RESOLUTION NO. 08RS015
Resolution authorizing City of Viroqua to enter into a fiscal agent agreement with the
Nuzum Foundation for a pilot groundwater study
WHEREAS, groundwater provides the sole source of drinking water for most of the
driftless area of Wisconsin, including Viroqua; and
WHEREAS, the area has a known karstic geology consisting of irregular limestone
bedrock with sinkholes, underground streams, and caverns: and
WHEREAS, it is important to protect groundwater resources for public safety and long
term sustainability; and
WHEREAS, a group of state, local and private interests have joined to pursue a pilot
groundwater study based largely on volunteer efforts, supplemented by a Nuzum
Foundation grant to fund out of pocket costs of the study; and
WHEREAS, the proposed pilot study is limited in scope to a small part of the Kickapoo
River Watershed in the vicinity of the City and Town of Viroqua, but can be expanded
as resources permit; and
WHEREAS, the study is designed to expand knowledge of local hydrogeology and to
discover and map vulnerable groundwater areas to aid in decision-making on land use
and management; and
WHEREAS, the Nuzum Foundation requires a governmental unit to act as fiscal agent
for the grant; now, therefore, be it
RESOLVED, by the Common Council of the City of Viroqua, that it hereby endorsed and
supports the proposed pilot groundwater study and the application for the Nuzum
Foundation grant; and be it
FURTHER RESOLVED, that the officers of the City of Viroqua are hereby authorized to
enter into a fiscal agent agreement with the Nuzum Foundation for the proposed study.
