The food authorities in England and Wales, namely:

a) as respects each London borough, district or non-metropolitan county,

the council of that borough, district or county;

b) as respects the City of London (including the Temples), the Common

Council;

c) as respects the Inner Temple or Middle Temple, the appropriate Trea-

surer.

1. In respect of any food business operator to whose operations Regulation

852/2004 applies but Regulation 853/2004 does not apply, the (Food

Standards) Agency or the food authority in whose area the food business

operator carries out his operations

2. In respect of any food business operator to whose operations Regulations

852/2004 and Regulation 853/2004 apply, the Food Standards Agency

in the case of:

a) a slaughterhouse;
