PREFACE
This Miscellaneous Publication (MP) was prepared by the Standards Australia Committee FT-032, Organic and Biodynamic Products. This document has been produced as a reference document for those involved within the scope of certification procedures for organic and biodynamic products. This Standard incorporates Amendment No. 1 (November 2010). The changes required by the Amendment are indicated in the text by a marginal bar and amendment number against the clause, note, table, figure or part thereof affected. The objective of this document is to establish certification requirements additional to those already stipulated in International Organization for Standardization (ISO) and International Electrotechnical Commission (IEC), ISO/IEC Guide 65General requirements for bodies operating product certification systems (which has been adopted in Australia and New Zealand as HB 18.65) and International Accreditation Forum, Guidance Document, IAF GD 5:2006IAF Guidance on the Application of ISO/IEC Guide 65: 1996 General requirements for bodies operating product certification systems, and which are specific to the needs of the organic and biodynamic industry sectors. This MP does not include the text of ISO/IEC Guide 65 (HB 18.65) and IAF GD 5. However, as the MP is structured around ISO/IEC Guide 65 and follows the same criteria, the MP clause numbers align with the clause numbers of ISO/IEC Guide 65. Where there are no additional certification requirements, those clause headings are left without any text. This MP is based on the publication by Organic Industry Export Consultative Committee (OIECC), c/o Australian Quarantine and Inspection Service (AQIS) of Commonwealth Department of Agriculture Fisheries and Forestry, National Standard for Organic and Bio-Dynamic Produce, Edition 3.3, July 2007, and the AQIS Administrative Arrangements for approved certifying organizations operating inspection and certification activities for Australian organic and biodynamic products. The terms normative and informative have been used in this MP to define the application of the appendix to which they apply. A normative appendix is an integral part of this MP, whereas an informative appendix is only for information and guidance.

INTRODUCTION
This Miscellaneous Publication (MP) provides detailed information on the certification procedures for organic and biodynamic products. Audit and certification is the process used by a certification body to confirm that an operators activities comply with the nominated Standard. For the domestic market, the nominated Standard is the Australian Standard, AS 6000, Organic and biodynamic products. Certification bodies operating a product certification system in accordance with this MP should provide confidence that certified operators conform to AS 6000 or the requirements for imported organic or biodynamic products or ingredients described in Appendix B of this MP.

This MP therefore forms the basis for demonstrating equally reliable organic and biodynamic product certifications to meet domestic and importing country requirements. Individual certification bodies may stipulate additional requirements to those detailed in the MP. This MP also enables operators producing organic and/or biodynamic products to understand the certification process.

1 SCOPE MP 1.1 This Miscellaneous Publication (MP) specifies procedures for the certification of organic and biodynamic products that conform to AS 6000. MP 1.2 This MP also specifies procedures for the certification of imported organic and/or biodynamic products and ingredients that satisfy the specific requirements detailed in Appendix B of this MP.

Process and requirements for determining additional systems of conformity assessment that may be acceptable are detailed in Appendix C of this MP. MP 1.3 This MP supplements the requirements of ISO/IEC Guide 65 (HB 18.65) and IAF GD 5, which together form the framework for the certification process. The main clauses, which are numbered and titled in bold text, are common to all three documents.

3 DEFINITIONS For the purpose of this MP the definitions in AS 6000 and those below apply. MP 3.1 Audit A systematic, review of the extent of conformity with specified requirements. MP 3.2 Accreditation body An authoritative body formally recognized by government for the accreditation of product certification bodies. MP 3.3 Accreditation criteria The appropriate International Standards and accreditation procedures nominated by the accreditation body for the accreditation of product certification bodies and this MP.
