Fire Safety Systems

[From 1 September to 30 November 2012]

This checklist is provided as a reference in order to prepare for the 2012 PSC CIC on Fire Safety Sytem scheduled to be conducted at the Paris MoU, Tokyo and Indian MOUs from 1 September to 30 November 2012. Therefore, all applicable items are requested to be checked one by one in conjunction with the Checklist for port State Control (2011.07.18).

Guidance of 2012 PSC CIC on Fire Safety Systems


Following items might be different by Flags Requirements, please confirm them before surveys.

1. Does the Fire Control Plan meet the requirements? (SOLAS Ch II-2/ R 15.2.4/15.3.2)
1) The plan shall be permanently displayed in a prominent position. 2) The plan shall be appear to be up-to-date and any alterations recorded. 3) A duplicate plan shall be available outside the accommodation for the use of

shore firefighting personnel..


4) Crews shall be familiar with the plan and its contents. 5) The plan shall be contained followings: a. Control stations, the various fire sections enclosed byA class division, the

sections enclosed by B class divisions together with particulars of the fire detection and fire alarm system, splinckler installation, the fireextingushing appliances, means of access to different compartments, deck, etc.,and the ventilating system including particulars of the fan control positions, the positions, the position of dampers and identification numbers of the ventilating fans serving each section. b. Passenger ships carrying more than 36 passengers the keel laying date and applicable SOLAS conventions and amendments should be recorded. The plan should be indicate dates and description of any modifications to the ship, which in any way alter its fire safety(Res.A.756(18)

2a. Do the Fire Fighters Outfits including personal equipment comply with the requirements? (SOLAS Ch II-2 Reg 10.10; Reg 14.2.2)
1) Fire Fighters outfit a. Fire-fighters outfits shall be stored in widely separated positions.. b. Crews can demonstrate to check the correct pressure (whistle) c. Correct pressure shall be showed on the gauge d. Outfits should be tested in accordance with maintenance plan. 2) No. of sets for passenger ship is determined by the legnth of the passenger and service spaces and for the passenger ships carrying more than 36 passengers 2 additional outfits must be provided for each main vertical fire zone. Also for passenger ships carrying more than 36 passengers for each pair of breathing apparatus a water fog applicator must be provided and store adjacent to the breathing apparatus. 3) Ships type a. General Cargo ships : Outfits 2sets, spare bottles 4 b. Gas/Oil/Chemical tankers : Outfits 4sets, spare bottles 8 c. Gas(Total volume > 5000m3) : Outfits 5sets, spare bottles 10

2b. Do the Emergency Escape Breathing Devices (EEBD) comply with the requirements? (SOLAS Ch II-2 Reg 13.3.4; 13.4.3)
1) Accommodation

a. Cargo ships : Two EEBDs + one spare b. Passenger ships(under 36 passengers) : two EEBDs + two spares in each MVZ c. Passenger ships(more than 36 passeners : four EEBDs + 2 spares in each MVZ 2) Machinery spaces categroy A (Refer to MSC.1/Circ.1091) a. Machinary spaces category A containing internal combustion machinery used for main propulsion: - 1 set for the engine control room, - 1 set for the workshop - 2 sets along the escape route including 1 set installed at foot of escape ladder. EEBDs need not be placed near the escape trunk - Even if the ship does not have the engine control room and workshoop in the machinery spaces, 3 sets of EEBD is not required. b. For the machinery space category A not containing internal combustion machinery used for main propulsion, 1 set of EEBD shall be installd at the farthest accessible area of the escape route. Where the maximum travel distance to the door leading to safe space is 5m or less, EEBD is not required. - 1 set of spare is required for the machinery space used for main propulsion. 3) Maitenance requirements, manufacturers trademark and serial number, shelf life with accompanyng manufacture date and name of approving authority should be printed on each EEBD. All EEBD training units shall be clearly marked. 4) An EEBD, when stored, shall be suitably protected from the environment 5) Brief instructions or diagrams clearly illustrating their use shall be clearly printed on the EEBD. The donning procedures shall be quick and easy to allow for situations where there is little time to seek safety from a hazardous atmoshere.

3. Are the portable extinguishers ready for use in locations as per the fire plan? ( SOLAS Ch II-2 Reg 10.3.2.4)

For service spaces, a portable fire extinguisher required for that small space palced outside or near the entrance to that space may also be considered as part of the requirement for the space in which it is located. c. If the wheelhouse is adjacent with the chartroom and has a door giving direct access to chartroom, no additional fire extinguisher is required in the chart room. The same applies to safety centres if they are within the boundaries of the wheelhouse in passenger ships. d. Two portable fire extinguishers, each having a capacity of not less than 6kg of dry powder or equivalent, should be provided when dangerous goods are carried on the weather deck, in open ro-ro spaces and vehicle spaces, and in cargo spaces as appropriate. Two portable fire extinguishers, each having a suitable capacity, should be provided on weather deck for tankers. e. No portable fire extinguisher needs to be provided in cargo shold of containerships if motor vehicles with fuel in their tank for their own propulsion are carried in open or closed containers. 2) Examination of fire extinguishers shall be carried out annual by ships crews or competent person of service suppliers approved by this Society. 3) Hydraulic test shall be carried out in accordance with flags requirements

*4. Does the test of automatic audible alarm sound prior to release of a fixed gas fire-extinguishing medium into spaces in which personnel normally work?( SOLAS Ch II-2/ Reg 10.5))
1) Instruction for operating the installation shall be displayed near the remot operating controls, distribution control valves and also near the gas cylinder. 2) A notice shall be exhibited at the controls stating that the system is noly to be used for fire-extinguishing and not for inerting purposed, due to the electrostatic ignition hazard. 3) When the means for putting the system into operation are loaced within a compartment, one key to the compartment is provided adjacent to the entrance in a suitably marked galss-fromted box.. 4) Remote turn on/off facility for ventilation system shall be provided out of the spaces after the injection of CO2. 5) A notice shall be posted on the entrances of the spaces protected by CO2 to evacuate the space immediately on hearing CO2 alarm. 6) CO2 Alarm should be distinct from other alarms. 7) The alternate power supply to electrical alarm shall be arranged and safeguard for air operated alarm shall be provided from main air bottles. 8) In order to prevent inadvertent release, the discharge of CO2 from the storage cylinders should be isolated from the machinery space by means of a sector valve. 9) Means for checking the quantity of medium in CO2 containers should be arranged on board.. 10) Where any delay device is fitted, this should be clearly marked on the operating instructions and include the time delay setting so that the operator can distinguish between intentional delay and malfunction of the system.

*5a. Are the fire protection systems and fire fighting-systems and appliances maintained ready for use? (SOLAS Ch II-2 R 14.2.1)

1) All kinds of fire fighting equipment/appliance including following items shall be maintained to be ready for use in all time: a. Condition of Hydrant/fire hoses (water leakage on fire hoses and its connections, condition of hydrant valve etc.) b. Two water jets by fixed main/emergency fire pump(enough pressure) c. Condition of portable fire extinguishers(proper pressure and last service, etc) d. Fixed pressure water spray or water mist systems shall be kept at the required pressure and are ready for immediate use.(auto start test for feeding pumps) e. Condition of remote/local open/close system for dampers.(test records) f. Condition of remote/local start/stop system for fans(test record) g. Condition of E/R fuel shut off system(test records, prohibition of intentional stuck for the valves) h. Fire detection system a) Periodical test reports b) Test using suitable equipment(oily ragoropen flameis not suitable) i. Fire integrity a) Prohibition of holdback for fire door(except magnetic holding doors which can be released from central control station remotly.) b) Fire integrity for deck/bulkhead penetration such as pipes, electric cable so on.(blocking the holes) c) Fire Insulation(proper places and classes, missing the re-attaching after dettaching for works) 2) Main/emcy lights shall be provided on escape routes and there should bot be any obstacle. 3) Failure on the part of the crew to understand the importance of maintaining the integrity of the structural fire protection might indicate a lack of training either on board or ashore. The training manual should contain details on the fire protection arrangements on board.

5b. Is there a maintenance plan onboard to show that fire protection systems and fire-fighting systems and appliances (as appropriate) have been properly tested and inspected? ( SOLAS Ch II-2R 14.2.2)
1) Maintenance plan : Maintenance, testing and inspections should be drawn up conforming with characteristics of fire fighting system and equipment on board and at least on copy provided, should stipulate the repair instrctionm interals, spare parts, recoding methods, correction procedure for non-conformity findings, regular maintenacne parties, etc, and shall include: a) Fire mains, fire pumps and hydrants including hoses, nozzles and internation shore connections; b) Fixed fire detection and fire alarm systems; c) Fixed fire-extinguishing systems and other fire extinguishing appliances; d) Automatic sprinkler, fire detection and fire alarm systems; e) Ventilation system including fire and smoke dampers, fans and their

controls; f) Emergency shut down of fuel supply g) Fire doors including their controls, general emcy alarm system; h) EEBDs, firefigters outfits, portable fire extinguishers i) Additional requirements for tankers(iner gas systems, deck foam systems, fire safety arrangements in cargo pump rooms and flammable gas detectors 2) Some of the checks are normally carried out by specialist, for instance a level check of CO2 storage cylinders, pressure test of storage cylinders, operation of release mechanisms, replacement of flexible hose, test of foam compount, test of foam generator and flush throught of pipework. 3) Equipment for training should be rechaged or reset after its use.

*6. Is the crew familiar with the location and operation of firefighting systems and appliances that they may be called upon to use? (SOLAS Ch II-2 R 15.2.2)
1) Crew should have knowledge of both the location and operation of the

equipment and any lack of familiarity might indicate that testing has not been carried out or that onboard familiarization training has been ineffective or that drills have not been carried out. Not all crews shall be able to operate all the fire fighting equipment on board, normally follows the followings: 2) For all crew; a) Understanding the importance of fire doors and the need for designated self closing doors to be kept closed. b) Knowing the location of the fire plans and understanding the information contained. c) Location and operation of escape routes d) Explaining the use of portable fire extinguishing equipment e) Alarm system, etc. 3) Deginated crew; a) Explaining the method of operation of the fixed fire fighting installations in both normal and emergecy operation b) Understanding the structural fire protection arrangments fitted to their ship with reference to the fire plan c) Demonstating ventilation shut down and control d) Demonstating the operation and test of the fire detection system including how to reset the control unit and identify any falults indicated.

Does the test of the sprinkler system trigger an automatic visual and audible alarm for the section? ( SOLAS Ch II-2 R 10.6)

1) Installation area a. Passenger ships carrying more than 36 passengers

: All control stations, accommodation and service spaces, including corridors and stariways(excpet spaces having little or no fire risk such as

voids, public toilerts, carborn dioxide rooms and similar spaces need not be fitted with an automatic sprinkler system) b. Passenger ships carrying not more than 36 passengers : When a fixed smoke detection and fire alarm system complying with the provisions of the Fire Safety Sytems Code is provided only in corridors, stairways, and escape route with in accommodaiton spaces, an automatic sprinkler system shall be installed in accordance with regulation 7.5.3.2 c. Cargo ships : An automatic spinkler, fire detection and fire alarm system shall be fitted in accordance with the requirements in regulation 7.5.5.2. Spaces containing flammable liquid for example (paint lockers) may be protected by a water spraying or splinkler system, designed for 5 ltrs/m2 min. Water spraying systems may be connected to the fire main or the ship. 2) Sprinkler systems including fire detection and fire alarm systems, are switched on and clear of any falult indications or active alarms on bridge and safety store indication panels. 3) Crew shall be familiar with the handling and function of the system. 4) On passenser ships, a spinkler section may extend only over one main vertical zone or one watertight compartment and may not include more than two vertically adjacent deck. 5) The indicating panels are centralised on the navigation bridge and one other place, so as to ensure that an alarm is immediately recieved by the crew. 6) A test valve is arranged downstream of each section valvle and a gauge indicating the pressure in the system is provided at each section valve as well as at the centralised indication panel(s) on the navigation bridge. 7) Sprinkler charts and instructions a list or plan is to be displayed at indicating panels showing the spaces covered and the location of the zone in respect of each section. And sutiable instructions for testing and maintenance are also available.

Does the activation of any detector or manually operated call point initiate a visual and audible fire signal at the control panel on the bridge or control station? (SOLAS Ch II-2 R 7.4.2)

Fire Detection System


1) Fixed fire detection and fire alarm system a. Machinery spaces a) Periodically unattended machinery spaces(UMA) b) Machinery spaces where the installation of automatic and remote control systems and equipment has been approved in lieu of continous manning of the space; and the main propulsion and associated manicnry including sources of main source of electrical power are provided with carious degrees of automatic or remote control and are under contiuous manned surpervision from a control room.(CMA etc.)

b. Accommodation spaces(refer to SOLAS II-2/Reg.7.5.5) a) Passenger ships carrying more than 36 passengers : Service spaces, control stations and accommodaiton spaces, including corridors, stairways and escape routes within accommodation spaces.(excpet private bathrooms and galleys, spaces having little or no fire risk such as voids, public toilets, carbrn dioxide rooms and similar spaces) b) Cargo ships : A fixed fire detection and fire alarm system shall be so installed and arranged as to provide smoke detection in all corridors, stairways and escape routs within accommodation spaces. 2) Function of fixed fire detection and fire alarm system shall be periodically testd to the satisfaction of the Administration by proper equipment. (oily ragoropen flameis not suitable) 3) Passenger ship carrying more than 36 passengers shall have the fire detection alarms for the systems centralized in a contonuously manned central control station. In addition, controls for remote closing of the fire doors and shutting down the ventilation fans shall be centralized in the same location. 4) Fire patrols shall provide an effective means of detecting and locating fires and alerting the navigation bridge and fire teams.

Manually Operated Call point


1) Manually operated call points shall be installed throughout the accommdation

spaces, service spaces and control stations. One manually operated call point shall be located at each exit. Manualy operated call points shall be readily accessible in the corridors of each deck such that no part of the corriodr is more than 20m from a manually operated call points. 2) A manually operated call point is not required to be installed for spaces having little or no fire risk, such as voidds and carbon dioxide rooms, nor at each exit from the navigation bridge, in cases where the control panel is located in the navigation bridge. (Refer to IACS UI SC241) Item 2) has been imposed as deficiency from some PSC but it has been still dealt with in IMO Subcommittee(FP55/8/6), so it is not appropriate that it is considered as a deficiency until coming out from IMO

Is the lighting in escape routes, including the Low Location Lighting systems where applicable maintained? (SOLAS Ch II-2 R 13)

1) Means of escape shall be provided for persons on board to escape safetly and

swiftly to lifeboat and liferaft embarkation deck, and no obstacle shall be on the route. 2) Emergency lighting is required at every muster and embarkation station, over the sides and in exits. 3) Low Location Lighting(LLL) Any required low-location lighting systems shallbe approved by the Administration baded on the guidances(Res.A.752(18)) develooped by the Organization, or to an international standard(ISO 15370) acceptable to the

Organization. a. Res.A.752(18) adopted on 1993.11.4 a) LLL should be continous in all passageways, lead to exit door with LLL signs. b) LLL is installed at least on one side at a height less than 300 above the steps which will make the loaction of each step readily identifiable to any person standing above and below the step. LLL should be installed on both sides if the width of the stairway is two metres or more. c) The LLL system can be electrically powered lighting or photo luminescent strips or indicators placed at points of escape routes, to readily identify such routes when the normal emergency light is less effective due to smoke. d) The electrically powered systems shall be connected to emergency switch boards. e) The manintenance of LLL is carried out at least once a week, and their luminance tested at least once every five years. f) In all passenger cabins, a placard explaining the LLL system should be installed on the inside of the cabin door. It should also have a diagram showing the location of, and the way to, the two closest exits with respect to the cabin. b. ISO 15370 (2001.4.15 first edition) 1) Technical product documentation must be kept on board with followings: - Installation plan - List of items depicted in the installation plan - Description of installation - Comparative specimen sketches/drawings and maintenance specification *10.

Is the Emergency Fire pump, capable of producing at least two jets of water? (SOLAS Ch II-2 R 10.2.2.3.1, R2.2.4.)

1) Two water jets(in any condtion)

: The following minimum pressures shall be maintained at all hydrants. Passenger ships 4,000 G/T and upward : 0.40 N/mm2 , less than 4,000 G/T : 0.30 N/mm2 Cargo ships 6,000 G/T and upward : 0.27 N/mm2 , less than 6000 G/T : 0.25 N/mm2 2) For ships contructed on or after 2010.1.1, minimum pressure at all hydrants by a fixed emergency fire pump is 0.27 N/mm2 in accordance with MSC.1/Circ.1314 and IACS UI SC 163. 3) Ships less than 2,000 G/T and contructed before 2002.7.1 may have nonfixed emergency fire pumps. 4) Emcy sea suction valve shall be operated from out of compartment containing main fire pump and for ships constructed after 2002.07.01, it shall be operated from a position in the same compartment as the emcy fire pump. 5) Short lengths of suction or discharge piping may penetrate the machinery space, provied following fire protections:

Are the isolating valves of the fire main marked, maintained and easily operable?(SOLAS Ch II-2 R10.2.1.4)
position. There shall not be any obstalcle on the way to the isolating valve. When the isolatin valve is closed, there should be no pressure at all fire hydrants from main fire pumps. Even the ships having a movable emcy fire pump must have a isolating valve. Indication mark for isolating valve should be clear.

Fire fighting drill should be carried out with Fire fighting/abandon ship drill released on 2009.04.06, Homepage->System Certificate->ISM Code->No.9).
