1. The majority of the Chinese primary schools were set up before 1957.
2. The language in which the national exams were to be conducted then became
critical issue to the Chinese education leaders.

his strong opposition against Rahman Talib Report 1960 and Education Act

all 37 private schools in Peninsular Malaysia and 23 similar schools in Sabah
and sarawak into an organized system of Duli Zhongxue or Independent
Chinese secondary schools.
