Remuneration package starts at Rs. 48,038/- per month (taxable). Background As part of collaboration between the Government of India (GoI) and UNDP, the project Pathways for an Inclusive Indian Administration (PIIA) is being implemented by the Ministry of Personnel, Public Grievances and Pensions (MoP)

and the Lal Bahadur Shastri Academy of Public Administration (LBSNAA) with core funding from UNDP. The PIIA project will focus on developing capacities of civil servants and in strengthening their enabling environment in view of a more effective, efficient, transparent and accountable Public Administration at National and State level that takes to heart the GoI objective of inclusion through an enhanced delivery of services to the marginalised and vulnerable. In order to facilitate operations under PIIA, the MoP and UNDP have agreed to recruit a Project Assistant to support project implementation of this project. The post will be under the direct supervision of the Project Manager and the overall supervision of the National Project Director (NPD) at the MoP. The Project Assistant will assist the Project Manager in managing and coordinating the project activities as per the approved Annual Work Plan and shall also report to and liaise with the UNDP Programme Officer to support assurance and management support functions which are handled by UNDP as per the project work plan. As this is a full-time position she/he cannot hold any other assignment during the contract period.

Functions / Key Results Expected Duties and Responsibilities: Support the financial management of projects which includes: Operating the UNDP Financial Accounting System (ATLAS) for preparation of vouchers for the project (including the processing of vendor creation and settling of travel claims), maintenance of the internal expenditure control system, creation of requisitions in the system, making budget checks in the system; Financial monitoring of contracts and bringing to notice of the Project Manager (PM) and Programme Officer (PO) all issues needing attention; Presentation of information for project audit. 2. Provide administrative assistance support for the following function: Organising workshops, seminars, and Steering Committee meetings; Procurement support to the project by compiling and preparing contract documents and ensuring submission and follow-up with the UNDP procurement unit Booking arrangements for project related travel; Maintenance of project inventory and preparation of inventory reports; Maintenance of project files, documents, correspondence and communications; Other routine office and administration functions. 3. Conduct simple research tasks and service the projects online knowledge management platform (UN Teamworks) which features articles, studies, online discussions, links, etc. on thematic areas covered by the project, such as Administrative Reforms, Human Resource Management, Public Service Delivery, etc. Support the Project Manager and UNDP Programme Officer in following up 1.

Liaise with UNDP Operations on project issues (e.g. audit, procurement, human resources, project finance). Perform any other tasks assigned from time to time by the PM and PO.

Recruitment Qualifications Education University Degree At least 3 years professional experience in administration or finance, preferably in international organizations and/or Government institutions; Experience Experience in the procurement of goods & services (especially drafting of Terms of Reference, shortlisting and process documentation) is an added advantage. Maintain effective relationships with project stakeholders; Work goal-oriented based on limited instructions; Functional Organise and prioritise work to meet client needs and Competenci deadlines; es Prepare timely inputs to reports; Report to internal and external clients in a timely and appropriate fashion. Excellent communications, organizational & interpersonal skills. High-level of IT/computing skills (minimum: Microsoft Outlook, Word, Excel, Powerpoint). Skills User skills in UNDPs financial management software ATLAS are desirable. Good drafting and writing skills in English and Hindi. Ability to work independently to fulfill assigned tasks. Language Fluency in English and Hindi (written & spoken) Requiremen ts The project is starting in 2011 and is likely to continue till end Time frame 2012 with a possibility of extension in the 2013-2017 Country Programme.
