Statement from ASIO: The grounds for a security assessment are based on the investigation, analysis and assessment

of the specific circumstances of the individual and whether these circumstances are assessed to be prejudicial to security. This includes matters related to terrorism, other forms of politically motivated violence, espionage and foreign interference, and threats to Australias territorial and border integrity. In conducting a security assessment, ASIO draws on classified and unclassified information to assess activities, associates, attitudes and background, taking into account the credibility of available information. Between 11 December 2009 and 16 August 2011, ASIO issued 43 adverse and 15 qualified assessments. The total number of irregular maritime arrival security assessments completed during this time was 6182. Consistent with Part IV of the ASIO Act, qualified or adverse ASIO security assessments may be appealed to the Administrative Appeals Tribunal (AAT) if the applicant is an Australian citizen or permanent resident, or holds a special category visa or special purpose visa. Non-Australian citizens who apply for a visa are entitled to file an application in the Federal Court or High Court to seek judicial review. ASIO does not provide visa applicants with details that underpin an adverse security assessment because doing so would reveal ASIOs intelligence capability and methods.
