refers to the change in position title with the corresponding increase in salary grade taking into consideration the qualification of the incumbent and the criteria applicable to the position.

The total number of Master Teacher slots should not be more than 10% of the total number of teachers I, II and III in the district. The number of Master Teacher I slots should not be more than 6.6% of the total number of Master Teachers I, II and III in the district. The number of Master Teacher II slots should not be more than 3.3% of the total number of teachers I, II and III in the district.

The total number of Master Teacher slots should not be more than 10% of the total number of teachers I, II and III in the school. If the school is still entitled to Master Teacher position, the evaluation should be shifted to the subject area level. One (1) master teacher position is allowed per subject area with at least 5-7 teachers or ideal minimum of 6 teachers.

The incumbent of a position must posses or meet at least the minimum basic requirement / criteria applicable to the position. For Example: 1. If the incumbent elementary and secondary Teacher I has an approved ERF for Teacher II or III and the school has no existing vacancy, their position can be reclassified based on their approved ERF.

2. If the incumbent elementary and secondary Teachers I and II who meet the minimum requirements for evaluation to Master Teacher I position (25 credit points for leadership, potential and accomplishments) their positions can also be reclassified as long as there are available slots for Master Teacher position in the district, and if the evaluation is shifted to the subject area level for the secondary teachers, the number of teachers per subject area to be supervised should also be considered.

-Refers to advancement from one position to another with an increase in duties and responsibilities and usually accompanied by an increase in salary -Promotion occur when a plantilla position (T2, T3 and MT) become vacant caused by retirement, resignation, transfer and death of an incumbent. -One can be promoted from Teacher I to Teacher II or Teacher III if he meets the basic minimum requirement for the position. (through ERF)

-Only teachers who are holding a Teacher III item both elementary and secondary are qualified for promotion to a vacant Master Teacher I Position. -An Incumbent Teacher I or Teacher II are not qualified for promotion to a vacant Master Teacher I position. Item 15 of CSC MC No. 3, s. 2001 provides that any employee may be promoted to a position which is not more than three (3) salary grades higher than his present position except in very meritorious cases.
