neighbors?

What would a success on McKinley Hill look like to you?

I ask these questions to help guide us to workable solutions. If I know what would be most helpful to you, I may be able frame some of conversation to help you.

As far as tactical questions I have none at this time, but sure I'm there will be some. I guess the questions that comes to top of mind would be:

Operationally what have you changed since I last saw you speak to the Neighborhood Council in November? What has been your biggest challenges in meeting your mission? If you could start allover what would you do differently?

6

5) TEAM: Tacoma East Action Membership. The grand dames of the

Eastside, they are the longest continuous standing community organization in East Tacoma. They are held in the most high regard. They requested I speak with them last Saturday and they inquired about the Community Conversation. They were interested and asked if they could provide refreshments. I dare not turn them down, I'm sure you understand.

6) That wasn't my understanding of the meeting, I thought it was so that John could ask us both lots of hard questions and about how we could work together in the future.

7) I'm looking to respond to the questions in previous email below, but I see one question and few statements. Will you be given plenty of time to speak if you wish through-out the conversation.

If it is about city owned properties in the Dometop area, I will re-query with staff tomorrow to see what has changed, but I don't think the City owns much, as it is one of our Historic Residential Neighborhoods.

I have tried to be complete in my answers but it is hard to give context and still be brief to so many questions. These events are always fluid and uncertain. I do expect everyone to be respectful, honest and solutions orientated. I have seen good success in the past, in one case a gang style murder of young man threaten to rip a neighborhood apart. After a community meeting a youth hip-hop club avoided being shut down, crime plummeted and the area is now one of the most thriving districts in the City of Tacoma because of everyone in the neighborhood came together. (see attached)

I have tried to answer, but i may have missed something. I'm certain you have more questions, and more after that So please let me know an I will do what I can, however I will point out that a phone call is simpler.

Looking forward to Wednesday and the peaceful days of that follow it.

Thanks for the response. I spoke with Carol Wolfe and she was very helpful. I will see you at the conversation tonight.

Ahndrea Blue

Due to the fact that Campbell contacted Blue's food service partners with an agenda for a scheduled Feb. 23 Community Conversation and then proceeded to give Blue the run around as to what the agenda was would th.is be a violation of the city's ethics code?
