Preface
This Handbook was prepared by the Standards Australia Committee MB-004, Business Governance. The objective of this Handbook is to provide guidance in relation to the development of business plans. Companies need to plan for their establishment, continued operation and any eventualities that may impinge upon their continued success. There are two broad planning approaches that need to be addressed by managers: local operational planning, usually called business planning, and strategic planning, which focuses on longer term market strategies directed at aligning the businesss capabilities with its market environment. This Handbook is not intended to replace legal, insurance or other professional advice in relation to business planning.

1 Scope and general

This Handbook provides guidance in relation to the development of business plans. Guidelines in relation to strategic planning are outside the scope of this document.

1.2 Application
This guideline on developing business plans is aimed at small to medium sized enterprises (SMEs) and provides a generic business plan framework and a brief discussion of the elements in that framework. It also provides a set of references to other material, including that produced by Standards Australia, which gives more detailed insights into creating and implementing business plans and assists users in tailoring them for their own purposes.

1.3 Objectives
The purpose of this Handbook is to (a) (b) (c) provide guidance on the general concepts of business planning, including benefits of business planning and common pitfalls; emphasise the link between business planning and corporate governance; and provide an example template and links to reference material in relation to standard components of developing a business plan.

1.4 Business Planning Models


Whilst there are many models for developing a business plan, there is no standard business plan template which will apply to all entities. However, there are a number of common elements which underlie good business planning. Section 2 of this Handbook provides a discussion of the common elements and considerations in relation to the development of a business plan. Section 3 provides an outline of the components of a business plan that can be tailored by entities for use in their particular circumstances. Section 4 provides reference material and information on useful websites.
