The City of Oroville, in its capacity as the Supplemental Benefits Fund Administrator recently announced that Department of Water Resources (DWR) and the State Water Contractors (SWC) will release $300,000 to the Supplemental Benefits Fund (SBF) over the next 13 months. The original stakeholders agreement, signed on March 21, 2006, established the SBF as part of the relicensing of the Oroville Dam Facilities by DWR is expected to provide up to a $1,000,000 per year depending on the license term. The relicensing has been delayed pending the acceptance and approval of a Biological Opinion that was to be developed by National Marine Fisheries Service (NOAA) which is the final hurdle to license approval by the Federal Energy Regulatory Commission. ferred immediately and a second $100,000 will be transferred by January 10, 2012 and annually thereafter until acceptance by DWR of a new license for the Oroville Facilities. These funds are part of the second $4,135,000 that was to be released to the Fund Administrator upon licensing approval. Oroville Mayor Linda Dahlmeier, who also is the SBF Chairperson, stated, We are very pleased that DWR and SWC agreed to provide the stop gap funding to allow the SBF to continue to seek, review, and approve projects. Mayor Dahlmeier also wanted to reassure the community that acceptance of the interim funds will not impact the original settlement agreement. The SBF Steering Committee meets quarterly in the City of Oroville Council Chambers at 5:00 P.M., the next meeting is scheduled for Wednesday, January 25, 2012.

Volunteer Income Tax Assistance

Volunteers are needed to assist low income families and individuals file their 2011 tax returns. Community members give back to the community by becoming a trained and certified income tax assistance volunteer. The Butte County Asset Building Coalition, Youth for Change (YFC) and Community Action Agency of Butte County have teamed up to recruit, train, and manage VITA volunteers to provide FREE Income Tax Preparation Assistance to low income, elderly, disabled and limited English speaking people many of whom may qualify for Earned Income Tax Credit (EITC) which will increase their refund. Last year, the community was able to serve close to 864 people who were in need of tax preparation assistance through this program. The VITA volunteers made a huge impact by helping those in need and also by helping bring dollars to our local economy Jeff Thacker, COO of Youth for Change. This year our goal is to serve 1,000 families and individuals and in order to serve these individuals and families we need several volunteers. Volunteering is easy and rewarding. Volunteers are asked to commit to 2-4 hours per month during the tax season at any one of a number of Tax Preparation sites. Certification is easy also. Volunteers take an online course that takes an average of 4 to 6 hours to become a certified VITA tax preparer. Volunteers are also provided support and guidance throughout their volunteer service. Volunteers are not limited to tax preparation only, volunteers can also sign up to assist with intake during the VITA drop in hours. This is a rewarding opportunity for anyone who wants to volunteer. This is a great way to give back to the community by giving a few hours a month. One of the added benefits is the volunteers become certified tax preparers. I believe in Angels; do you? The Angels who visited Oroville this past month came in many sizes, shapes, and forms. Did you see them? Did you hear them? Are you one of those who welcomed them? Or, are you one of those who borrowed their wings and uttered in and out of places where Santas elves are known to participate? I am always happy to greet the Christmas Season and participate in the festivities. However, I also nd myself ecstatically reminiscing over the previous year, as I clean up the mess left behind by relatives and those wonderful little grandchildren. My fondest memories are those when the grandchildren and their parents participated in creating the Spirit of Christmas, in my home and/or theirs. Now as I look forward to the New Year, I can not help but think about the the wonderful people, who have helped me get through 2011 in one piece. Oroville Medical Group, and their overwhelmingly friendly staff, have bent over backwards to accommodate me in every way they possibly could. I especially appreciate Eric Vincent, FNP., who has been so patient, as I cry and/or giggle when confused. He has a backup staff that is unbelievable! Maria is always cheerful. Ashley is sensitive, but ever so caring. Tonya can be funny, Reina is ever so efcient, Kang is studious. What more can one ask from a Medical Group who are the top-of-the-line, and ever so busy all the time. I thank you, for being you, each and every one of you (and all the others I didnt name). James Plummer, PT, said I wouldnt do it, but here I go! James and Ally Kotalik are gurus. (Excuse me, Physical Therapists at Table Mountain Physical Therapy on Fifth Avenue.) They watch each others backs, help one another out with patients, and work a steady pace. What tickled me most this past year is the opportunity to chat with other patients, who most likely were hurting as bad, if not worse than myself. James & Ally seem to be free spirits who love their work. I would recommend them to anyone who asked. You bet! My holidays were made brighter with the help of none other than T.J. Jensen of Mug Shots Coffee House. He helped me out with a lot of last minute ideas, and he even personally delivered. Thank you, T.J.; you are one of my favorite people. Have to tell you I saw Anne of Green Gables before Christmas at the Birdcage Theatre, and loved it. Alice Caldwell did a marvelous job as Director, and Susan Blood, came through again, in ying colors, as the Assistant Director. What can I say about Dennis Perri, Set Manager, and his loyal staff! I was more than impressed and taken in by beauty and detail on the stage. Congratulations to all who participated in this magical presentation. How exciting it was for me to see you play to a full house, and nish with a standing ovation of an appreciative audience. What are you going to do New Years Eve? Im going to stay home and keep warm.
