Children Welfare Centre is the meticulous stride of the eminent citizens of the city; who felt and understood the need of having advanced educational institutions in the city of mumbai. The trust is registered under the Public Trust Act in 1981. The main objective of the institution is to impart quality education to the students and there by taking it to the mega levels of the society. The trust has an established educational institution strategically located amidst the rapidly developing locale of Andheri with full-fledged operative Pre-Primary School, Primary School, High School, Junior College and Degree College of Commerce, along with the professional courses BMS, BMM, BAF & BBI. The trust also conducts a full-fledged B.Ed. College. The institution is well-equipped with the state of art infrastructure that includes science lab, computer lab, extensive library, audiovisual room, gymnasium, etc. The excellent teaching faculty on board, which comprises of more than 150 teachers, contributes a great deal in the success of the institution. Children Welfare Centre has been on the incessant growth path. It has been awarded as the Best School in the K-West Ward by the Education Department of Municipal Corporation of Greater Mumbai in the past. The Honorary Principal of the institution Mr. Ajay Kaul is the recipient of The Best Teachers State Award for the year 2002 - 2003 and was also honoured with Outstanding School Principal Award 2009 - 2010 by His Excellency, S.C. Jamir, Governor of Maharashtra. Children Welfare Centre has been amongst the best educational institutions in Mumbai. In its voyage of more than two decades, it has contributed to the tremendous progress of everyone involved - students, teachers and the society as well. It believes in building and enhancing the proficiencies by offering students, the milieu for allround development. Today Children Welfare Centre has more than 4000 students on its roll who are gaining knowledge and creating their careers. Moreover, it is now stretching its wings to new horizons of education. The trust is elated in stating that a law college at malad (West) is in the offing from the academic year 2010. The future plans of expansion is an ICSE and IGCSE curriculum. The trust also has acquired a new plot at Off Yari Road, wherein a new professional college shall commence in due course of time. The institution is delighted that it has laid its foundation on the trust of the society and will devote itself to education in pursuance of their future oriented policies. The track of the voyage of an establishment is a derivative of the thought processes of the men at the helm of the affairs. We are fortunate to have philosophers and leaders of the society as our management who steer us in a silent, strong, peaceful and dignified manner.
LL.B. / B.L.S. 3 & 5 Years Course
Children Welfare Centre Law College is established in the year 2010 with an aim to take learning to every strata of the society. It is located in the Western Suburbs of Mumbai at Marve Road, Malad (West) . The College is affiliated to University of Mumbai and has obtained the approval from the Bar council of India. The trust has also received Hindi Linguistic Minority Status. The aim of the college is to continuously enhance the teaching methods in order to provide students with an opportunity for all round development, to become the integral element that bridges the gap between mere learning, and understanding with implementation methodology. It strives for excellence in academics and makes an effort to create an aura that induces passion for learning along with the inspiration for decisive thinking and assessment; to train and inspire students to become the best professionals in the chosen careers. To provide quality legal education in order to promote legal, Cultural and ethical values in the students and to inculate in them the sense of responsibility towards the achievement of the objectives enshrined in the constitution of India. To Promote legal awareness in the society so as to make it responsive to human rights / values with a view to achieve greater social and economic justice. To prepare the students to be humane and competent lawyers and also develop in them a sense of responsibility as law abiding citizens and to serve the society in the field of legal services, law, reforms, policy planning and legislation etc. The law degree holder can have lot of chances to find employment in various Courts of Law and in Government Services, besides this law degree offers scope for a wider opportunities of employment such as Public Prosecutor, Solicitor, Attorney General, Advocate General, Notary / Oath Commissioner, Legal Advisor, etc. Besides the regular lectures, the college will organize, a series of guest lectures by distinguished Professors, Lawyers and Judges, Seminars and Workshops etc. will be arranged for guidance of the students on contemporary issues.
The College offers two Law Courses.

LL.B. Three Years Course (After graduation), and B.L.S. / LL.B. Five Years Courses (After HSC i.e. XII Std.)
Both the courses have semester pattern as prescribed by the University of Mumbai. The LL.B. has six semesters spread over 3 years and B.L.S. / LL.B. has ten semesters spread over 5 years. For both the courses there are two semesters every year, which are required to be cleared by the students.
CAMPUS ACTIVITIES
The College encourage students to participate in various Curricular, Co-Curricular and Extra-Curricular activities. The College Conducts Seminars on legal topics, arranges Legal Literacy Workshops and Legal-Aid Campus, The College also conducts STUDY-TOUR to learn and understand the SocioEconomical-Legal issues. The college encourages students to prepare legal-research essays on Legal or Socio-Legal or Eco-Legal topics, Visits to courts are arranged. The College conducts Moot-Courts, Debates, Elocution Competitions etc. and motivates students to participate in various inter-Collegiate competitions.
COMPUTER LAB
The hi-tech computer lab of the college has many latest computers with modern software and internet access. It is supervised by professional computer experts.
AUDIO - VISUAL CENTRE
With the facility of LCD projectors and good audio systems, the centre is used for screening educational films.
GYMNASIUM
A well equipped gym is set up for the students who are trained under the guidance of expert instructor.

ADMISSION GUIDELINES
1.
Admission is purely on merit and is subject to availability of seats as per the directions issued by University of Mumbai and Government of Maharashtra from time to time. Any Modification in admission guidelines will be notified on the college notice board at the time of admission.
ADMISSION ELIGIBILITY LL.B. (3 years course)
The Students who have passed Bachelors Degree examination in any faculty of this University or any other Degree examination or other examination which is recognised as equivalent thereto and have secured minimum 45% of marks with 5% relaxation to candidates belonging to S.C. / S.T. Categories, shall alone be entitled to admission to the LL.B. Course.
B.L.S. / LL.B. (5 years course)
A candidate for being eligible for admission to the first year of the five year integrated law course should have passed the H.S.C. Examination (Arts, Science or Commerce) of the Maharashtra State Board of Secondary and Higher Secondary Education, Pune or its equivalent examination. Bar council of India may from time to time, stipulate the minimum percentage of marks not below 45% of the total marks in case of general category applicants and 40% of the total marks in case of SC and ST applicants, to be obtained for the qualifying examination, such as +2 examination in case of integrated Five Years course.
Minority Students
Students seeking admission under the Hindi Linguistic Minority category should have passed the SSC & HSC examination from the Maharashtra Board and should be domiciled in the state of Maharashtra. (As per Government G. R. of 11th June, 2007.)

Provisional Eligibility Certificate from Mumbai University if the student migrating from university other than Mumbai University. 5. No objection certificate (NOC) from college where one semester is completed and seeking admission for another semester, in this college. 6. Pass Port and Visa, in case of overseas students. Tourist Visa / Entry Visa will not be considered. 7. Three recent Pass port size photographs. 8. Undertaking, that he / she will attend all lectures of the college regularly and will fulfill at Least 75% attendance in each semester.

REFUND OF FEES

CIRCULAR
A Reference is invited to the Ordinance relating to the Refund of fees vide this office Circular No. UG / 257 of 2005DATED 1ST July 2005, and the Principals of the affiliated colleges and the Heads/ Directors of the recognized Institutions concerned are hereby informed that the Proposal submitted by the committee for amendment of O.2859 relating to the refund of Tuition Fees. Development and all other fees after cancellation of admission for the Under Graduate Courses has been accepted by the Academic Council at its meeting held on 13th June, 2008, vide, Item No. 7.6 and subsequently approved by the Management Council at its meeting held on 23rd July, 2008 vide item No. 6 and that, in accordance therewith, in exercise of the powers conferred upon the Management Council under Section 54(1) of the Maharashtra University Act, 1994, it has amended Ordinance 2859 relating to refund of fees to read as under:O.2859 : Refund of Tuition, Development and all other fees after cancellation of admissions: The candidates who have taken admission in under-graduate courses in Govt. Colleges, in Govt. Aided and unaided courses conducted by affiliated colleges, and recognized Institutions may request for refund of fees after applying in writing for cancellation of their admission to the course. The refund of fees as applicable shall be made on or before 30th day after the date of cancellation and thereafter. The percentage of fee for the course shall be refunded to the candidate after deducting charges as follows : Table 1 : Fee Deduction on cancellation of admission

Examination LL.B. (3 Years Course)

Standard for passing the LL.B. Examination :
To pass the examination, a candidate must obtain 45% of the full marks in each paper. a) The successful candidates obtaining more than 45% of marks in one and the same attempt will be placed in Second Class, while those obtaining more than 60% of marks in First Class. b) The Candidates, who does not secure marks as per clause a) above, will be declared Failed and may at their option claim Exemption from again appearing in the Papers at subsequent examinations in which they have secured more than 45% of marks at the University Examination and 45% of marks in the Practical Training Paper at the College Examination. c) The University grants A.T.K.T. as per decisions taken from time to time.
Term grant and examination
A student who has successfully kept the terms for the First / Third / Fifth Semester may be allowed to keep terms for the Second / Fourth / Sixth Semester respectively, irrespective of the result of the examination at the end of the First / Third / Fifth Semester, as the case may be. At the end of the Later Semester, a student may be permitted to take examination for both the Semester simultaneously. A student may not be eligible for the admission to the Third / Fifth Semester unless he / she, has passed the First and Second or Third and Fourth Semester as the case may be, Or has secured Exemptions in any six papers (excluding Practical Training Paper) of the First and Second or Third and Fourth Semester as the case may be, And has passed in Practical Training Paper of the previous year.

Examination B.L.S. / LL.B (5 Years Course)

Standard for passing the Examination :
R. 4437 :- To pass the examination the candidates must obtain 45% marks in each theory paper/s and Practical/s separately. Those candidates who obtain less than 60% marks at the same sitting will be placed in Second Class. Those of the successful candidates who obtain 60% marks and more than 60% marks in all paper/s at one and the same sitting will be placed in the First Class. A candidate who obtains 45% marks in Theory paper/s and Practical/s may, at his option be exempted from appearing in the papers and Practical/s as the case may be. If a candidate is allowed to join the next higher class as provided in the Ordinances relating to the different examinations, he will not be permitted to appear for the higher examinations unless (i) he has previously passed in the remaining subject/s of the lower examination, or (ii) he appears in that subject/s simultaneously with his appearance at the higher examination. In the latter case, however, he will, in no circumstances be considered to have passed in the higher examination, or any part of it, unless he passes in the aforesaid subjects (with the percentage, if any, required for the total) at the same time or within two years of his obtaining the marks necessary to pass in the higher examination or any part of it in which separate passing or exemption is permitted by the Regulation. When a candidate owing to his failure to pass in the remaining subject/s of the lower examination within two years is not considered to have passed the higher examination or any part of it, he will forfeit all benefits occurring from the marks obtained by him in the higher examination, but the terms kept by him for such higher examination will be available to him for any further appearance at the examination.
Term grant and examination
To keep a term at a college or recognized institution, an undergraduate must complete to the satisfaction of the Principal or the Head of the institution, the course of study at the college or institution prescribed for such terms for the class to which such undergraduate then belongs. Although illness or other serious circumstances may be considered valid for the absence at lectures, tests, tutorials; the circumstances cannot condone a student for poor performance or absence exempts them from appearing for examinations. Accordingly, students with poor records of academic performance will not be granted terms. Students who have not been granted term will not be permitted to appear at the First term / Second term / Annual Examination conducted by the College or by the University. There will be an examination at the end of each semester. The examinations at the end of the Semester I, II, III and IV will be held by the college on behalf of the University of Mumbai according to the University of Mumbai rules. The University of Mumbai will hold the examinations at the end of Semester V, VI, VII, VIII, IX and X.
LIBRARY
The college library has Reading hall for students. The Library has a huge collection of books & journals on variety of subjects. Timings : The library remains open from 8.00 am to 5.00 pm on all working days. Except Sundays and public holidays.
Issue/Return:
One book at a time is given for a week on home reading. Work, periodicals and other material available for current reading. Students participating in moot courts competitions get more than one book at a time for reference. Fine : Rs. 1/- per day.
LIBRARY COLLECTION
The Library Counter Section includes all standard text books, bare act, question paper sets. The recent issues of the law reporters and journals are displayed at the counter. No guide-like material is available in the library. Reference and general section has all non - text books arranged subject wise. They include both legal and non legal books. Dictionaries, Encyclopedias, Central acts Manuals, standard commentaries, treatises, biographies, etc. from the reference and general collection.
OTHER SERVICES
Book Bank : under this scheme, set of text books are made available for home reading to needy and deserving students

The Library: Current Reading facility is also provided to the Ex-students. Current Awareness : Newly purchased books are displayed at the counter and list of the same is put up on the notice board.
Article alert : Subject wise list of Journal Articles is displayed quarterly on the notice board . Referring to the list students can read original journal articles on various legal issues.
LIBRARY RULES:
The students must refrain from disturbing other readers in the library. Students should maintain complete silence in the reading hall. They should switch off their cell phones or keep them on silent mode and refrain from cell phone conversation in the reading hall. Students should bring their belongings to the library at their own risk. If such things are lost, the library staff will not be responsible for it. The students should immediately inform the Librarian of any loss, damage of book borrowed by him / her on the library card. Students should contact the Librarian to solve their grievances. They should not argue with the staff on duty. Any matter not covered by these rules will rest at the absolute discretion of the Principal and the Librarian. Violation of these rules shall invite disciplinary action.

RULES OF DISCIPLINE
The smooth functioning of the College depends upon observance of discipline by the students. The College can help the students better when Rules of Discipline are observed properly. Violation of these rules deprives the students of the advantages of different facilities provided by the College. Following are some of the important rules of discipline. Parents / Guardians are requested to direct their wards to observe the following Rules of Discipline: 1. Students must attend lectures, practicals, tutorials, etc. as per the Time Table. They must not abstain themselves from classes, practicals, tutorials, examination etc. Without written permission from the Principal. Students whose attendance, progress in various tests and examinations is not satisfactory and who do not perform the required number of tutorials and / or practicals are likely to lose their terms. Students who do not submit compulsory project work in subject are likely to lose their term. Prolonged absence even on grounds of ill health may also lead to loss of terms. Defaulters will not be sent up for University Examination. 2. Employed students will not be given any concession in matters of attendance or rules regarding appearing at College examinations. Suitable disciplinary action will be taken against such students. Employed students must give details of their employment on the admission form. They are expected to take admission after consulting the Principal in this regard. 3. The Identity Card is meant for identifying bonafide students and is used for permitting the student to participate in various activities and programs of the College. Every Student must wear the Identity Card as long as he/ she is in the College Campus. It must be produced by the student whenever demanded by a member of the teaching or non-teaching staff of the College. He / She must take proper care of it to avoid its misuse by other students and outsiders. In case the Identity Card is lost, the matter should be immediately reported to the Principal

and an application should be made for a duplicate Identity Card which will be issued on payment of charges. 4. The conduct of the students in the classes and in the premises of the College shall be such as will cause no disturbance to teachers, fellow students or other classes. 5. 6. Every student shall wear decent dress while coming to the College. No Society or Association shall be formed in the College and no person should be invited in the College campus without the specific permission of the Principal. The Principal has a right to refuse such permission. 7. No student is allowed to display any Notice / Circular / Poster / Banner in the College Premises without the prior permission of the Principal. Strict action will be taken against the defaulters. 8. No student will be allowed to conduct any political activity in the College Premises. 9. Outsiders are not permitted in the College Premises without the prior permission of the Principal. College students are not allowed to bring their relatives / friends to the College Premises without the prior permission of the Principal. Strict action will be taken against the concerned outsiders as well as the College student who is instrumental in bringing outsiders to the College Premises. 10. All meetings, cultural programs, debates, elocutions, moot-court etc. Organized on the College Premises must be held in presence of teaching staff members and with the prior permission of the Principal. The subjects of debates; elocutions; moot - courts must have the prior approval of the Principal. 11. Students must take proper care of the College property. Strict action will be taken against the students damaging College property and will be required to compensate the damage.
12. Ragging is strictly prohibited within and outside the college premises. Students indulging in ragging will be punished as per the Maharashtra Prohibition of Ragging Act, 1999 (Mah. XXXIII of 1999) published in Maharashtra Govt. Gazette on 15th May 1999. Such students will also be expelled from the college and F.I.R. will be lodged with the police against them. Moreover, it shall be mentioned in the college leaving certificate of such students that they are expelled because of their indulgence in ragging. 13. Students involved in malpractices at the College ; University Examinations will not be admitted to the College. 14. Students shall not do anything inside or outside the College that will interfere with the discipline of the College or tarnish the image of the College. 15. The students shall not cast any aspersion on other students, staff or faculties of the college; any grievance in that respect is to be reported or addressed to immediate higher authority / principal. 16. Students must not loiter on the College Premises while the classes are on. Students found loitering are liable for punishment. 17. Students must not attend classes other than their own without the permission of the authority concerned. 18. Students are not allowed to communicate any information about College matters to the Press. 19. Smoking is strictly prohibited in the College Premises.

20. Playing music on Transistors, Tape-recorder, Car-stereos, Mobile Telephones or any other similar gadgets with or without earphones is strictly prohibited in the College Premises. Defaulters will be punished and their instrument confiscated. 21. Use of Mobile Telephones is strictly prohibited in the College campus. 22. If, for any reason, the continuance of the student in the College is found detrimental to the best interest of the College, the Principal either may ask the student to leave the College without assigning any reasons or refuse to admit the student for the next academic year ; and decision will be final and binding on the student. 23. Students should not leave their books, valuables and other belongings in the class room I Library-Reading room. The college will not be responsible for the loss of such property. 24. It is responsibility of the students to read the notice boards regularly for important announcements made by the college office from time to time. 25. Matters not covered above will be decided at the discretion of the Principal.

ADMINISTRATIVE DETAILS
1. The college office timings are from 7.00 a.m. to 2.00 p.m. from Monday to Friday and from 7.00 a.m. to 12.00 noon on Saturday. 2. Payment are accepted and made from 7.00 a.m. to 12.30 p.m. 3. Please tender exact amount to get quicker service. 4. Do not enter the office beyond the Counter. 5. Fill Forms with care to avoid delay. 6. Forms must be presented personally by students concerned. 7. Refer complaints to the Office Superintendent or the Registrar.
HOURS OF INSTRUCTIONS / LECTURE TIMINGS

Lectures will be held between 7.00 a.m. and 12.00 noon. The timings are tentative and the college may conduct the classes earlier or later depending upon the availability of classrooms and administrative convenience of the college.
HOLIDAYS
The college will remain closed on Sunday and all Public Holidays as declared by the Government of Maharashtra and on such other day as the Principal may declare from time to time. Note : Criteria for admission and eligibility, syllabus, examination matter and fee structure are subject to change as per rules & regulations of University of Mumbai.
