PRESIDENTIAL DECREE NO. 561
PRESIDENTIAL DECREE NO. 561 - PRESCRIBING A BASIC DAILY SUBSISTENCE
ALLOWANCE OF NOT MORE THAN TEN (10) PESOS FOR EACH CADET OF THE
PHILIPPINE MILITARY ACADEMY AND PHILIPPINER FORCE FLYING SCHOOL
WHEREAS, Presidential Decree No. 397, dated February 28, 1974, prescribed the amount oI
P6.00 as the basic daily subsistence allowance Ior each oIIicer and enlisted personnel oI the
Armed Forces oI the Philippines, including cadets oI the Philippine Military Academy and
Philippiner Force Flying School, trainees undergoing military training pursuant to Republic Act
No. 4091, probationary second lieutenants/ensigns, ROTC Cadets on Summer Camp Training,
reserve oIIicers and enlisted reservists undergoing training or assembly/mobilization tests;

WHEREAS, prices oI all commodities are steadily increasing due to world-wide inIlation;

WHEREAS, the present rate oI daily basic subsistence allowance is not enough to meet the
quality and quantity oI Iood deemed appropriate Ior cadets oI Philippine Military Academy and
Philippiner Force Flying School;

WHEREAS, in the past, subsistence allowance authorized Ior cadets oI Philippine Military
Academy and Philippiner Force Flying School was greater than that oI other military personnel
in order to provide the cadets the proper nutrition in coping with the rigorous physical and
mental demands oI their curriculum training and other activities.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President oI the Republic oI the
Philippines, in my capacity as Commander-in-ChieI oI the Armed Forces oI the Philippines,
pursuant to Proclamation No. 1081, dated September 21, 1972 and Proclamation No. 1104, dated
January 17, 1973, do hereby authorize and prescribe a basic daily subsistence allowance oI not
more than ten (10) pesos Ior each oI the Philippine Military Academy and Philippiner Force
Flying School.

EFFECTIVITY : This Decree shall take eIIect upon approval.

All provisions oI existing laws and decrees in conIlict with this Decree are hereby repealed.

Done in the City of Manila, this 23rd day of September, in the year of Our Lord, nineteen
hundred and seventy-four.
