Water Activities
The Asian Development Bank (ADB) in 2011 disbursed a total of about $715 million in 93 water-related projects,financed under ADBs ordinary capital resources. Countries receiving significant funds included the Peoples Republic of China, India, and Indonesia. ADB issued its first water bonds in 2010, raising a total of $638 million. ADB has subsequently issued over $300 million equivalent of water bonds. Proceeds raised through these bonds will be used for various water-related projects in Asia and the Pacific. ADB also continues to work in partnership with donors and other development agencies for additional financial and knowledge resources to support the implementation of the Water Financing Program until 2020. On financial partnership, the committed contributions to ADBs Water Financing Partnership Facility as of June 2012 stands at approximately $72 million. On knowledge partnership, ADB and UNESCO-IHE Institute for Water Education entered into a partnership agreement on 7 November 2011. As part of knowledge sharing and dissemination, ADB convened in November 2011 a Water Learning Week as an opportunity for Asias leading water practitioners, researchers, knowledge and funding partners, and ADB staff to share innovative practices and lessons learned. On 1113 April 2012, ADB organized the first Asian Irrigation Forum in the ADB headquarters in Manila, Philippines. The forum reviewed the current performance and future trends in irrigated agriculture in Asia and the Pacific, and identified the roles that multilateral development banks such as ADB should play, including the investment needs to support the transformation of irrigated agriculture to meet future challenges. About 200 representatives from government, development partners, the private sector, and civil society, including farmer groups and media, attended the forum.

Georgia: Urban Services Improvement Investment Program Project Term: 20112019 Total Loan Package: $500 million
PROJECT SUMMARY The investment program will improve water supply and sanitation services in six secondary towns of Georgia, thus improving the health condition of the residents. Its components are: Infrastructure Improvement to support infrastructure investments to rehabilitate, improve, and expand water supply and sanitation facilities in six secondary towns and benefit approximately 335,000 residents, or 38% of urban residents in the region served by the United Water Supply Company of Georgia Limited Liability Company. This figure covers about 7.6% and 14.3% of the total and urban population, respectively, in Georgia. Institutional Effectiveness to develop capacity in sector agencies to support more effective regulation of water supply and sanitation services. Project Implementation Support with focus on detailed engineering; construction supervision; procurement; safeguards compliance; preparation of the subsequent tranches of the investment program; and a public awareness program on health, hygiene, sanitation, and water conservation.

Viet Nam: Water Sector Investment Program Project Term: 20112020 Total Loan Package: $1.0 billion (multitranche financing facility)
PROJECT SUMMARY The investment program will help water supply companies in Viet Nam improve their performance. It will support capital investment in water companies and cofinance the National Nonrevenue Water Program. The program will utilize a multitranche financing facility to provide longer-term support for institutional reform in Viet Nams water sector until 2020. Four pilot citiesDa Nang, Hai Phong, Ho Chi Minh City, and Huewere identified for project preparation in 2008. The first periodic financing request covers Ho Chi Minh City. Subsequent tranches will finance part of the National Nonrevenue Water Program and investment subprograms consisting of water supply infrastructure for provincial water companies, duplicating the model established with Ho Chi Minh City in the first periodic financing request. The target outcomes of the program are: Increased water supply coverage in urban areas from 59% in 2010 to 90% in 2020; Decreased non-revenue water from 30% in 2010 to 18%25% in 2020; Increased connections to 100% of households headed by women in the project area.
