INTERNATIONAL CHARTER OF SOCIAL RESPONSIBILITY FOR ATHLETES TRAINING IN FOOTBALL - ICSR-FOOT 2009
Proposal: CAMPESTRINI/CUNHA 2009

A Carta Internacional de Responsabilidade Social para a Formao de Praticantes no Futebol, proposta em Setembro de 2009, constitui-se como um conjunto de princpios em Responsabilidade Social aos quais os clubes e demais organismos do futebol que a aderem livremente, comprometem-se a darem cumprimento aplicao de um cdigo de conduta, nos seus procedimentos de trabalho, pelo processo de formao de praticantes desportivos, conforme os domnios nela expressos. Prembulo Considerando: (1) a ultra-mercantilizao existente nos negcios do futebol, no qual os jogadores e praticantes em formao so cada vez mais considerados como se fossem simples mercadorias (commodities); (2) a elevada responsabilidade que as entidades promotoras, organizadoras, gestoras e reguladoras da prtica desportiva assumem perante menores no processo de formao de praticantes; e (3) a alta mobilizao social e poder de influncia que o futebol exerce na sociedade e na vida das pessoas e desportistas. Os clubes e demais organismos do futebol signatrios estabelecem o formato de princpios a seguir e a adotar livremente na formao de seus praticantes:

The International Charter of Social Responsibility for Athletes Training in Football, proposed in September 2009, is a set of principles on social responsibility to which the clubs and other football organizations that join it freely shall undertake to comply by implementing a code of conduct in their working procedures, on athletes training process of sports, according to the areas it expresses.

Preamble Considering: (1) the ultra-commercialization existing on business in football, in which players and athletes in training are increasingly seen as being simple commodities; (2) the high responsibility which entities that promote, organize, manage and regulate sport practice take in relation to minors in athletes training processes; and (3) the high social mobilization and the rise of influence that football exerts in society as well as on people and sportsmen lives. Clubs and other football bodies that signed this charter formatted set of principles that follows and take it freely in training of their athletes:

1 PRINCPIOS FUNDAMENTAIS I. Carta de Princpios (a) Esprito Desportivo/Fair Play: Assumir um compromisso formal quanto ao cumprimento dos princpios estabelecidos pelo Fair Play Code (Cdigo do Esprito Desportivo), da FIFA; (b) tica: Firmar, de forma clara, concisa e transparente, uma carta de princpios ticos que se incorporem na estrutura organizacional do clube a fim de regulamentar a atuao de todos os envolvidos, dentro do Esprito da Responsabilidade Social. II. Transparncia e Balano Social (a) Transparncia: Cumprir a legislao em vigor sobre a publicao e a publicitao de balanos e balancetes em cada exerccio; (b) Balano Social: Publicar anualmente o Balano Social de modo a traduzir os ganhos sociais obtidos a partir do investimento realizado em aes sociais e nos programas de formao dos praticantes. III. Sustentabilidade (a) Econmica: Exercer as suas atividades aplicando o princpio da sustentabilidade econmica de modo a evitar prejuzos para a comunidade; (b) Social: Contribuir, atravs de participao social voluntria, para o desenvolvimento social da comunidade; (c) Partilhada: Apoiar, pelo exerccio de partilha de recursos prprios humanos, materiais e financeiros e, na medida das suas possibilidades, causas sociais comunitrias. IV. Recursos Humanos (a) Disseminar conceitos: Criar, manter e incentivar a atuao de um agente ou um departamento especializado em matria de responsabilidade social a fim de propagar conceitos, condutas e atitudes relacionadas temtica por toda a organizao; (b) Formao contnua multidisciplinar: Implantar a constituio de equipas multidisciplinares responsveis pela evoluo tcnica e humana dos praticantes, atualizadas em programas de formao contnua nos domnios cientfico e scioprofissional.

1 FUNDAMENTAL PRINCIPLES I. Principles Chart (a) Fair Play: To assume a formal fulfillment of the principles established by Fair Play Code of FIFA; (b) Ethics: To sign, in a clear, concise and transparent way, a letter of ethical principles that have to be incorporated on the club's organizational structure in order to regulate the actions of all interested, within the Spirit of Social Responsibility. II. Transparency and Social Report (a) Transparency: To comply with legislation about the obligation of publication and disclosure of balance sheets for each year; (b) Social Report: To publish an annual Social Report with the intention of clarifying social gains achieved from the investment in social actions and training programs for athletes. III. Sustainability (a) Economic: To perform their own activities by applying the principle of sustainability in order to avoid damage to the community; (b) Social: To contribute, through voluntary social participation, for the social development of the community; (c) Shared: To support, by exercising of sharing own resources like human, material and financial resources and, within its possibilities, social community causes. IV. Human Resources (a) To disseminate concepts: To create, to maintain and to encourage the operation of an agent or a department specialized in social responsibility subjects in order to spread concepts, behaviors and attitudes related to it throughout the organization; (b) Multidisciplinary continuing education: To implement the creation of multidisciplinary teams responsible for human and technical development of athletes, updated in continuing education programs on science and socioprofessional domain.

2 PRINCPIOS SOCIAIS - INDIVIDUAIS DOS PRATICANTES V. Programa de Aprendizagem e Sociabilizao (a) Programa de Aprendizagem: Elaborar um programa de aprendizagem formal que estabelea os procedimentos de treinamento, de educao e de insero social ao longo das etapas de desenvolvimento do praticante, incluindo nele a considerao dos direitos e liberdades do menor praticante com vista sua proteo em matria de discriminao social e racial; assdio moral, econmico e sexual; abuso sexual; liberdade de expresso; (b) Famlia: Entender a famlia como a principal clula protetora do menor nas relaes institucionais e comerciais a acontecer, acautelando e facilitando um contato e acesso permanente desta, quando tal for socialmente saudvel para o menor-praticante; (c) Assistncia Social: Proporcionar a existncia de um servio especializado de assistncia social com o intuito de conhecer, controlar e acompanhar o histrico, o estado atual e a evoluo dos aspectos socioeconmicos dos praticantes; (d) Insero Social: Promover a insero social comunitria dos praticantes, evitando o isolamento e o confinamento nos espaos do Centro de Formao ao longo do seu processo de formao. VI. Poltica de Remunerao dos Praticantes em Formao Adotar uma poltica de remunerao dos praticantes de modo claro, democrtico e formal estabelecida a fim de no favorecer interesses exclusivamente economicistas. VII. Educao, Formao Cultural e Recreao (a) Educao: Garantir a formao escolar do praticante pela sua incluso no sistema educativo nacional, contribuindo de todas as formas para a sua progresso natural nos respectivos nveis de formao educativa e cultural; (b) Horrios: Ajustar o horrio de treinamento com o dos estudos dos praticantes, proporcionando-lhes momentos de tutoria e acompanhamento especializado e instituir sistemas de controlo do rendimento escolar a considerar na sua evoluo e permanncia no programa de formao desportiva; (c) Profissionalizao: Oferecer alternativas profissionais durante o processo de formao aos praticantes para o caso de, no futuro, por motivos de rendimento desportivo ou outros, no revelem a necessria capacidade, interesse ou propenso para seguirem a carreira no futebol. (d) Recreao: Proporcionar aos praticantes atividades, espaos fsicos, instalaes e tempo-livre, de modo a garantir-lhes a convivncia ajustada idade, s etapas de desenvolvimento e ao pleno envolvimento social equilibrado. VIII. Assistncia Sade, Seguro de Vida e Qualidade de Vida (a) Sade: Instituir e oferecer servios completos de assistncia mdica, odontolgica e psicolgica permanentes aos praticantes; (b) Seguro de Vida: Contratar para todos os praticantes em formao um seguro de vida contra acidentes de trabalho, morte e/ou invalidez permanente; (c) Alimentao, Higiene, Segurana e Salubridade: Criar um sistema-padro de normas de salubridade, higiene e segurana no trabalho a serem observadas nos processos de funcionamento, nos espaos das instalaes desportivas e particularmente na alimentao dos praticantes em formao.

2 SOCIAL PRINCIPLES - SINGLE FOR ATHLETES V. Program of Learning and Socialization (a) Learning Program: To develop a program that establishes formal procedures for training, education and social inclusion throughout the stages of athletes development by including consideration on rights and freedoms of the minor for his/her protection in the field of social and racial discrimination, moral, sexual and economic bullying, sexual abuse, freedom of expression; (b) Family: To understand the family as the main protector of the minor in institutional and trade relations that will happen, facilitating an adequate provision and access for familiar contact, when it is socially healthy to the minor-athlete; (c) Social Assistance: To provide the existence of a specialized department of social assistance in order to know, to monitor and to track the history, the current state and the evolution of socioeconomic aspects of athletes; (d) Social Inclusion: To promote athletes' communitarian social inclusion, avoiding their isolation and confinement in spaces of Training Centers along the process of training. VI. Remuneration Policy for Athletes in Training To adopt a remuneration policy for athletes in a clear, democratic and formally manner, established in order to not only promote economical interests. VII. Education, Cultural Formation and Recreation (a) Education: To ensure athletes' school education for their inclusion in the national education system, contributing to all forms for their natural progression in their levels of educational and cultural formation; (b) Schedules: To adjust the training schedule with the athletes' studies, providing them moments for expertise mentoring and monitoring and establish systems to control the school performance to be considered in their development and keep them in sports training program; (c) Professionalization: To offer professional alternatives during the athletes training process in case of, in the future, for reasons of sports performance or other, they do not show the necessary ability, interest or inclination to pursue a career in football. (d) Recreation: To provide for athletes some activities, physical space, facilities and free-time to ensure them a living adjusted to their age, the stages of development and the full involvement with a social balanced environment. VIII. Health Care, Life Insurance and Quality of Life (a) Health: To establish and to provide comprehensive services for medical, dental and psychological standing to athletes; (b) Life Insurance: To hire for all athletes in training a life insurance against accidents at work, death or permanent disability; (c) Nutrition, Hygiene, Safety and Health: To create a standard system to measure health, hygiene and safety on work to be done in operation procedures, in sports facilities areas and particularly on feeding of athletes in training.

3 PRINCPIOS SOCIAIS - INSTITUCIONAIS E DE RELACIONAMENTO COM TERCEIROS IX. tica nas Relaes Comerciais (a) Negociao com Terceiros: Negociar todo e qualquer estatuto/valor do praticante atravs de agentes oficiais creditados, de modo a contribuir para a expresso global de um mercado eticamente responsvel; (b) Participao Familiar: Efetuar estas aes em cooperao, consentimento e presena da famlia, acautelando os interesses e direitos futuros do praticante em formao; (c) Relao com Outras Organizaes: Adotar uma conduta institucional pautada pela aplicao de princpios ticos na relao com outras entidades, designadamente clubes, entidades pblicas e privadas, das administraes desportivas e no-desportivas, agentes comerciais, etc. regida pelo cumprimento dos normativos nacionais e internacionais, na negociao de praticantes e outras matrias afins. X. Orientaes Ambientais Assumir o compromisso formal de adotar procedimentos de sustentabilidade ambiental e de conscientizao dos praticantes em formao na utilizao, consumo e aproveitamento dos recursos naturais por meio da aplicao de programas de reciclagem e reutilizao destes durante as suas atividades de treino, de formao e uso das instalaes desportivas.

3 SOCIAL PRINCIPLES - INSTITUTIONAL AND FOR RELATIONSHIP WITH THIRD PARTIES IX. Ethics on Commercial Relations (a) Dealing with Third Parties: To negotiate any athletes' status/value through official agents credited in order to contribute to the expression of a ethically responsible global market; (b) Family Involvement: To make these actions in cooperation, consentient and presence of family, safeguarding the interests and future rights of the athlete in training; (c) Relation with Other Organizations: To adopt an institutional conduct guided by the application of ethical principles in relation to other bodies, including clubs, public and private entities, sports and non-sporting administrations, commercial agents, etc. governed by the performance of national and international standards, on athletes negotiation and other related matters. X. Environmental Orientations To take the commitment to adopt formal procedures for environmental sustainability and awareness of athletes in training in the use, consumption and utilization of natural resources through the implementation of programs for recycling and reuse of these during their activities of training, formation and use of sports facilities.
