The concept of Industrial relations has been defined using various terminologies, but in the strictest sense, it is essentially the relationship between management and labor. The full concept of industrial relations is the organization and practice of multi-pronged relationships between labor and management, unions and labor, unions and management

in an industry. Dale Yoder defines it as a "whole field of relationships that exists because of the necessary collaboration of men and women in the employment process of an industry." Industrial relations are associated with labor, management, labor unions, and the state. The scene of industrial relations has grown tremendously, and cannot be represented merely by relations between management and labor. It has become a comprehensive and total concept embracing the sum total of relationship that exists at various levels of the organizational structure. Additionally, it connotes relationships between workers themselves within the labor class, and relations among the management within the managerial class. In an open sense, industrial relations denote all types of relations within a group and outside a group - both formal and informal relations. The objectives of industrial relations are: 1. Protect management and labor interests by securing mutual relations between the two groups. 2. Avoid disputes between management and labor, and create a harmonizing relationship between the groups so productivity can be increased. 3. Ensure full employment and reduce absenteeism, hence, increasing productivity and profits. 4. Emphasize labor employer partnership to establish and maintain industrial democracy. This is done to ensure the sharing of profit gains, and personal developmental of all all employees. 5. Provide better wages and living conditions to labor, so misunderstandings between management and labor are reduced to a minimum. 6. To bring about government control over plants where losses are running high, or where products are produced in the public interest. 7. To bridge a gap between various public factions and reshape the complex social relationships emerging out of technological advances by controlling and disciplining members, and adjusting their conflicts of interests.

1. Industrial relations apply to management and workers in any field. Industrial relations describes the relationship between management and labor. This can encompass not only relationships between management and workers but also between management and unions and even between government and the unions. Industrial relations work includes dispute settlement, working conditions, grievance procedures, recruitment, appraisal, communications, team-building and training. The objectives of industrial relations are therefore varied and wideranging.

Good Relations
2. A key objective of industrial relations is to avoid and manage disputes. Disputes between labor and management cause damage to both business and workers, so industrial relations practitioners aim to develop practices to reduce friction and resolve workplace issues. Practices include developing guidelines on communication, consultation, collective bargaining and clear grievance procedures. They can also include government involvement in union negotiations and in developing national policies on handling disputes.

Increased Productivity
3. Increased productivity not only helps business but it can also lead to a growing economy, which benefits labor and, ultimately, the entire population. Poor industrial relations can lead to strikes and walkouts, which lead in turn to low productivity and high costs to employer, employee and consumers.

An ultimate objective of good industrial relations is therefore to provide efficient production of goods and services. Efficiency requires meeting the needs of both employer and employee. Industrial relations practitioners can achieve this

objective by setting terms and conditions of employment in such a way that both employer and employee benefit. They can negotiate disputes before they erupt into strikes.

Social Objectives

Industrial relations practitioners aim to improve working conditions and to improve aspects of social protection such as better wages, safer working conditions, elimination of child labor and improvements to employee health and social security. By improving working conditions, frictions between labor and management lessen and society as a whole benefits. On the governmental level, industrial relations workers aim to shape the ways that businesses respond to challenges such as technological advances and economic changes. OBJECTIVES OF INDUSTRIAL RELATIONS The primary objective of industrial relations is to maintain congenial relations between employees and employer. The other objectives are:

1. To promote and develop congenial labor management relations. 2. To enhance the economic status of the worker by improving wages, benefits and by helping the worker in evolving sound budget. 3. To regulate the production by minimizing industrial conflicts through state control. 4. To socialize industries by making the government as an employer. 5. To provide an opportunity to the workers to have a say in the management and decision-making. 6. To improve workers strength with a view to solve their problems through mutual negotiations and consultation with the management. 7. To encourage and develop trade unions in order to improve the workers strength, 8. To avoid industrial conflict and their consequences and 9. To extend and maintain industrial democracy. Functions of Industrial Relations Functions of Industrial Relations include: 1. Communication is to be established between workers and the management in order to bridge the traditional gulf between the two. 2. To establish a rapport between managers and the managed. 3. To ensure creative contribution of trade unions to avoid industrial conflicts, to safeguard the interest of workers on the one hand and the management on the other hand, to avoid unhealthy, unethical atmosphere in an industry. 4. To lay down considerations which may promote understanding, creativity and cooperation to raise industrial productivity, to ensure better workers participation? The industrial scene is affected by lack of central values, class struggle, competition and unhealthy compromisers. Even in the latter part of the century, the management considers trade unions as a nuisance or a hurdle. The trade unions on the other hand considered the management and managers as exploiters. Workers are misled by their trade union leaders on the one hand and they allow themselves to be exploited by management. The trade unions are organs of political organizations and they follow the ideologies of those organizations even at the cost of their own interest in the industry. As a result, the collective bargaining ends in either aggressive bargaining or futile waste of time. These

and many other considerations led the ILO to formulate certain principles for promoting healthy industrial relations. They are: (a) Good labor-management relations depend on employers and trade unions capacity to deal with their mutual problems freely, independently and responsibly. (b) The trade unions and the employers and their organizations should be interested in resolving their problems through collective bargaining and if necessary with the assistance of proper government agency.
