For each accident risk to be subjected to ALARP analysis, the following process is proposed:
1. Comprehensively understand the accident and accident sequence
2. Consideration of ³best practice´
3. Calculate associated risk ³Detriments´ and ³ALARP Budget´
4. If the ALARP Budget is lower than the minimum cost of risk reduction go to Process 13
5. Else identify potential risk reductions and their associated costs
6. Compare potential risk reduction costs to ALARP Budget. Add each risk reduction
whose estimated cost is less than the ³ALARP Budget´ to a list of feasible risk reduction
7. If no feasible risk reduction, risk is ALARP, go to Process 13
8. Else select most likely risk reduction(s) to achieve ALARP cost-effectively
9. Perform detailed, accurate analysis of costs and benefits of most likely risk reduction
options
10. If detailed CBA shows selected risk reductions not practicable, remove them from list of
feasible risk reductions and go back to Process 7, otherwise implement appropriate risk
reduction(s)
11. Implement selected risk reduction(s) as soon as practicable
12. To answer question, ³can system be operated in this period?´, rerun Process 3 with
adjusted exposure
13. Reassess risk. If not broadly acceptable, go back to Process 1
14. Record ALARP analysis and submit to obtain risk approval
