Rural development has always been an important issue in all discussions, especially in developing country like India.

Because The Indian economy is pre-dominantly rural and agriculture is considered as its back bone. More than 72 per cent of the Indian population reside in villages and rural areas. Thats why Rural upliftment has always been remained a prime concern of all governments in India. Starting from Rural Health & Drinking Water Mission, Rural Electrification, Rural Employment to Empowerment of Women, We have many plans & policies for Rurals. But still their life is not improving as such, why? Basically there are three levels where the actual problem lies-:

IMPLEMENTATION COMMUNICATION INFORMATION

First of all, we have to inform the Rural people about the plans & policies. For that we have to locate the target audience. It could be Farmers, Educated Youth, Women etc. For whom the specific plan meant for. After determining our target group then we have to give information to them within time. Then only they can get the awareness about the plans and get the actual benefit of it.

With-in time

If we Communicated well with our targeted group that means half the battle is won. So we have to disseminate information to the target group within time frame. And above all we have to ensure that our targeted rural audience grab the actual meaning of the Information. For that we have to plan Communication Strategy. In that process selection of following 4 M is important-:
MOTIVE MEDIUM MESSAGE MONITORING

This part is very important because if well not able to implement the said Plans & Policies than all the efforts will go in vain. For the implementation of Rural oriented Plans and Policies, all we need-:
