1. Situation. H&S Battalion has the responsibility of providing all
essential military training and related support services to all assigned
Marines. This training plan is designed to provide opportunities to complete
annual training requirements defined in references (a) through (2).
2. Mission. During FY 12, facilitate the required training of all Marines
assigned to H&S Battalion in order to refresh leadership and combat skills
thereby enhancing overall individual combat readiness.3. Execution
a. Commander's Intent and Concept of Operations
(1) Commander's Intent
(a) success is defined by every Marine of HsS Battalion being
afforded the opportunity to,complete all required Nazine Corps training.
Beyond mere completion, however, it is my goal that thé individual tratnsng
Eelerience is challenging and professionally rewarding. The central thené to
eee intire training package is “enhanced military readiness.” Every effort
see be made to exercise individual leadership development as a key component
we military readiness. Our center of gravity is our large population of
Scconplished leaders, which constitute the Battalion’s membership. we rely
aeeeny more senior leaders to endorse their subordinates’ full participation
in each required training evolution.
(b) The Maxines of H&S Battalion not only have an exceptional
leadership structure in which to develop, they also have outstanding training
eiiities aboard MCB, Quantico. This annual training plan makes full use of
those facilities in the conduct of our Marine Battle Skills Training (MBST)
Program. Framed within a seven day evolution, MBST provides for the
efficient use Of time, resources, and assets while retaining flexibility to
Gajust to external requirements. Marines are our most valuable resource,
Resordingly, ensuring continuous development of military skills in an
evigorating and safe environment is the overall goal of the H&S Battelion
sereal eraining plan. Specifically, the following priorities will drive our
‘training:
(2) Marksmanship: 1008 fill of rifle and pistol,
requalification quotas provided by Weapons Training Battalion (WBN) Eneure
reMeicient Duty Qualification Range opportunities to sustain e qualified duty
Sopulation and Supplemental Rifle Ranges to increase training opportunities
for junior Marines.
(2) Marine Basic Skills Training (MBST): 100% fi11 of MBST
quotas as designated by the battalion $3 in order to sustain 2 population of
eres. that are ready to forward deployed at @ moment's notice in support of
worldwide expeditionary operations.
{3) Troop Information: 100% completion of annual Troop
Information related training using all resources and media currently
available.
(4) NCO Suicide Prevention Training: In accordance with
MARADMIN 266/10 (zeference (x), all NCO’s must complete this training within
their first year of being promoted to Cozporal.
(5) Deploying Personnel: Maxinun completion of predeployment
training progran (P12) for individual Augnents (1As) within the Limitation of
their deployment timelines.
(6) Building Alcohol Skills Intervention Curriculum (BASIC):
ALL NCO’s must complete training in accordance with MARADMIN 520/01,
reference (y)-(2) Concept of Operations
(a) MBST_ Program. Marines have an annual training requirement
of the combat oriented training requirements contained in reference (a). The
possibility of global sourcing of Marines in times of conflict necessitates
Prandardization of training. The H&S Battalion MBST Program seeks to provide
this training in 4 seven-day package. The following 178 tasks will bes
Sddressed during the FY12 MBST program (Refer to enclosure (1) for specific
dates}:

(b) Marksmanship. Sustainment level marksmanship training with
the M4 service rifle and M9 service pistol is coordinated by the Has
Battalion $-3 and conducted at the Weapons Training Battalion range complex
per reference (d). Exemptions to annual training for both the rifle and
pistol are listed below.
(2) Rigle Exemptions
a. Units withodt weapons on their T/E (H&S Battalion
has rifles on 7/E so that ALL tenant units assigned to the Battalion can
conduct their annual training).
Marines awarded the Distinguished Marksmanship
Badge.
officers in the grade of Major or higher.
a. Officers with 13 or more years of active duty
service.
e. Enlisted Marines holding the grade of Gunnery
sergeant or higher. Exception: Gunnery Sergeant with a rifle as @ 1/0
weapon (none at HéS BN).
