Dear Mr. Gray: On October 24> 2006, a EISD employee riled a complaint against you, alleging that you had engaged in a variety of acts that, if proven, would have constituted sexual harassment. Among other things, the employee claimed that at various times you did the following: a Stood on. tiptoes and looked down the front of her blouse Dropped to your knees in front of Sier, clipped a string off her pants with a pair of scissors, and stated, "1 bet it's good.7' s Asked if you could take the employee out to di-mer, then told her you would like to perform oral sex on her, = Tried to kiss her on several occasions, tmd once kissed her on the forehead. AJI investigation was conducted, and although ihers were no eyewitnesses to these events, the fact that the employee reported these incidents to other employees contemporaneously with their occurrence gives her strong credibility. While you have denied the accusations, 1 have great difficulty accepting your denial. I base this in part on the following additional information: In March 2005 an anonymous caller claiming to be a member of your staff called me and accused you of various acts of sexual harassment. The Executive Director for Personnel Services confronted you and warned you that this behavior would not be tolerated. " In April 2005, another person called the Professional Standards Administrator and informed him that you were pressuring her daughter for sex, The daughter rented an apartment from you, = la January 2006, an aide who worked for you at Union Grove Middle School tiled a complaint, alleging that you were "flirting'"' with her. making unwelcome comments about her looks and suggesting that she invite you over to her house. Again, the Executive Director for Personnel Services met with you to discuss the

seriousness of such charges,


You have denied this latest series of actions, as you have denied previous complaints. Yet I cannot ignore the common thread thai runs through the various accounts, the number of the complaints, or the lack of an apparent motive for so many of these complainants to fabricate such allegations against you.

I his letter is 10 serve notice that 1 find such behavior as has been reported to be reprehensible and unworthy of a professional educator. It is an egregious abuse of power on the part of a campus principal, it degrades the worth of KISD employees, and I will simply not tolerate it. You are warned that my future., substantiated claim of sexual harassment will result in adverse personnel action, up to and including non-renewal or termination of your e You and 1 will discuss these incidents and my expectations in detail. However, this letter is to advise you that I expect prompt corrective action. Your behavior must be above reproach, as befits a campus principal. You are to avoid situations that give rise to rumors of inappropriate behavior. You are to cease making comments to women that might reasonably be construed to be flirtatious or sexually suggestive. You will do this in a positive manner without retaliation against those who report violations of law or policy.
