God actively ordains all of our actions: Your eyes have seen my unformed substance;And in Your book were

Including the wicked men: The Lord has made everything for its own purpose,Even the wicked for the day of evil. (Proverbs 16:4 NASB)

He works out the evil for good: As for you, you meant evil against me, but God meant it for good in order to bring about this present result, to preserve many people alive. (Genesis 50:20 NASB)

He hardens hearts: The Lord said to Moses, When you go back to Egypt see that you perform before Pharaoh all the wonders which I have put in your power; but I will harden his heart so that he will not let the people go. (Exodus 4:21 NASB)

By letting people harden their own hearts: But when Pharaoh saw that there was relief, he hardened his heart and did not listen to them, as the LORD had said. (Exodus 8:15 NASB)

By God handing people over to their sin: Therefore God gave them over in the lusts of their hearts to impurity, so that their bodies would be dishonored among them. (Romans 1:24 NASB)

Which is exactly what man wants: And although they know the ordinance of God, that those who practice such things are worthy of death, they not only do the same, but also give hearty approval to those who practice them. (Romans 1:23 NASB)

God does so to make known the riches of His mercy: And He did so to make known the riches of His glory upon vessels of mercy, which He prepared beforehand for glory (Romans 9:23 NASB)

He works out all wicked things for good: And we know that God causes all things to work together for good to those who love God, to those who are called according to His purpose. (Romans 8:28 NASB)

God does not force anyone to sin, but people sin of their own accord:

But each one is tempted when he is carried away and enticed by his own lust. (James 1:14 NASB)

Because sin is their nature: The LORD smelled the soothing aroma; and the LORD said to Himself, "I will never again curse the ground on account of man, for the intent of man's heart is evil from his youth; and I will never again destroy every living thing, as I have done. (Genesis 8:21 NASB)

What is man, that he should be pure,Or he who is born of a woman, that he should be righteous?Behold, He puts no trust in His holy ones,And the heavens are not pure in His sight;How much less one who is detestable and corrupt,Man, who drinks iniquity like water! (Job 15:14-16 NASB)

Among them we too all formerly lived in the lusts of our flesh, indulging the desires of the flesh and of the mind, and were by nature children of wrath, even as the rest. (Ephesians 2:3 NASB)
